c<strong>and</strong>idates that best match an unknown person presented to the database. In the watch list<br />

task, a face recognition system must first detect if an individual is on the watch list. If the<br />

individual is on the watch list, the system then identifies the individual. The statistic for<br />

correctly detecting <strong>and</strong> identifying an individual on the watch list is called the detection<br />

<strong>and</strong> identification rate. The false alarm rate indicates the rate that the system incorrectly<br />

alarms an individual not on the watch list. This report also provides demographic results<br />

that indicate males <strong>and</strong> older people are relatively easier to recognize than females <strong>and</strong><br />

younger people. <strong>Face</strong> <strong>Recognition</strong> Vendor Test (FRVT) 2002 results show that normal<br />

changes in indoor lighting do not significantly affect the performance <strong>of</strong> the top systems.<br />

With the development <strong>of</strong> face recognition systems, concerns over individuals’<br />

privacy have been an issue for real world applications. This is also one <strong>of</strong> the reasons<br />

why current facial recognition systems are limited to security checkpoints or important<br />

facilities. Accuracy (face recognition is one <strong>of</strong> most successful applications <strong>of</strong> pattern<br />

analysis) is still not enough. So far none <strong>of</strong> the face-recognition systems tested in airports<br />

have spotted a single person actually wanted by authorities. They are blamed for serving<br />

only to embarrass innocent people. False recognition (false positive or false negative) is<br />

very critical. Innocent people can be detained due to a currently unreliable facial<br />

recognition system even though they sacrificed their privacy. This is one <strong>of</strong> the<br />

applications <strong>of</strong> face verification or watch list based face recognition system fails. Since<br />

face verification or watch list systems are fully automatic, the responsibility <strong>of</strong> the<br />

operator is to update the database on regular basis <strong>and</strong> control the environment where<br />

faces are taken in order to increase performance. However, it is reasonable that face<br />
