Over the last decade, the <strong>aerospace</strong> <strong>in</strong>dustry <strong>in</strong> <strong>Tunisia</strong> has<br />

experienced a tremendous expansion. This is tell<strong>in</strong>g about<br />

the undeniable competitiveness facilitated by several assets.<br />

More than 4,500 employment positions<br />

Exports worth 170 million <strong>Tunisia</strong>n d<strong>in</strong>ars, with forecasts<br />

of about 550 million <strong>Tunisia</strong>n d<strong>in</strong>ars by the year 2016.<br />

Several lead<strong>in</strong>g groups have chosen <strong>Tunisia</strong> to expand<br />

their bus<strong>in</strong>ess <strong>in</strong> the <strong>aerospace</strong> and aircraft <strong>in</strong>dustries.<br />

<strong>Tunisia</strong>n exports account for two thirds of production and are <strong>in</strong>tended for one of the most competitive markets, namely the<br />

European Union. France is the first client of <strong>Tunisia</strong>.<br />

The activities of the <strong>Tunisia</strong>n <strong>aerospace</strong> <strong>in</strong>dustry have high value added. They range from software and hardware eng<strong>in</strong>eer<strong>in</strong>g<br />

to production of aircraft systems and high precision turn<strong>in</strong>g and mach<strong>in</strong><strong>in</strong>g.<br />

Skilled human resources and rich<br />

tra<strong>in</strong><strong>in</strong>g programs<br />

In <strong>Tunisia</strong>, the <strong>aerospace</strong> <strong>in</strong>dustry can rely on the 4,500 eng<strong>in</strong>eers and technicians that graduate annually and it is expected<br />

that by 2014, they will be 9,000.<br />

They represent one of the most competitive talent pools of the region: at comparable levels of qualification, <strong>Tunisia</strong> offers<br />

competitive wage costs <strong>in</strong> proportions rang<strong>in</strong>g from 1 to 5 compared to European countries.<br />

These human resources are available, responsive and multidiscipl<strong>in</strong>ary thanks to:<br />

the 15 sectoral tra<strong>in</strong><strong>in</strong>g centers to <strong>in</strong>ternational standards,<br />

Aviation Tra<strong>in</strong><strong>in</strong>g Center of <strong>Tunisia</strong>, International Center for Aviation Resources…,<br />

the tra<strong>in</strong><strong>in</strong>g facilities that offer a comprehensive program tailored to bus<strong>in</strong>ess needs,<br />

Eng<strong>in</strong>eer<strong>in</strong>g Schools, Higher Institutes of Technical Studies, National Institute of Applied Sciences, Ecole Polytechnique,<br />

Institute for Aerospace Trades…,<br />

the proposed creation of a Centre of Excellence for Aerospace Professionals who will provide a tra<strong>in</strong><strong>in</strong>g capacity of 1,000 people,<br />

the creation of a tra<strong>in</strong><strong>in</strong>g center dedicated to the <strong>aerospace</strong> sector <strong>in</strong> the Mghira <strong>in</strong>dustrial zone, specializ<strong>in</strong>g <strong>in</strong> mechanics,<br />

electronics and <strong>in</strong>formation technology.<br />

environment<br />

In <strong>Tunisia</strong>, the <strong>aerospace</strong> sector is a real <strong>in</strong>vestment opportunity to be seized by companies look<strong>in</strong>g for better performance.<br />

They will enjoy a good bus<strong>in</strong>ess environment thanks to:<br />

a highly <strong>in</strong>novat<strong>in</strong>g <strong>Tunisia</strong>n <strong>in</strong>dustrial sector with strong expertise and supported by about 1,000 companies<br />

operat<strong>in</strong>g <strong>in</strong> the sectors of mechanics, electricity and electronics,<br />

<strong>in</strong>dustrial quality modernization and upgrad<strong>in</strong>g program which allowed the certification of more than half of companies<br />

operat<strong>in</strong>g <strong>in</strong> the <strong>aerospace</strong> <strong>in</strong>dustry, a rate well above the certification average, made possible thanks to the programs<br />

funded by the State.<br />

Fast grow<strong>in</strong>g dedicated<br />

<strong>in</strong>frastructures<br />

The airport, port, road and telecommunication <strong>in</strong>frastructure <strong>in</strong> <strong>Tunisia</strong> is considered among the most modern <strong>in</strong> the southern<br />

shore of the Mediterranean and <strong>in</strong> Africa.<br />

<strong>Tunisia</strong> also has about a hundred <strong>in</strong>dustrial zones and 10 competitiveness poles <strong>in</strong>clud<strong>in</strong>g that of Sousse (centre of <strong>Tunisia</strong>),<br />

specializ<strong>in</strong>g <strong>in</strong> mechanical and electronic <strong>in</strong>dustries as well as the Aeropole <strong>in</strong> El Mghira, an area dedicated exclusively to the<br />

