and guidelines regularly updating customers on<br />

9 What are Automated Manifest System<br />

(AMS) and Electronic Notice of Arrival<br />

and Departure (ENOA/D) and what are<br />

the requirements for filing these<br />

Electronic reporting requirements such as<br />

Automated Manifest System (AMS) and<br />

Electronic Notice of Arrival/Departure<br />

(eNOA/D) in the <strong>USA</strong> are very stringent<br />

and can be difficult to interpret, so ISS has<br />

its own in-house systems and dedicated<br />

staff to assist our customers. These<br />

innovations have led ISS to become the<br />

largest AMS provider for bulk carriers in the<br />

<strong>USA</strong> and mean that all necessary<br />

information is provided promptly and vessel or cargo delays avoided.<br />

AMS: Since 2003 all cargo entering the <strong>USA</strong> must be electronically manifested and transmitted to the Customs<br />

and Border Protection (CBP) division of the US Department of Homeland Security. For further information please<br />

ENOA/D: ENOA/D is overseen by the US Coast Guard and the Advance Passenger Information System (APIS)<br />

department of US Customs and Border Protection. This electronic information regarding vessel, voyage and crew<br />

must be sent to these agencies allowing the US Coast Guard to "pre-examine". ISS can assist carriers by sending<br />

9 What are the visa requirements for crew members in the <strong>USA</strong><br />

Having entered the country by land or air to join a vessel, a crewmember must possess a valid C1/D visa to travel<br />

to the vessel, otherwise that crewmember will not be allowed to proceed from the first point/airport of entry into the<br />

<strong>USA</strong>. Crew members entering the <strong>USA</strong> by vessel must carry a valid US D type visa granting shore leave (D1)<br />

and/or permission to seek repatriation (D2) without the requirement of escorts. Permission to repatriate or shore<br />

leave permission is granted by the US government at the first US port of entry arrival inspection. All crew members<br />

arriving in the <strong>USA</strong> to work offshore in the US Gulf of Mexico Outer Continental Shelf (OCS) are required by law to<br />

have a B1-OCS visa. At the first US port of entry they will also be issued an I-94 card stamped by Immigration valid<br />

for up to six months. ISS <strong>USA</strong> can provide customers with full support for all crew management requirements.<br />

9 What specific aspects of loading grain are unique to the <strong>USA</strong><br />

9 • Hold inspections are conducted by Federal grain inspectors and National Cargo Bureau (NCB) inspectors who<br />

also analyse the vessel’s stability to ensure a safe voyage upon completion of loading. Mate’s receipt weights<br />

are determined by terminal scales, not the vessel’s draught figures, and are certified by Federal Grain Inspection<br />

Service (FGIS).<br />

9 • The Master can issue a Letter of Protest and make comments on the Statement of Fact, if the vessel’s draught<br />

survey differs from the Mate’s receipt tonnage.<br />

9 • NOR can be tendered on arrival and accepted by shipper/supplier when all holds have passed cleanliness<br />

inspection.<br />

9 Are there any special CBP requirements for Ship to Ship transfer operations<br />

CBP considers such cargo operations as taking place in foreign waters. Cargo formalities occur when the cargo<br />

enters the port so there is no AMS filing requirement, cargo entry requirement or vessel entry requirement.<br />

CBP form 3171 is required to be filed by the agent of record. US Coast Guard ENOA filing is required.<br />

Further information on lightering operations is available on request. Crew change, stores/spares delivery can be<br />

performed via helicopter or launch subject to availability and weather.<br />
