90 u A <strong>Warm</strong> <strong>Call</strong> <strong>from</strong> <strong>Hizb</strong> <strong>ut</strong>-<strong>Tahrir</strong> <strong>to</strong> <strong>the</strong> <strong>Muslims</strong><br />

conveying <strong>the</strong> Islamic Da’wah in its political path, i.e. by <strong>the</strong> work <strong>to</strong><br />

bring back <strong>the</strong> Islamic Khilafah through <strong>the</strong> dissemination of <strong>the</strong> Islamic<br />

thoughts and <strong>the</strong> struggle for this cause. This is <strong>the</strong> path with which <strong>the</strong><br />

Rasool ul-Allah brought abo<strong>ut</strong> <strong>the</strong> Islamic Ummah and <strong>the</strong> Islamic<br />

State. Apart <strong>from</strong> <strong>the</strong> fact that this is a tangible reality that drives <strong>the</strong><br />

person <strong>to</strong> take this path and adopt no o<strong>the</strong>r path, it is a Hukm Shar’i<br />

which <strong>the</strong> Muslim must adhere <strong>to</strong> and he must restrict himself <strong>to</strong> its<br />

path and not follow any o<strong>the</strong>r paths. Consequently, this alone is <strong>the</strong><br />

path that <strong>Muslims</strong> are obliged <strong>to</strong> follow. So <strong>the</strong> only work <strong>Muslims</strong> are<br />

obliged <strong>to</strong> undertake <strong>to</strong>day before <strong>the</strong>y undertake any o<strong>the</strong>r action is<br />

<strong>the</strong> establishment of <strong>the</strong> Islamic state, i.e. <strong>the</strong> re-establishment of <strong>the</strong><br />

Islamic Khilafah. The method for this is <strong>the</strong> intellectual and political<br />

revol<strong>ut</strong>ion that destroys <strong>the</strong> false thoughts and demolishes <strong>the</strong> corrupt<br />

ruling.<br />

This raises a question: What would <strong>the</strong> thoughts of Islam achieve in<br />

<strong>the</strong> Islamic world whilst Kufr has engulfed every part of it Kufr laws<br />

deal with <strong>the</strong> relationships between individuals, and <strong>the</strong> relationships<br />

between states existing in <strong>the</strong> Islamic world and between <strong>the</strong>ir citizens<br />

are also established on <strong>the</strong> basis of <strong>the</strong> Kufr rules. <strong>Muslims</strong>' minds and<br />

feelings are dominated by thoughts of Kufr. What can <strong>the</strong> Islamic<br />

thoughts achieve whilst Kufr is implemented in all aspects of life and<br />

Islam does not exist except in mosques, Mashafs and with a minority of<br />

<strong>Muslims</strong> The answer <strong>to</strong> that question is that any society in <strong>the</strong> world<br />

lives inside two thick walls, which prevent <strong>the</strong> foreign thoughts and<br />

emotions <strong>from</strong> infiltrating it. The first one is <strong>the</strong> external wall which is<br />

<strong>the</strong> wall of <strong>the</strong> basic creed, i.e. <strong>the</strong> <strong>com</strong>prehensive thought concerning<br />

<strong>the</strong> universe, man and life, what precedes this worldly life and what is <strong>to</strong><br />

follow it, and <strong>the</strong> relationship of this worldly life with what precedes it<br />

and what is <strong>to</strong> follow it. The second wall is <strong>the</strong> wall of <strong>the</strong> systems,<br />

which treat <strong>the</strong> relationships of people and <strong>the</strong>ir way of life. When one<br />

aims <strong>to</strong> overturn this society via its own people and change it<br />

fundamentally, <strong>the</strong>n one must attack <strong>the</strong> external wall first, with <strong>the</strong> new<br />

creed, and <strong>the</strong> attack on <strong>the</strong> external wall should be linked with <strong>the</strong> attack<br />

on <strong>the</strong> internal wall. However, this attack on <strong>the</strong> internal wall must be<br />

based on thoughts with which <strong>the</strong> external wall is attacked. Thus, this<br />

attack will produce an intellectual struggle between <strong>the</strong> old thoughts and<br />

