THAT: Council moves In-Camera to a property matter and a<br />

personal matter and to adopt In-Camera minutes for the<br />

Committee <strong>of</strong> the Whole In-Camera meeting <strong>of</strong> March 19 th ,<br />

<strong>2012</strong>.<br />

Property and personal matters were discussed and Committee<br />

<strong>of</strong> the Whole In-Camera minutes were adopted.<br />

The meeting was suspended at 6:25 pm for the Open sessions<br />

<strong>of</strong> the Council and Committee <strong>of</strong> the Whole meetings. The In-<br />

Camera session resumed at the conclusion <strong>of</strong> the Committee<br />

<strong>of</strong> the Whole meeting on a motion by Councillors Brennan and<br />

Baker.<br />

7. Presentations, Delegations & Petitions<br />

a.)<br />

Bill Rayburn, Middlesex County C.A.O. and Jim Maudsley,<br />

Warden, gave a presentation on Middlesex County matters.<br />

Some <strong>of</strong> the highlights are:<br />

<strong>2012</strong> County Budget<br />

Operating Budget <strong>of</strong> $76,997,100 passed in March <strong>2012</strong>.<br />

$13 million capital budget;<br />

County levy is up 5.6%, or $1,498,100;<br />

Has real growth <strong>of</strong> $442,617 or 1.7% when tax ratios<br />

applied;<br />

Net levy tax increase is 3.9%;<br />

Ontario Municipal Partnership Fund grant decreased<br />

$139,200;<br />

<strong>2012</strong> Initiatives<br />

Local Municipal Service Offerings-information technology,<br />

local planning and legal;<br />

Information and library services integration-new library<br />

leasing policy and new facilities and services;<br />

Ambulance service delivery transition March 25 th .<br />

b.)<br />

Rick Beazley, <strong>Strathroy</strong>-<strong>Caradoc</strong> Police Chief, regarding his<br />

employment opportunity.<br />

Mayor Vanderheyden expressed Council’s regret about<br />

Rick leaving and extended Council’s congratulations to Rick<br />

on his new opportunity. Rick expressed his appreciation<br />

for being able to serve <strong>Strathroy</strong>-<strong>Caradoc</strong> over the past 12<br />

years.<br />

c.) Larry McKillop, Chair, Turkey Festival Committee,<br />

presentation on a review <strong>of</strong> the 2011 event and an<br />

overview <strong>of</strong> the <strong>2012</strong> Festival.<br />

Larry thanked Council for its continued support for the<br />

Turkey Festival. He thanked the many community groups<br />

that make this event possible. In 2011, the turnout was<br />

fantastic with all the favorite events and due to the good<br />

weather. He said that the Committee has reduced<br />

advertising spending to be more in line with what the<br />

Committee should be spending. In <strong>2012</strong>, the Turkey<br />

Festival is celebrating its 35 th anniversary. One <strong>of</strong> the new<br />

events this year is the Turkey Festival Ambassador with a<br />

volunteer who will be spearheading the event that will be<br />

held over the weekend and is open to young adults 14 –<br />

18 years <strong>of</strong> age. There will be an opening ceremony and<br />

the Cruisers’ car show. The Committee is also hoping to<br />

utilize the Alexandra Park ball diamond for an exhibition<br />

game between the <strong>Strathroy</strong> Royals and the local police, as<br />

well as on the Sunday having the 2-pitch finals, restoring<br />

what was done 35 years ago. It is hoped this event will<br />

utilize the park better and draw more people downtown.<br />

Larry was informed that they could only use the outfield.<br />

Council will review this request and resolve it as soon as<br />

possible.<br />

d.)<br />

Trevor Rosborough, Masterpiece Financial<br />

Presentation <strong>of</strong> the <strong>2012</strong> Group Benefits Proposal. A staff<br />

report is also provided.<br />

Trevor Rosborough briefly reviewed the <strong>2012</strong> Group<br />

Benefits proposal noting that overall there is a 1%<br />

reduction in the monthly cost based on a request for<br />

proposal put out to several companies. Trevor also noted<br />

that utilization <strong>of</strong> our plan is low compared to others.<br />

Deputy Mayor Richards asked about a forecast for the next<br />

5 years. Trevor commented that as extended health and<br />

dental care items are covered less by OHIP it will likely<br />

have an impact on those parts <strong>of</strong> our plan and that it will<br />

have to be monitored.<br />

Moved by Councillors Brennan and Cameron<br />

THAT: the <strong>2012</strong> Group Benefits Insurance Program for<br />

the Municipality <strong>of</strong> <strong>Strathroy</strong>-<strong>Caradoc</strong> be renewed with Sun<br />

