Shiffords Bridge WTW - Drinking Water Inspectorate

WATER INDUSTRY ACT 1991: SECTION 19(1)(b)
THE SECRETARY OF STATE FOR ENVIRONMENT, FOOD, AND RURAL
AFFAIRS:
1) 1) is satisfied that Severn Trent Water Ltd "the Company" is supplying water
from the Shiffords Bridge Water Treatment Works which may be at risk of
exceeding the standards for Nitrate. This means that the Company is likely to
contravene its duty in respect of supplying water which meets the Regulations
under Section 68(1)(a) of the Water Industry Act 1991 and meets the
requirement set in regulation 4(2)(c) of the Water Supply (Water Quality)
Regulations 2000.
2) 2) has notified Severn Trent Water Ltd on 28 August 2009 that he is considering
making in relation to the Company an enforcement order under Section 18 of
the Water Industry Act 1991.
3) 3) notes that Severn Trent Water Ltd has on 09 March 2010 given an
undertaking under Section 19(1)(b)of the Water Industry Act 1991 to take the
following steps by the dates shown:

Ensure that the nitrate parameter has been assessed as a hazard as part of
the regulation 27 Risk Assessment for the supply system supplied by Shiffords
Bridge WTW according to a Drinking Water Safety Plan approach.
By 1 October 2008
Submit a specific action plan identifying short, medium and long term mitigating
steps to address the risk of the nitrate parameter associated with the
connected supply system supplied by Shiffords Bridge WTW. To include as a
minimum the requirements within (c), (d) and (e) and review regularly.
By 1 April 2010 and after changes made as a result of review, for the
duration of the Undertaking.
Short term measures:

Develop and implement an appropriate risk based monitoring strategy to
supplement specified regulatory monitoring and to include raw water
monitoring.
By 31 December 2010 and after changes made as a result of review, for
the duration of the Undertaking.
If the concentration in any water sample exceeds the maximum deviation of
quality value set out in section 3, take all appropriate measures to protect public
health in consultation with the Local Authority and Health Protection Unit/Team.
For the duration of the undertaking.
Report regulatory exceedances of the standard for the nitrate parameter to
DWI as part of current monthly exception reporting process.
For the duration of the undertaking.
Medium term measures:

Submit a summary of the appropriateness of the remedial measures proposed.
Confirm the forward programme for steps (e) and (f) including the duration of
the work.
By 30 September 2010
Complete planning, design and procurement arrangements to provide a high
recovery ion exchange nitrate treatment process to secure compliance with the
nitrate standard in water supply zones supplied by Shiffords Bridge WTW.
By 30 June 2011
Complete construction, installation and commissioning of the high recovery ion
exchange nitrate treatment process.
By 31 December 2012
Take all steps necessary to optimise existing treatment at Shiffords Bridge
WTW as far as practicable for nitrate parameter reduction for the duration of
the Undertaking.
For the duration of the Undertaking
Long term measures:
(h)
Continually appraise the risk of the nitrate parameter as a hazard as part of the
regulation 27 Risk Assessment for the supply system associated with Shiffords
Bridge WTW according to a Drinking Water Safety Plan approach, and ensure
that Regulation 28 documents are reviewed and updates provided as
necessary.

Reporting:

At regular intervals provide DWI with reports on progress made with carrying
out the steps set out in the Action Plan.
Reports to include at least the following details:
i) All data from the monitoring of raw and final water and in the distribution
system associated with Shiffords Bridge WTW including any trend
analysis as appropriate;
ii) Details of the remedial steps that comprise the programme of work
including commencement and completion dates for investigations, design,
tendering, construction and commissioning;
iii)
iv)
Current state of progress with the steps referred to in (i) above;
A statement of implications of any slippage of the programme and details
of activities planned to bring programme back on target;
v) Whether the Company has any other reason to believe it may not be able
to meet any of the key dates set out in this Schedule of Work.
At 6 monthly intervals for the duration of the undertaking. Reporting
periods are January to June and July to December.
Continue to monitor at the frequency set out in the monitoring strategy
developed for step 4(c) for nitrate for a period of 12 months following

commissioning of any work associated with the Action Plan to demonstrate the
effectiveness of the remedial measures taken.
By 31 December 2013.
(k)
Provide a final report to DWI on the efficacy of the remedial measures taken as
part of the Action Plan. Include as evidence of closure for this scheme
appropriate documentation to confirm that the actions set out in this Schedule
of Work have been taken.
By 31 January 2014.
4) is satisfied that Severn Trent Water Ltd has given and is complying with an
undertaking to take all such steps as appear to the Secretary of State for the
time being to be appropriate to secure or facilitate compliance with the
requirement of regulation 4(2)(c) of the Water Supply (Water Quality)
Regulations 2000.