<strong>aerospace</strong> <strong>in</strong>dustry.<br />

The Aeropole <strong>in</strong> El Mghira is an <strong>in</strong>tegrated <strong>in</strong>dustrial platform, located <strong>in</strong> the southern suburbs of Tunis, which covers an area<br />

of over 200 hectares <strong>in</strong>clud<strong>in</strong>g 20 hectares dedicated to the Aerospace Park AEROLIA, a subsidiary of the European <strong>aerospace</strong><br />

group EADS, which has chosen <strong>Tunisia</strong> to establish fourth site specializ<strong>in</strong>g <strong>in</strong> the construction of aircraft components and its<br />

first outside Europe after those of Meaulte, Sa<strong>in</strong>t Nazaire and Toulouse.<br />

A supportive <strong>in</strong>frastructure<br />

for <strong>in</strong>vestors<br />

The <strong>Tunisia</strong>n Association of Aerospace and Aviation Industries (GITAS) supports manufacturers and <strong>in</strong>vestors <strong>in</strong> the<br />

<strong>aerospace</strong> branch.<br />

There are currently 33 member companies (compared to 19 <strong>in</strong> 2009).<br />

GITAS is very active and present at all levels; its ma<strong>in</strong> objectives are to promote exchanges and cooperation between<br />

enterprises of the aviation and <strong>aerospace</strong> field located <strong>in</strong> <strong>Tunisia</strong>, to develop a logistics network and an enabl<strong>in</strong>g<br />

environment and encourage the establishment of new companies <strong>in</strong> the field.<br />

There are also several national <strong>in</strong>stitutions that provide active support and assistance to <strong>in</strong>vestors efficiently: the<br />

Foreign <strong>Invest</strong>ment Promotion Agency (FIPA-<strong>Tunisia</strong>), the Agency for the Promotion of Industry and Innovation (APII),<br />

the Center for Export Promotion (CEPEX) and the Technical Center for Mechanical and Electronic Industries (CETIME).<br />

A favorable bus<strong>in</strong>ess environment<br />

<strong>Tunisia</strong> already offers foreign <strong>in</strong>vestors the follow<strong>in</strong>g <strong>in</strong>centives:<br />

freedom to <strong>in</strong>vest <strong>in</strong> the sector of <strong>aerospace</strong> components. Foreign <strong>in</strong>vestors can hold up to 100% of the project capital<br />

and can freely repatriate profits and proceeds from sale of the capital <strong>in</strong>vested <strong>in</strong> foreign currencies,<br />

simple establishment procedures. They can be made at the one-stop desks the Agency for the Promotion of Industry<br />

and Innovation “APII”,<br />

an <strong>in</strong>vestment <strong>in</strong>centives code which provides several advantages <strong>in</strong> terms of tax and duties exemption and <strong>in</strong> terms<br />

of subsidy and <strong>in</strong>vestment <strong>in</strong>centives <strong>in</strong> particular for the establishment <strong>in</strong> areas of regional development,<br />

an association agreement with the European Union that led to a free trade area s<strong>in</strong>ce January 2008, preferential trade<br />

agreements with North African and Arab countries,<br />

bilateral agreements establish<strong>in</strong>g a free trade zone with Turkey, Egypt, Morocco, Jordan, Iraq and Libya and Agadir free<br />

trade agreement between Jordan, Egypt, Morocco and <strong>Tunisia</strong>.<br />

In addition, the <strong>Tunisia</strong>n Revolution of January 2011 <strong>in</strong>troduced the premises for a real<br />

takeoff of the national economy and accord<strong>in</strong>gly sees promis<strong>in</strong>g future <strong>in</strong> the aviation<br />

<strong>in</strong>dustry supported by a healthier bus<strong>in</strong>ess climate with greater transparency, better<br />

governance and less corruption and encourag<strong>in</strong>g private <strong>in</strong>itiative.<br />
