Regular Meeting of Council Minutes of April 24, 2013 Page 4 of 8 RESOLUTION #101/13 Councillor Nadeau moved that Council give Second Reading to Millrate Bylaw 2013/07/F. CARRIED UNANIMOUSLY RESOLUTION #102/13 Councillor Nadeau moved that Council consider giving Third and Final Reading to Millrate Bylaw 2013/07/F. CARRIED UNANIMOUSLY RESOLUTION #103/13 Councillor Nadeau moved that Council give Third and Final Reading to Millrate Bylaw 2013/07/F. CARRIED UNANIMOUSLY 8.4. Rezoning Bylaw 2013/02/D, 4904 – 44 Street Councillor Peebles explained that the Town has received an application to rezone the lands municipally described as 4904 - 44 Street from the existing IPU – Institutional and Public Use District to R3 – Medium Density Residential District. Such rezoning would allow the site of the former Ukrainian Catholic Church (recently demolished) to be developed into medium density residential. RESOLUTION #104/13 Councillor Peebles moved that Council give Second Reading to the proposed Bylaw No. 2013/02/D. CARRIED UNANIMOUSLY RESOLUTION #105/13 Councillor Peebles moved that Council give Third and Final Reading to the proposed Bylaw No. 2013/02/D. CARRIED UNANIMOUSLY Mayor Hamdon called a break at 10:10 am. Mayor Hamdon reconvened the meeting at 10:33 am. 8.5. Valley Fleet and Automotive Services (Business License Application 3015), 4916 – 56 Street Councillor Nadeau declared a pecuniary interest and exited the meeting at 10:33 am. Councillor Archer explained that Administration has received an application for a Business License for Valley Fleet and Automotive Services, an automotive repair shop to be located at 4916 – 56 Street. The landowner’s agent has authorized this business operation. Councillor McLean inquired regarding the parking for the site;
Regular Meeting of Council Minutes of April 24, 2013 Page 5 of 8 RESOLUTION #106/13 Chandra Dyck assured Council that the site is able to accommodate the requirements. Councillor Archer moved that Council approves Business License 3015, with the standard conditions. CARRIED UNANIMOUSLY Councillor Nadeau returned to the meeting at 10:37 am. 8.6. Residential False Alarms Councillor Shular explained that Administration has been reviewing the data regarding false alarms over the past three years. Mr. Thomson explained that overall the fire false alarms are decreasing and due to the business sector decreasing on the other hand the residential component is increasing. A lot of the false alarms received are repeat residents. Prior to implementation of the fee an extensive educational component will be completed. Mr. Thomson also advised that the County is in the process of establishing fees for commercial and residential false alarms based on the structure already set up for the Town. RESOLUTION #107/13 Council discussed the request and asked what the actual cost for a false alarm in Town different than the cost to respond to one in the County Mr. Thomson explained that the cost for the call is approximately $400, the fee for repeat businesses is $250, the goal is to be a deterrent than for true cost recovery. He added that the main component of the cost is the personnel and therefore there is very little variance of cost between false alarm calls to the Town or County. Councillor Shular moved that Council approve a residential false alarm fee be added to the fee schedule on the same basis of the existing commercial fees. CARRIED UNANIMOUSLY 8.7. Joint Economic Development Plan Councillor McLean advised that Joint Administration has worked over the past several months to prepare the Joint Community Economic Development Plan that highlights these opportunities. The Plan also recognizes that each municipality will have its own strategic priorities in addition to this Joint Plan and does not intend to place limitations on those ventures. RESOLUTION #108/13 Joint Councils have had the opportunity to review the document and, following recommended revisions to the document, have directed to bring the revised document to the next regular meeting of the respective Council for approval. Councillor McLean moved that Town Council adopt the Joint Community Economic Development Plan as presented.
