• 中 国 是 水 产 养 殖 大 国 , 水 产 养 殖 产 量 约 占 世 界 总 产 量 的
70%, , 居 世 界 首 位 。
China grows the largest quantity of aquaculture products in the
world, which contributes 70% of whole world’s s aquaculture
product supply.
• 养 殖 水 产 品 在 大 众 消 费 食 品 中 所 占 比 例 越 来 越 大 。
Aquatic products account for a larger and larger part in public
daily food consumption 。

• 养 殖 水 产 品 安 全 卫 生 日 益 为 消 费 者 关 注 。
Food safety and hygiene issues about aquatic products are more
and more concerned by general public nowadays.
• 要 从 根 本 上 保 证 养 殖 水 产 品 安 全 卫 生 , 必 须 从 养 殖 到 加 工
对 水 产 品 生 产 全 过 程 实 施 严 密 有 效 的 控 制 。
It is necessary to apply effective monitor and control measures
for each step from aquatic breeding to processing in order to
ensure food safety of aquatic product.

在 水 产 品 加 工 环 节 , 通 过 上 世 纪 90 年 代 以 来 国 际 通
行 的 认 证 技 术 规 范 ——HACCP
的 引 入 和 推 行 , 安 全 卫 生
控 制 水 平 得 到 质 的 飞 跃 。
By introducing and implementing the HACCP principles to the
processing of aquatic product in 1990s, food safety management
system in China was dramatically improved.

当 前 , 养 殖 环 节 安 全 卫 生 控 制 水 平 相 对 较 低 ,
成 为 水 产 品 安 全 卫 生 进 一 步 提 升 的 制 约 “ 瓶 颈 ”。
Currently, , food safety management in the aquatic breeding farm
is relatively poor, which has become the bottle-neck to the
further improvement of food safety of aquatic products.

引 入 推 行 国 际 通 行 的 种 植 养 殖 认 证 技 术 规 范 — “ 良 好 农
业 规 范 (GAP(
GAP)”, , 是 解 决 问 题 的 重 要 手 段 。
It t is an important approach to introduce an internationally
approved management standard – Good Agriculture
Practices (GAP)
建 立 运 行 GAP 体 系 , 可 以 对 养 殖 过 程 安 全 卫 生 实 施 科 学 、
系 统 、 可 追 溯 和 可 检 查 的 控 制 , 从 而 保 障 控 制 过 程 严 密 性 和
有 效 性 。
By introducing GAP system to aquatic breeding, we can establish a
scientific, systematic, traceable and reviewable system to control the
whole process of aquatic breeding. Hence ensure the strictness and a
effectiveness of the control process.

我 们 认 为 , 引 入 推 行 GAP 首 先 需 要 解 决 两 个 问 题 :
Implementing GAP is now facing two difficulties:
问 题 一 : 水 产 养 殖 主 体 生 产 管 理 能 力 较 低 。
First difficulty:the the food safety and hygiene management
of most Chinese aquatic farms are poor.

上 世 纪 80 年 代 农 村 经 济 体 制 改 革 后 , 分 散 经 营 成 为 农
业 种 植 养 殖 的 主 要 形 式 , 分 散 农 户 成 为 农 业 种 植 养 殖 的 主
体 力 量 。
After the innovation of Chinese rural economic system in 1980s,
most agriculture products and aquaculture products are produced
by separated individual farmers, who has now play a most
important roll in whole country’s s agriculture/aquaculture supply.

亿 农 户 , 每 户 平 均 拥 有 农 用 土 地 仅 1.3 亩
发 达 国 家 : 每 户 拥 有 数 百 至 数 千 亩 土 地
In China: 240million farmers with 867m 2 farm/head.
In developed countries: Every farmer has 10,000 to 100,000 m 2
farm/ head.

如 何 解 决 分 散 养 殖 户 能 力 问 题
So how to improve the competence of these separated farmer
转 变 生 产 组 织 形 式 , 提 高 水 产 养 殖 集 约 化 、 规 模 化 水
平 , 是 解 决 问 题 的 必 然 方 向 。
Tuning the old separated work frame into a more centralized
and large-scale
one is the key to solve this problem.

实 现 途 径 主 要 有 三 种 :
1、 、 加 工 企 业 建 立 自 有 养 殖 基 地 ;
2、 、 组 建 大 型 养 殖 企 业 为 加 工 企 业 提 供 原 料 ;
3、 、 分 散 养 殖 户 开 展 农 业 合 作 。
There are three approaches to achieve this: :
1.Processing establishment build up own breeding farm.
2.Build large breed aquatic specialized establishments to supply raw
material to processing type manufacturer.
3.Develop agriculture cooperation model between separated
farmers.

农 业 合 作 则 是 由 众 多 分 散 农 户 自 发 集 资 , 通 过 共 同 所 有 和
民 主 管 理 实 现 共 同 的 目 标 。
Agriculture cooperation means many separated farmer raises
funds spontaneously to achieve corporate goal through sharing
resource and democratic management.

Therefore, Agriculture cooperation is an important
approach to improve the food safety and hygiene
control of separated farmers.

