RECOMMENDATIONS<br />
The re<strong>co</strong>mmendations for districts is that:<br />
while there is great unevenness across districts, with some providing teachers<br />
with excellent levels of support that they need to be ‘empowered’, both by gaining<br />
greater clarity around what their precise role is, but also by being given the skills<br />
to undertake that role and its associated responsibilities.<br />
The district should assume the role of assessing teacher portfolios and<br />
documentation, as opposed to other teachers assessing each other, as currently<br />
occurs through cluster meeting and moderation processes. ‘In short, initiatives<br />
need to focus on supplying sufficient subject advisors who can fulfill the functions<br />
of:<br />
- Moderating teachers’ plans, assessments and learners’ work;<br />
- Mediating the curriculum standards for particular learning areas / subjects;<br />
- Clarifying the assessment and <strong>co</strong>ntent/discipline requirements for particular<br />
learning areas / subjects; and<br />
- Providing support for appropriate teaching methodologies in line with particular<br />
learning areas / subjects.<br />
Subject advisors’ roles as school-based subject experts must be affirmed.<br />
A job description and performance plan for subject advisors that focus their work<br />
on the delivery, implementation and moderation of the curriculum, and offering<br />
subject specific support to teachers must be tabled.<br />
