an important tourist destination, with 34 percent of visitors from interstate and overseas (as revealed<br />

in the 1987 visitor survey).<br />

Although satisfaction and positive feelings about the <strong>Park</strong> have been expressed by many visitors<br />

there has also been an expression by the local community that the <strong>Park</strong> warrants upgrading and<br />

improving.<br />

The recreation area was developed in the 1930s, and the cultural significance of the buildings in the<br />

<strong>Park</strong> has been recognised by the <strong>National</strong> Trust of W.A., which has classified a number of the<br />

buildings. Because there have been many changes in the structure, functions and habits of society<br />

since the 1930s the design and layout of the recreation area needs to be improved to cater for the<br />

demands of the 1990s.<br />

As part of the planning process two consultant landscape architects were engaged to prepare a master<br />

plan for the recreation area in conjunction with the planning team, to try to resolve these conflicts<br />

and to plan for future demands.<br />

In preparing this plan the planning team has a long term vision for the <strong>Park</strong>; to initiate changes now<br />

to resolve present conflicts, and also to plan for future demands, opportunities and conflicts. As the<br />

population of the Perth Metropolitan Area increases over the next 20 to 30 years (it is estimated by<br />

about 663,300 by the year 2021, SPC 1987) including an increase in the City of Wanneroo by about<br />

145,000 people (SPC 1987) (combined, 65% of visitors to the <strong>Park</strong> are from these two areas) there<br />

will be increasing demand on the recreation facilities of the <strong>Park</strong> and pressures on the natural<br />

environment. This plan is the first stage of a 20 year plan, which will require ongoing review.<br />