Life, through Masterpiece Financial Inc.; and further that<br />

the plan be marketed every three (3) years, unless<br />

instructed otherwise by Council to make certain the plan<br />

remains cost effective.<br />

Crushed stone-Blythe Dale Sand & Gravel-$16.96/tonne<br />

plus taxes; Calcium-Den Mar Brines Limited-price per flake<br />

ton $52.40 for 665 m3-$34,842.68; Surface Treatment-<br />

Cornell Construction-375,000 liters H.F. Emulsion supply<br />

and installation-$0.889/liter, excluding taxes; 3,300<br />

THAT: the tender prices as recommended in the Roads<br />

Manager’s report reported dated March 28, <strong>2012</strong> be<br />

approved for crushed stone, calcium and surface<br />

treatment.<br />

Councillor Dausett noted there were some minor errors in the Tri-<br />

<strong>Township</strong> Arena minutes <strong>of</strong> March 8, <strong>2012</strong> that will be corrected.<br />

THAT: the following Committee Reports be received and filed:<br />

Indoor Pool Fundraising Committee, March 20, <strong>2012</strong>;<br />

Tri <strong>Township</strong> Arena, March 28, <strong>2012</strong> as amended; and<br />

Indoor Pool Design Committee, March 22, <strong>2012</strong>.<br />

Councillor Brennan noted that the Indoor Pool Fundraising Committee<br />

meeting may need to be changed to accommodate the Finance<br />

Committee meeting scheduled for <strong>April</strong> 10 th at 5:30 pm.<br />

12. Reading <strong>of</strong> Bylaws<br />

a.) Bylaw No. 15-12<br />

Moved by Councillors Pelkman and Baker<br />

THAT: the following bylaw be given first, second and third<br />

and final reading:<br />

Bylaw No. 15-12 - A Bylaw to authorize the execution <strong>of</strong> a<br />

subdivision agreement between the Municipality and<br />

MacTichan Inc., for a 43 lot subdivision on MacDonald<br />

Street.<br />

b.) Bylaw No. 16-12<br />

Moved by Councillors Flegel and Pelkman<br />

THAT: the following bylaw be given first, second and third<br />

and final reading:<br />

Bylaw No. 16-12 - A Bylaw to authorize the execution <strong>of</strong> a<br />

subdivision agreement between the Municipality and<br />

666178 Ontario Limited for a 39 lot subdivision on Darcy<br />

and Jenna Drives.<br />

Carried.<br />

c.) Bylaw No. 17-12<br />

Moved by Councillor Brennan and Deputy Mayor Richards<br />

THAT: the following bylaw be given first, second and third<br />

and final reading:<br />

Bylaw No. 17-12 - A Bylaw to adopt an Open Air-Burn<br />

Bylaw for the Municipality <strong>of</strong> <strong>Strathroy</strong>-<strong>Caradoc</strong>.<br />

Carried.<br />

A report from Tom Gibson, Fire Chief, was provided.<br />

Councillor Pelkman asked about a communication strategy<br />

to get the changes regarding open air burn out to the<br />

public. Fire Chief Gibson said it will be advertised on the<br />

local radio, the <strong>Strathroy</strong> Age Dispatch and the Glencoe<br />

newspaper, there will be a display at the Home & Leisure<br />

Show and possibly be included in the flyer that goes out<br />

with the tax bill. It was also mentioned that each fire<br />

station could post a notice on billboards in the<br />

communities.<br />

It was noted the implementation date is May 1 st , <strong>2012</strong> and<br />

concern was expressed if this was adequate time.<br />

14. County Council Report<br />

Deputy Mayor Richards said the County did meet last week but<br />

there were no matters pertaining to <strong>Strathroy</strong>-<strong>Caradoc</strong>.<br />

15. Enquiries or Comments by Members<br />

Deputy Mayor Richards congratulated the Bluewater Hawks<br />

ladies team on their success in hockey.<br />

Councillor Baker congratulated the Minor Hockey pee-wee team<br />

on their success.<br />

Councillor Pelkman said he attended the Firemen’s Breakfast at<br />

the Melbourne Legion Hall this past Saturday. Funds were raised<br />

for the Derbyshire family who lost their home in a fire.<br />

Mayor Vanderheyden attended a Speed and Custom Car show on<br />

March 25 th . There were 2 fire trucks from <strong>Strathroy</strong>-<strong>Caradoc</strong><br />

entered in the event and they were a real crowd-pleaser.<br />
