Inspections - The engineer will perform construction inspections to ensure adherence to specifications and as necessary to fulfill the contract administration responsibilities but with a minimum of two site visits per week during active construction. This will include full time inspection during critical construction operations, installation of vital BMP structures etc. Testing - The engineer will provide all material testing and quality control required to insure compliance with the plans and specifications. Final Inspection - The engineer will arrange and conduct the final inspection with the contractor and Richland County. In addition, the engineer will arrange and conduct a one-year warranty inspection with Richland County. Deliverables – The engineer will provide Richland County with a certified as-built survey (digital and hardcopy) referenced to the South Carolina State Plane Coordinate System. The engineer will provide a maintenance plan with scheduling based on estimated pollutant loadings, suggested equipment requirements, and accessibility. Qualifications and content of proposal: Qualified Engineering/Consultant firms should show demonstrable experience in providing engineering services for the evaluation, development and implementation of stormwater management program requirements under State and Federal regulations. A significant criterion in the evaluation process will be the extent to which the proposal adheres to all regulating agencies requirements/standards. Considerations for award of contract will include past performance with Richland County, experience on similar projects, and budget for services. Richland County reserves the right to reject any or all proposals, waive any formality in the proposal process, or accept the proposal deemed to be in the best interest of the County. Additional information to be provided in your proposal: a) Name of Firm b) List of similar projects completed within the last five (5) years c) Approach for performing work and project development process delineating percentage of work to be done with timeline and types of submittals. d) Detailed cost analysis. Provide an engineering firm services lump sum fee broken down by each task item and man-hours. The lump sum fee will not be exceeded unless the scope of work is changed by Richland County. e) Availability of Firm f) Schedule and Time line for doing the project. It should include a minimum of two weeks for individual line items to allow for DPW reviews and provision for monthly report submission by the firm. g) Name, Address, Phone Number of Main Contact Person. Provide the names, qualifications and past experience of all personnel to be used on this project. In addition, provide information on laboratory facilities, certifications and field procedures if any involved. h) Richland County GIS data needs: The proposal must identify all data needs within existing/available Richland County’s GIS data to be used in the project scope. Available data is listed on RichlandMaps.com (“Data” section). equested GIS data will be arranged by the IT/GIS department without licensing fee to the contracted engineering firm. The firm and any subcontractors must agree to and sign standard County GIS Data License Agreement (GIS-0260) and fee waiver. Per County Ordinance Section 2-261(D)(3), fee waiver requests must have written approval of County Administrator prior to execution of contract. i) List three (3) professional references including contact name, address and telephone number. j) If the engineering firm is not a pre-qualified firm for Storm Drainage, it needs to submit additional required documentation to the Richland County Procurement which allows the firm to be qualified. Qualification status is mandatory for the submitted proposal to be considered by the Division.