<strong>the</strong> new thoughts. Political struggle will also take place until <strong>the</strong> external<br />

wall is demolished. By its demolition, <strong>the</strong> internal wall will be destroyed<br />

and <strong>the</strong> intellectual and emotional revol<strong>ut</strong>ion will take place. Thus <strong>the</strong>re<br />

will be a political revol<strong>ut</strong>ion, i.e. <strong>the</strong> whole society will change, and <strong>the</strong><br />

government and <strong>the</strong> rest of <strong>the</strong> relationships will change. This is what<br />

Rasool ul-Allah attempted in <strong>the</strong> society of Makkah and what he<br />

actually achieved in <strong>the</strong> society of Madinah. An intellectual and physical<br />

force is required <strong>to</strong> bring down such a society. As for <strong>the</strong> society <strong>to</strong>day<br />

in <strong>the</strong> Islamic countries it only has one wall, which is <strong>the</strong> internal wall.<br />

It is not necessary for <strong>the</strong> whole wall <strong>to</strong> be removed by <strong>the</strong> intellectual<br />

attack, ra<strong>the</strong>r making a hole in it would be enough <strong>to</strong> enter and seize<br />

<strong>the</strong> power. Then it would be <strong>to</strong>rn down in one go with a revol<strong>ut</strong>ionary<br />

blast <strong>from</strong> <strong>the</strong> inside, as long as <strong>the</strong> o<strong>ut</strong>side wall does not exist. This is<br />

because <strong>the</strong> difficulty is in removing <strong>the</strong> external wall, and it would not<br />

be possible <strong>to</strong> enter <strong>the</strong> society except by destroying it first. However, as<br />

long as <strong>the</strong>re is no external wall present <strong>the</strong>n <strong>the</strong> work will be much<br />

easier than if <strong>the</strong>re had been one. That is why <strong>the</strong> issue does not require<br />

anything o<strong>the</strong>r than attacking <strong>the</strong> thoughts and rules on which <strong>the</strong> inside<br />

wall is established and <strong>to</strong> clarify <strong>the</strong> Islamic thoughts and rules, which are<br />

<strong>the</strong>mselves <strong>the</strong> creed of <strong>the</strong> Ummah, in order <strong>to</strong> bring back confidence<br />

in <strong>the</strong>m. Then it will be easy <strong>to</strong> create an opening and rebuild <strong>the</strong> society.<br />

Therefore <strong>the</strong> work is not one of disseminating <strong>the</strong> Islamic thoughts in<br />

a Kafir society, b<strong>ut</strong> ra<strong>the</strong>r <strong>to</strong> disseminate <strong>the</strong> Islamic thoughts <strong>to</strong> <strong>Muslims</strong><br />

in a non-Islamic society. In o<strong>the</strong>r words, <strong>the</strong> issue is not one of inviting<br />

Kuffar <strong>to</strong> be convinced of Islam; ra<strong>the</strong>r it is <strong>to</strong> call <strong>Muslims</strong> <strong>to</strong> work for<br />

and with Islam via <strong>the</strong> method of disseminating <strong>the</strong> thoughts of Islam<br />

and <strong>the</strong> struggle in <strong>the</strong>ir path. Even though this is a <strong>to</strong>ugh and difficult<br />

task, it is <strong>the</strong> only productive work and it is much easier than working in<br />

a Kafir society.<br />

However, it should be known that our enemies, <strong>the</strong> Kuffar, would not<br />

let us work <strong>to</strong> revive <strong>the</strong> Islamic Ummah and establish <strong>the</strong> Islamic<br />

Khilafah. They will not allow us <strong>to</strong> res<strong>to</strong>re confidence in <strong>the</strong> correctness,<br />

veracity and suitability of <strong>the</strong> thoughts and rules of Islam. Ra<strong>the</strong>r <strong>the</strong>y<br />

will obstruct us <strong>from</strong> undertaking this work in various ways, using<br />

various means. They did not shake <strong>the</strong> confidence of <strong>the</strong> Islamic Ummah<br />

in <strong>the</strong> thoughts and rules of her Deen except <strong>to</strong> destroy her State and <strong>to</strong><br />

crush her <strong>com</strong>pletely. They inflicted a crushing defeat, so destroying <strong>the</strong><br />

Islamic State and moving <strong>the</strong> Islamic Ummah on <strong>the</strong> path of degradation<br />

until she was on <strong>the</strong> verge of annihilation. So will <strong>the</strong>y permit her <strong>to</strong><br />

return as an Islamic Ummah, where <strong>the</strong> Islamic Khilafah is established<br />
