County‟s requirements. The terms and conditions of the Standard Agreement will be an
integral part of this RFQ. The County reserves the right to reject any or all offers and
discontinue this RFQ process without obligation or liability to any potential vendor.
This project will be funded through the Mental Health Services Act (also known as
MHSA or Prop 63) Prevention and Early Intervention (PEI) Training, TA and Capacity
Building funds (TTACB). The Standard Agreement for this project will be for a
the bidder has clearly articulated their leadership role and roles of the subcontractor(s).
a total of $883,200.
3. First year funds (08/09) to revert at end of FY 11/12.
4. This funding established pursuant to the Mental Health Services Act (MHSA)
shall be utilized for activities consistent with the intent of the Act and proposed
guidelines for the Prevention and Early Intervention component of the County‟s
Three-Year Program and Expenditure Plan.
5. Funds shall not be used to supplant existing state or county funds utilized to
provide mental health services.
6. These funds shall only be used to pay for the programs authorized in WIC Section
