Where do I send my claim
Send your application for VA
education benefits and Tuition
Assistance Approval form to:
US Department of Veterans Affairs
Important Note
Tuition Assistance Top-up claims
are handled differently from claims
for MGIB without Tuition
Assistance. For the Top-up
claims, the student does not need
to check in with the school official
that certifies VA benefits. The
Veterans Administration does not
need an enrollment certification on
VA Form 22-1999. Also, Top-up
can be used for education
programs that are not approved
for other benefit programs. Topup
is payable for any course for
which Tuition Assistance is
payable under Department of
Defense criteria.
TUITION ASSISTANCE
TOP-UP
This brochure provides an overview of the Tuition
Assistance Top-up benefit. If you have questions
regarding your eligibility for a specific benefit, you should
contact the Regional VA Office at 1-888-GI BILL 1. The
role of the Registrar Office is to provide and assist
Veterans with forms, submit forms and documentation to
the Regional VA Office, certify enrollment, and counsel
Veterans regarding program or enrollment changes. All
other issues should be directed to the Regional VA Office.
Who is eligible
To be eligible for the Top-up
benefit, a student must be
approved for federal Tuition
Assistance by a military
department and be eligible for the
Montgomery GI Bill (MGIB) Active
Duty benefit. To be eligible for
MGIB benefits, a student must be
a MGIB-Active Duty (Chapter 30)
participant and must have served
at least 2 full years on Active Duty.
A reservist receiving federal
Tuition Assistance could use the
Top-up program as long as he/she
qualifies for Chapter 30 benefits.
For more specific information
about MGIB eligibility, see the
pamphlet entitled “VA Benefits
Fast Facts”, available in the
Registrar Office, or consult the VA
Website at www.gibill.va.gov.
How do I apply
1. Request TA from your branch of
service. See your military
education service office (ESO) or
education counselor.
2. Complete an application for VA
education benefits, VA form 22-
1990. The form is available at
the VA Website,
www.gibill.va.gov, and in the
Registrar Office.
3. Write Top-Up on the top of the
first page of the application.
4. If you already have your Tuition
Assistance approval form, send a
copy of it along with the
application for VA education
benefits to the VA Regional
Processing Office. If you have
not yet received your TA
approval form, you may still send
the application for processing.
Once you receive your TA
approval form, send a copy to the
VA Regional Processing Office.
If you have previously filed a claim
for MGIB and were not denied
benefits, simply submit your signed
TA approval form to the VA Regional
Processing Office.
How much money does
the benefit provide
The amount of the benefit is
limited to the amount that the
student would receive for the same
course if regular MGIB benefits
were being paid. In no case can
the amount paid by the military
combined with the amount paid by
VA be more than the total cost of
the course.
Federal Tuition Assistance
payments generally go directly to
the school of attendance. The Topup
portion is paid directly to the
student. Payments are not paid
monthly as with regular MGIB
benefits. Instead, students are
reimbursed after the semester is
completed.
If a student receives the Top-up
benefit, his or her regular MGIB
entitlement will be reduced. The
amount of entitlement charged for
Top-up payments is determined by
dividing the amount of the payment
by the claimant’s full-time monthly
rate.
