2. Moved by Councillors Pelkman and Flegel
THAT: Council moves In-Camera to a property matter and a
personal matter and to adopt In-Camera minutes for the
Committee of the Whole In-Camera meeting of March 19 th ,
2012.
Carried.
3. Declaration of Pecuniary Interest - None
Property and personal matters were discussed and Committee
of the Whole In-Camera minutes were adopted.

The meeting was suspended at 6:25 pm for the Open sessions
of the Council and Committee of the Whole meetings. The In-
Camera session resumed at the conclusion of the Committee
of the Whole meeting on a motion by Councillors Brennan and
Baker.
4. Adjournment
Moved by Councillor Dausett and Deputy Mayor Richards
THAT: Council concludes the In-Camera session and
proceeds to open session to adjourn.

7. Presentations, Delegations & Petitions
a.)
Bill Rayburn, Middlesex County C.A.O. and Jim Maudsley,
Warden, gave a presentation on Middlesex County matters.
Some of the highlights are:
2012 County Budget
Operating Budget of $76,997,100 passed in March 2012.
$13 million capital budget;
County levy is up 5.6%, or $1,498,100;
Has real growth of $442,617 or 1.7% when tax ratios
applied;
Net levy tax increase is 3.9%;
Ontario Municipal Partnership Fund grant decreased
$139,200;
2012 Initiatives
Local Municipal Service Offerings-information technology,
local planning and legal;
Information and library services integration-new library
leasing policy and new facilities and services;
Ambulance service delivery transition March 25 th .
b.)
Rick Beazley, Strathroy-Caradoc Police Chief, regarding his
employment opportunity.

Mayor Vanderheyden expressed Council’s regret about
Rick leaving and extended Council’s congratulations to Rick
on his new opportunity. Rick expressed his appreciation
for being able to serve Strathroy-Caradoc over the past 12
years.
c.) Larry McKillop, Chair, Turkey Festival Committee,
presentation on a review of the 2011 event and an
overview of the 2012 Festival.
Larry thanked Council for its continued support for the
Turkey Festival. He thanked the many community groups
that make this event possible. In 2011, the turnout was
fantastic with all the favorite events and due to the good
weather. He said that the Committee has reduced
advertising spending to be more in line with what the
Committee should be spending. In 2012, the Turkey
Festival is celebrating its 35 th anniversary. One of the new
events this year is the Turkey Festival Ambassador with a
volunteer who will be spearheading the event that will be
held over the weekend and is open to young adults 14 –
18 years of age. There will be an opening ceremony and
the Cruisers’ car show. The Committee is also hoping to
utilize the Alexandra Park ball diamond for an exhibition
game between the Strathroy Royals and the local police, as
well as on the Sunday having the 2-pitch finals, restoring
what was done 35 years ago. It is hoped this event will
utilize the park better and draw more people downtown.
Larry was informed that they could only use the outfield.
Council will review this request and resolve it as soon as
possible.
d.)
Trevor Rosborough, Masterpiece Financial
Presentation of the 2012 Group Benefits Proposal. A staff
report is also provided.
Trevor Rosborough briefly reviewed the 2012 Group
Benefits proposal noting that overall there is a 1%
reduction in the monthly cost based on a request for
proposal put out to several companies. Trevor also noted
that utilization of our plan is low compared to others.
Deputy Mayor Richards asked about a forecast for the next
5 years. Trevor commented that as extended health and
dental care items are covered less by OHIP it will likely

have an impact on those parts of our plan and that it will
have to be monitored.
Moved by Councillors Brennan and Cameron
THAT: the 2012 Group Benefits Insurance Program for
the Municipality of Strathroy-Caradoc be renewed with Sun
Life, through Masterpiece Financial Inc.; and further that
the plan be marketed every three (3) years, unless
instructed otherwise by Council to make certain the plan
remains cost effective.