问 题 二 : 化 学 投 入 品 采 购 供 应 安 全 未 得 到 有 效 保 障
Second difficulty: purchasing and supplying of the chemicals
like pesticide or aquatic drugs are not effectively controlled.
在 当 前 我 国 生 产 力 发 展 现 状 下 , 农 用 化 学 品 市 场 尚 未 完 全
实 现 规 范 管 理 , 如 果 采 购 的 化 学 投 入 品 本 身 就 存 在 问 题 ,GAP,

系 对 化 学 危 害 控 制 将 失 去 有 效 性 。
chemical supplying market has not yet standardized and effectively
supervised in China. It may happen that chemicals purchased on the t
market do not meet relative safety requirement, hence GAP system
may accordingly become invalid on the control of chemical hazard.

So how can we ensure the safety of chemicals supplied on
the market

It may be an important measure that improve current chemical
managing system by introducing international management
standard - Good Supply Practice (GSP).
建 立 运 行 GSP, 对 化 学 投 入 品 采 购 、 验 收 、 仓 储 、 发 售
以 及 用 药 指 导 和 药 效 跟 踪 等 方 面 进 行 规 范 管 理 和 系 统 控 制 ,
可 以 从 采 购 供 应 源 头 有 效 保 障 水 产 养 殖 化 学 投 入 品 安 全 , 并
实 现 投 入 品 安 全 追 溯 。
Through implementation of GSP system, farmers can manage and systematically
control the purchasing, receiving inspection, storage, distribution ion and
application of chemicals; hence able to ensure the safety from the t
supply base of
aquatic drugs, meanwhile establish a traceability system of chemicals usage.

福 建 是 中 国 水 产 大 省 , 是 鳗 鱼 、 大 黄 鱼 、 罗 非 鱼 、 对
虾 等 养 殖 水 产 品 主 产 区 。
Fujian province grows large quantity of seafood products, which
is the major breeding area of eel, large yellow croaker, tilapia and
Chinese shrimp in China.
在 福 建 省 , 我 们 在 推 动 农 业 合 作 提 升 养 殖 户 安 全 卫 生
控 制 能 力 , 建 立 GSP 体 系 保 障 养 殖 化 学 投 入 品 采 购 供 应 安 全
的 前 提 下 , 大 力 推 行 GAP 体 系 , 提 升 养 殖 水 产 品 安 全 卫 生 ,
取 得 了 较 好 的 成 效 。
In Fujian Province, we are promoting the development of
agriculture cooperation to improve food safety control
competence of aquatic farms, implementing GAP system on the
premise that establish GSP system to ensure supply safety of
aquatic drugs. Now the effects are good and obvious.

在 我 们 的 推 动 下 , 鳗 鱼 、 大 黄 鱼 产 区 长 乐 、 三 明 、 福 清 、 宁
德 等 地 区 , 养 殖 户 合 作 组 织 已 基 本 成 形 , 并 成 立 了 养 殖 化 学 投 入
品 集 中 采 购 供 应 中 心 , 建 立 运 行 GSP 体 系 , 保 障 化 学 投 入 品 采 购
供 应 安 全 。
Currently, in Changle, Sanming, Fuqing, Ningde areas, where are the
main production areas of eel and large yellow croaker, breed aquatic
atic
cooperation organization has appeared. The centralized aquatic drug d
supplying center has been built up, GSP system successfully applied and
under good operation, which ensure the safety usage of aquatic chemicals. c

在 此 良 好 基 础 上 , 从 2007 年 开 始 , 我 们 以 参 加 国 家 认 监
委 和 标 准 委 组 织 的 GAP 认 证 试 点 为 契 机 , 在 福 建 大 力 推 行 GAP
体 系 。
In 2007, Fujian official supervising department joined the GAP
certification pilot project and start to push GAP system with great g
effort on the basis of Fujian’s s advanced GAP background.
目 前 , 福 建 50 多 家 养 殖 户 建 立 了 GAP 体 系 , 中 国 第 一 张
鳗 鱼 养 殖 GAP 证 书 也 即 将 落 户 福 建 三 明 。 越 来 越 多 的 养 殖 户
开 始 引 入 GAP 体 系 。
Fujian has successfully implement GAP system in 50 aquatic
breeding corporations in two years’ time. And the first eel aquatic
breeding GAP certificate is going to be granted to Fujian Sanming
company as well. Now more and more aquatic farms start to apply
GAP principles in their production.

GAP 的 推 行 有 力 提 升 了 福 建 水 产 养 殖 安 全 卫 生
控 制 水 平 。
Introducing GAP system has dramatically strengthened
the food safety control in Fujian aquatic breeding farms.
福 建 省 长 乐 、 三 明 等 地 区 通 过 推 行 GAP, 解 决 了 鳗 鱼 养
殖 药 残 控 制 问 题 , 出 口 量 快 速 增 长 。
Changle, Sanming districts now successfully control the aquatic
drug residue problem by implementing GAP system, resulted in
a large increase of export quantity.

对 GAP 体 系 推 行 工 作 的 反 思 :
Thinking during the implementing of GAP system:
在 GAP 推 行 过 程 中 , 应 该 根 据 不 同 国 家 和 地 区 生 产 力
发 展 水 平 、 农 业 种 植 养 殖 组 织 形 式 , 以 及 种 植 养 殖 户 的 素
质 、 专 业 能 力 等 因 素 , 采 取 切 合 实 际 的 方 法 和 措 施 , 才 能
取 得 满 意 的 成 效 。
In the process of implementing GAP system, it is necessary to
apply practical measures which are not only based on the different
developed productivities of different countries or district, but also
considered organization frame of farmers and general competence and
knowledge of farmers. Consequently, we can continuously improve the
food safety of agriculture and aquaculture products from the source
base.
