Minutes of 4 th <strong>TWG</strong> <strong>IV</strong> <strong>meeting</strong>: Renewable Energy Project Development<br />

1. Opening<br />

- Welcome by Nico<br />

2. Team’s presentation of progress achieved since the last <strong>meeting</strong> in Makassar in October 2010<br />

North Sumatra<br />

No progress achieved since the <strong>meeting</strong> in Makassar in October 2010, due to other pressing obligations of the<br />

team leader and because of the uncooperative head of regency, who would not provide the formal approval<br />

necessary for the energy needs assessment in the selected location.<br />

An alternative regency has been selected, approximately 6 hours drive from Medan, where the team leader<br />

has some personal contacts that can support the <strong>Casindo</strong> work in their region. The actual location (village) still<br />

needs to be decided.<br />

Central Java<br />

Cooperation with Hivos has been going really well and after the successful installation of the demo unit,<br />

another 2 units are under construction and there are another 5 applications from farmers. To further support<br />

the process the <strong>Casindo</strong> team will organize a <strong>meeting</strong> between the local dairy cooperative in Sruni, Hivos and<br />

the dairy cooperative in Mojosongo, which is successfully acting as a multi-finance institution and facilitating its<br />

members’ payment of a biogas digester via retention of small payments for milk, to check whether the same<br />

model could be replicated in Sruni village. The process of installing the digesters should be speeded-up<br />

compared to the implementation target in the business plan to make the most use of the subsidy offered by the<br />

Biru Programme, which only runs until 2012.<br />

After an extra-ordinary working week at ECN in the Netherlands, the business plan as the main deliverable for<br />

<strong>TWG</strong> <strong>IV</strong> is almost complete.<br />

Papua<br />

The Dinas Energy in Jayapura has confirmed that the target location of the Papuan team (the Engross village)<br />

will be included in their solar program (the Dinas has allocated 153 SHS to the village, although it only has 115<br />

households...)


Pak Apolo has also met with the coordinator of the INDF project (from University of Twente) to discuss<br />

possible cooperation.<br />

The business plan is still a work in process, it has been agreed that the complete draft (which will be a<br />

combination of Bahasa and English) will be sent by Pak Apolo to Nico and Tjasa by the third week of March, so<br />

it can be translated by the end of the month.<br />

West Nusa Tenggara<br />

The cooperation with Hivos is going well, and together they have already conducted the socialization of the<br />

technology in the target location. However, because the households in Jeruk Manis village have extremely low<br />

income, there was so far no interest from the villagers. An additional source of subsidizing the digester should<br />

probably be considered and fast, to speed-up the process of installing the digesters to make the most use of<br />

the subsidy offered by the Biru Programme, which only runs until 2012.<br />

<strong>TWG</strong> <strong>IV</strong> is almost complete.<br />

Yogyakarta<br />

The cooperation with Hivos is going well, but again the implementation target for the digesters needs to be<br />

speeded up as much as possible to make the most use of the subsidy offered by the Biru Programme, which<br />

only runs until 2012.<br />

The team is working on the business plan but has yet to produce the financial analysis.<br />

3. Round of questions on the major problems encountered so far<br />

No major issues arise, apart from the bureaucratic process of obtaining approval for intervention in a village.<br />

4. Work plan until next <strong>TWG</strong> <strong>IV</strong> <strong>meeting</strong> (all):<br />

- Draft complete business plan: end of March<br />

- Feedback and improvement iterations: over April<br />

- Final version of the deliverable: end of May 2011
