Issues i) Limited access to Science and Information Communication Technologies (ICTs) by youth compromise their contribution to the growth of national economy. ii) iii) The revolution brought about by the emergence of science, ICTs has significant economic, social and cultural challenges on young people. The high costs of ICTs hampers youth in exploiting opportunities in career, business and education to the optimum. 29
