INVESTIGATIVE SERVICES MAJOR CRIMES HOMICIDE UNIT The 14 members of the Homicide Unit investigated two homicides in 2009, one in which a suspect has been identified and a Canada-wide warrant issued for his arrest and in the second, four people pleaded guilty to Manslaughter in connection with the death of a man who died following an incident of arson. Two members of the Homicide Unit are dedicated cold case investigators who continue to pursue any leads on historical unsolved homicides and in 2009, Constable Doug Clarke released a new, museum-quality clay bust of a man whose unidentified remains were found in 1980 in the Town of Markham. Homicide Unit members also assisted in 22 other serious assault, missing persons or suspicious death investigations in 2009 and secured two court convictions for First-Degree Murder, one for Second-Degree Murder and one for Criminal Negligence Causing Death. SEXUAL ASSAULT UNIT The nine-member Sexual Assault Unit worked closely with #4 District officers and members of Corporate Communications to identify a man wanted in connection with the sexual assault of a 13-year-old boy in a Highway 400 rest-stop washroom. With the assistance of the public and the media, the man was identified and arrested the next day and the case is still before the courts. Investigators are also actively involved in the court process to secure Dangerous Offender Continued on page 36 Inspector Kevin Torrie, Superintendent Wayne Kalinski Inspector Gerry Milne and Inspector Richard Crabtree INVESTIGATIVE SERVICES QUICK FACTS The most serious criminal offences in York Region are investigated by the experienced members of Investigative Services under the leadership of Superintendent Wayne Kalinski and Inspector Gerry Milne of the Major Crimes Bureau, Inspector Richard Crabtree of the Organized Crime Bureau and Inspector Kevin Torrie who runs the Special Investigations and Support Bureau. The Major Crimes Bureau includes the Homicide, Sexual Assault, Crimes Against Children and Major Case Management Units. The Organized Crime Bureau includes the Drugs and Vice, Special Services and Intelligence Units, as well as the Guns and Gangs Enforcement Branch. Special Investigations and Support Bureau includes Auto/Cargo Theft, Forensic Identification, Hold-Up, Major Fraud, Polygraph and High-Risk Offenders Units. The Archaeological Recovery, Technical Data and Video Support branches fall under the Forensic Identification Unit. Deeds Speak 35