Prices
The following bids were considered for acceptance:
Crushed stone-Blythe Dale Sand & Gravel-$16.96/tonne
plus taxes; Calcium-Den Mar Brines Limited-price per flake
ton $52.40 for 665 m3-$34,842.68; Surface Treatment-

Cornell Construction-375,000 liters H.F. Emulsion supply
and installation-$0.889/liter, excluding taxes; 3,300
tonnes of aggregate hauling and application, total price
$17.72/tonne.
Moved by Councillor Brennan and Deputy Mayor Richards
THAT: the tender prices as recommended in the Roads
Manager’s report reported dated March 28, 2012 be
approved for crushed stone, calcium and surface
treatment.

11. Committee Reports
Councillor Dausett noted there were some minor errors in the Tri-
Township Arena minutes of March 8, 2012 that will be corrected.

THAT: the following Committee Reports be received and filed:
Indoor Pool Fundraising Committee, March 20, 2012;
Tri Township Arena, March 28, 2012 as amended; and
Indoor Pool Design Committee, March 22, 2012.
Carried.
Councillor Brennan noted that the Indoor Pool Fundraising Committee
meeting may need to be changed to accommodate the Finance
Committee meeting scheduled for April 10 th at 5:30 pm.

Council concurs with the Committee’s recommendations:

12. Reading of Bylaws
a.) Bylaw No. 15-12
Moved by Councillors Pelkman and Baker
THAT: the following bylaw be given first, second and third
and final reading:
Bylaw No. 15-12 - A Bylaw to authorize the execution of a
subdivision agreement between the Municipality and
MacTichan Inc., for a 43 lot subdivision on MacDonald
Street.

b.) Bylaw No. 16-12
Moved by Councillors Flegel and Pelkman
THAT: the following bylaw be given first, second and third
and final reading:
Bylaw No. 16-12 - A Bylaw to authorize the execution of a
subdivision agreement between the Municipality and
666178 Ontario Limited for a 39 lot subdivision on Darcy
and Jenna Drives.
Carried.

bylaw.
c.) Bylaw No. 17-12
Moved by Councillor Brennan and Deputy Mayor Richards
THAT: the following bylaw be given first, second and third
and final reading:
Bylaw No. 17-12 - A Bylaw to adopt an Open Air-Burn
Bylaw for the Municipality of Strathroy-Caradoc.
Carried.
A report from Tom Gibson, Fire Chief, was provided.
Councillor Pelkman asked about a communication strategy
to get the changes regarding open air burn out to the
public. Fire Chief Gibson said it will be advertised on the
local radio, the Strathroy Age Dispatch and the Glencoe
newspaper, there will be a display at the Home & Leisure
Show and possibly be included in the flyer that goes out
with the tax bill. It was also mentioned that each fire
station could post a notice on billboards in the
communities.
It was noted the implementation date is May 1 st , 2012 and
concern was expressed if this was adequate time.
13. New Business - None
14. County Council Report
Deputy Mayor Richards said the County did meet last week but
there were no matters pertaining to Strathroy-Caradoc.

15. Enquiries or Comments by Members
Deputy Mayor Richards congratulated the Bluewater Hawks
ladies team on their success in hockey.
Councillor Baker congratulated the Minor Hockey pee-wee team
on their success.
Councillor Pelkman said he attended the Firemen’s Breakfast at
the Melbourne Legion Hall this past Saturday. Funds were raised
for the Derbyshire family who lost their home in a fire.
Mayor Vanderheyden attended a Speed and Custom Car show on
March 25 th . There were 2 fire trucks from Strathroy-Caradoc
entered in the event and they were a real crowd-pleaser.
16. Schedule of Meetings
Tuesday, April 10, 2012 @ 5:30 p.m.-Finance Committee – budget
deliberations.
Monday, April 16, 2012 @ 6:30 p.m. – Council including presentation
of 2012 Budget/Committee.
Monday, April 23, 2012 @ 6:30 p.m. – Special Council for the
purposes of dealing with public meetings and other matters that may
arise.
Monday, May 7, 2012 – Council/Committee @ 6:30 p.m.
Tuesday, May 22, 2012 – Council/Committee @ 6:30 p.m.

The meeting adjourned at 8:53 pm on a motion by Councillors
