Third: Complete and Submit <strong>the</strong> Application<br />

This section presents <strong>the</strong> FEMA grant application process and some of<br />

<strong>the</strong> application features. This section also summarizes <strong>the</strong> ways in which<br />

<strong>the</strong> hazard mitigation plan facilitates <strong>the</strong> completion of funding<br />

applications. The section discusses <strong>the</strong> three technical reviews that<br />

FEMA carries out for every project application and presents common<br />

pitfalls encountered by grant application preparers.<br />

FEMA Grant Applications<br />

Those applying for FEMA funding are classified as ei<strong>the</strong>r applicants or<br />

sub-applicants; once funds are awarded <strong>the</strong>y are called grantees or subgrantees,<br />

respectively. Grantees receive funding directly from FEMA and<br />

are usually States, Terri<strong>to</strong>ries, or Tribes. Sub-grantees are usually local<br />

or Tribal jurisdictions, which receive FEMA funding through a grantee.<br />

Tribal governments may apply as ei<strong>the</strong>r applicants or sub-applicants; <strong>the</strong><br />

FEMA Regional Office can explain if a particular entity should act as an<br />

applicant or a sub-applicant.<br />

The applicant receives and reviews, selects, and prioritizes applications<br />

that have been developed and submitted <strong>to</strong> <strong>the</strong>m by local jurisdictions <strong>to</strong><br />

submit <strong>to</strong> FEMA for grant funds.<br />

Potential applicants and sub-applicants should contact <strong>the</strong>ir SHPO or<br />

FEMA Regional Office for detailed information regarding specific program<br />

and application requirements.<br />

Figure 9 below summarizes <strong>the</strong> FEMA grant application process.<br />
