Important Note<br />

<strong>Tuition</strong> <strong>Assistance</strong> <strong>Top</strong>-<strong>up</strong> claims<br />

are handled differently from claims<br />

for MGIB without <strong>Tuition</strong><br />

<strong>Assistance</strong>. For the <strong>Top</strong>-<strong>up</strong><br />

claims, the student does not need<br />

to check in with the school official<br />

that certifies VA benefits. The<br />

Veterans Administration does not<br />

need an enrollment certification on<br />

VA Form 22-1999. Also, <strong>Top</strong>-<strong>up</strong><br />

can be used for education<br />

programs that are not approved<br />

for other benefit programs. <strong>Top</strong><strong>up</strong><br />

is payable for any course for<br />

which <strong>Tuition</strong> <strong>Assistance</strong> is<br />

payable under Department of<br />

Defense criteria.<br />

TOP-UP<br />

This brochure provides an overview of the <strong>Tuition</strong><br />

<strong>Assistance</strong> <strong>Top</strong>-<strong>up</strong> benefit. If you have questions<br />

regarding your eligibility for a specific benefit, you should<br />

contact the Regional VA Office at 1-888-GI BILL 1. The<br />

role of the Registrar Office is to provide and assist<br />

Veterans with forms, submit forms and documentation to<br />

the Regional VA Office, certify enrollment, and counsel<br />

Veterans regarding program or enrollment changes. All<br />

other issues should be directed to the Regional VA Office.


Who is eligible<br />

To be eligible for the <strong>Top</strong>-<strong>up</strong><br />

benefit, a student must be<br />

approved for federal <strong>Tuition</strong><br />

<strong>Assistance</strong> by a military<br />

department and be eligible for the<br />

Montgomery GI Bill (MGIB) Active<br />

Duty benefit. To be eligible for<br />

MGIB benefits, a student must be<br />

a MGIB-Active Duty (Chapter 30)<br />

participant and must have served<br />

at least 2 full years on Active Duty.<br />

A reservist receiving federal<br />

<strong>Tuition</strong> <strong>Assistance</strong> could use the<br />

<strong>Top</strong>-<strong>up</strong> program as long as he/she<br />

qualifies for Chapter 30 benefits.<br />

How do I apply<br />

1. Request TA from your branch of<br />

service. See your military<br />

education service office (ESO) or<br />

education counselor.<br />

2. Complete an application for VA<br />

education benefits, VA form 22-<br />

1990. The form is available at<br />

the VA Website,<br />

www.gibill.va.gov, and in the<br />

Registrar Office.<br />

3. Write <strong>Top</strong>-Up on the top of the<br />

first page of the application.<br />

4. If you already have your <strong>Tuition</strong><br />

<strong>Assistance</strong> approval form, send a<br />

copy of it along with the<br />

application for VA education<br />

benefits to the VA Regional<br />

Processing Office. If you have<br />

not yet received your TA<br />

approval form, you may still send<br />

the application for processing.<br />

Once you receive your TA<br />

approval form, send a copy to the<br />

VA Regional Processing Office.<br />

If you have previously filed a claim<br />

for MGIB and were not denied<br />

benefits, simply submit your signed<br />

TA approval form to the VA Regional<br />

Processing Office.<br />

How much money does<br />

the benefit provide<br />

The amount of the benefit is<br />

limited to the amount that the<br />

student would receive for the same<br />

course if regular MGIB benefits<br />

were being paid. In no case can<br />

the amount paid by the military<br />

combined with the amount paid by<br />

VA be more than the total cost of<br />

the course.<br />

Federal <strong>Tuition</strong> <strong>Assistance</strong><br />

payments generally go directly to<br />

the school of attendance. The <strong>Top</strong><strong>up</strong><br />

portion is paid directly to the<br />

student. Payments are not paid<br />

monthly as with regular MGIB<br />

benefits. Instead, students are<br />

reimbursed after the semester is<br />

completed.<br />

If a student receives the <strong>Top</strong>-<strong>up</strong><br />

benefit, his or her regular MGIB<br />

entitlement will be reduced. The<br />

amount of entitlement charged for<br />

<strong>Top</strong>-<strong>up</strong> payments is determined by<br />

dividing the amount of the payment<br />

by the claimant’s full-time monthly<br />

rate.
