Reasons for Submission<br />

The reasons for my / our submission are:<br />

I am a local resident directly affected by the proposed MacKays to PekaPeka Express Way ("the Expressway"). I<br />

own the property we live in, which I share with my children. It is located at the northern end of Leinster Avenue. If<br />

the Expressway goes ahead, my property will lie directly in the path of increased traffic pollution/ fumes, and<br />

increased traffic noise. The bedrooms in my home are upstairs and on the north side of the house - they are<br />

closest to the proposed motorway, and I expect will lead to audible road noise at nights, which is likely to impact on<br />

our sleep. The prevailing wind in Kapiti is North-West; these winds will bring traffic fumes and increased road noise<br />

to where we live. I chose to live in Kapiti for the relative quiet (although my home is parallel to the existing<br />

highway, it is down below the road - it is very quiet, and there are few fumes which come this way) and close<br />

proximity to nature. There will be direct impacts on our health (respiratory, sleep) and well-being if the Expressway<br />

goes ahead.<br />

I have major objections to the design of the proposed Expressway - being through the middle of our communities -<br />

but I understand that it is solely on the grounds of environmental impact that the EPA will judge the merits of the<br />

application. However, it is relevant to say that there are alternative solutions to improving traffic flow through the<br />

district - if the proposed Expressway was the only viable alternative, I would be less strongly opposed. The effect<br />

of a major state highway running through the middle of the district is significant, yet hard to predict exactly. The<br />

current highway runs to the east and does not serve to divide the community geographically in anything like the<br />

same way.<br />

A further impact is the despoiling of the Waikanae river. The river is one of the major natural features of the coast.<br />

My family find refreshment in nature. When the beaches are wind-swept as they often are, we usually head to the<br />

river on the weekends. We sometimes ride bikes, we often walk from Otaihanga domain and do a loop which takes<br />

about an hour. We have taken our kayaks down the river and have often swum there in summer. Sometimes we<br />

walk down to the beach from the Otaihanga domain. We usually take our two dogs for a run. On occasion in<br />

summer we walk in the late afternoon from the domain to the Shoreline cinema in Waikanae and then walk back in<br />

the evening beside the river. These are some of my most special memories of living in Kapiti, including as a child<br />

when we would come out from Wellington to swim and float on tyres. There are so many people enjoying the river<br />

on weekends, even in winter. It is great to see many middle aged and older people active on bicycles and on foot.<br />

When the Western Link road as a local two lane, flat, low speed road was planned, I had reservations about the<br />

impact on the river area as of our favourite walking/ recreational spaces. But to be perfectly honest and frank, the<br />

proposed Expressway will entirely ruin the river as a recreational reserve for us. This is truly one of the impacts<br />

that will detrimentally alter the way we experience living on the coast. I cannot express how sad, and angry this<br />

makes me. I do not accept that the effective destruction of such a beautiful part of our coast is justified by<br />

arguments for improved access (there are proven alternative and effective ways of achieving this) or travel times.<br />

That the proposed Expressway runs through the heart of Kapiti communities and that it would destroy the river<br />

environment from a recreational perspective is a disaster.<br />

Lastly, I write as a registered Psychotherapist and mental health professional. I work in private clinical pratice in<br />

Wellington and on the coast. I am also involved in policy and systems-level design of mental health and addiction<br />

systems of care. I wish to say that public spaces for recreation are important to individual, and therefore<br />

community well-being. The community needs accessible places to enjoy nature - this supports family<br />

connectedness and individual well-being. The community does not need increased stress from years-long road<br />

building; hugely increased traffic noise and fumes and geographical dislocation. I genuinely believe that our<br />

physical environment is important to our well-being.<br />

I / we seek the following decision from the Board of Inquiry (provide precise details including the general<br />

nature of any conditions or changes sought):<br />

I ask that the Board of Inquiry declines approval of the NZTA application for the MacKays to Peka Peka<br />

Expressway, in whole, based on the significant environmental, health and well-being impacts as stated in this<br />

submission.<br />
