Step 3: Conduct a Feasibility Review <strong>to</strong> Evaluate<br />

Alternatives<br />

Tip: Documenting <strong>the</strong> feasibility review of each alternative is an important<br />

part of <strong>the</strong> process of turning mitigation alternatives in<strong>to</strong> mitigation<br />

projects. The data ga<strong>the</strong>red during <strong>the</strong> review will facilitate <strong>the</strong> process of<br />

applying for grant funding and help <strong>to</strong> justify <strong>the</strong> selection of <strong>the</strong> project.<br />

Scenario<br />

• The problem statement is: Emergency response personnel<br />

stationed in Fire Station #3 are at risk from <strong>to</strong>rnadoes because<br />

<strong>the</strong>re is no basement for shelter (see Figure 8).<br />

• The fire station is an his<strong>to</strong>ric structure.<br />

The following worksheet shows how a community might document a<br />

feasibility review for one alternative, <strong>the</strong> construction of a safe room.<br />

O<strong>the</strong>r alternatives, for example, may be <strong>to</strong> excavate and build a<br />

basement under <strong>the</strong> firehouse or <strong>to</strong> develop a plan <strong>to</strong> evacuate personnel<br />

should a <strong>to</strong>rnado threaten <strong>the</strong> location.<br />

Use <strong>the</strong> Feasibility Review<br />

Worksheet as a guide <strong>to</strong><br />

address how <strong>the</strong><br />

alternative relates <strong>to</strong> <strong>the</strong><br />

hazard mitigation plan and<br />

<strong>to</strong> consider <strong>the</strong> STAPLEE<br />

criteria. A blank worksheet<br />

is provided in Appendix A.<br />

If <strong>the</strong> feasibility reviews<br />

reveal serious difficulties<br />

or obstacle associated with<br />

each of <strong>the</strong> alternatives,<br />

<strong>the</strong> community should<br />

revisit <strong>the</strong> process <strong>to</strong><br />

determine whe<strong>the</strong>r <strong>the</strong><br />

problem has been properly<br />

defined and whe<strong>the</strong>r<br />

identified obstacles can be<br />

overcome or mitigated.<br />
