MPs’ Resettlement Grants
The General Election of 2010 of saw a massive turnover of Members of Parliament. After
the expenses scandal of the previous summer, many MPs decided against standing for reelection.
Others were voted out at the election. Departing MPs are receiving a one-off
Resettlement Grant of 50-100 percent of their annual salary, dependent on their age and
length of service. The first £30,000 of this is tax-free and is in addition to a generous
parliamentary pension.
The Resettlement Grant is the equivalent of a redundancy payment, so MPs find it easier
“adjusting to non–parliamentary life”. 1
When a MP wins an election, he or she enters a
contract with a term of up to five years. If they then go on to lose the election this is not
the equivalent of redundancy – it is the end of their contract. This distinction is even more
important now that the coalition government are arguing for fixed-term parliaments, with
Labour promising the same in their manifesto. Beyond that, MPs are entitled to this
payment even if they decide not to run for re-election and have therefore resigned, not
been fired.
As an alternative, the Senior Salaries Review Body (SSRB) have recommended giving MPs
a month’s salary for every year of service up to a maximum of 9 months’ pay, and only for
those MPs that lose their seat. 2
However, the pay-offs would still be overly generous
considering that a MPs’ monthly pay was £5,397 in 2008-09. Other workers that come to
the conclusion of a fixed-term contract are not recompensed in this way – MPs should not
be either. In our submission to Sir Christopher Kelly’s inquiry into MPs’ pay and expenses,
we recommended awarding defeated MPs one month’s pay. That should be sufficient for
MPs while they look for new employment.
The key findings of this research are:
� 218 departing MPs are entitled to a total of £10.4 million – an average of
£47,706.
� Defeated MPs are entitled to £3,312,328 in total. Under the SSRB’s recommended
changes, these same MPs would have received £3,276,080 – a difference of £36,248.

Sources and Methodology
1. The Resettlement Grants were calculated using an MP’s length of service and age
based on the method shown in Table 1. 3
2. Length of service and age were sourced using parliamentary online records, MPs’ own
websites or other online sources.
3. The calculations are based on a May 6 th 2010 election and 2009-10 parliamentary
salaries (£64,766).
4. Length of service was calculated using ‘full years’ from date of election to May 6 th
2010.
