The Communications and Marketing Section of <strong>HR</strong>/OD exists to ensure that the reputation of the <strong>Wirral</strong><br />

University Teaching Hospital NHS Foundation Trust is protected and enhanced and that its wide range<br />

of high quality services are successfully promoted to both internal and external audiences. It seeks to<br />

encourage service users and staff to choose the Hospital either as a provider of treatment or<br />

employment. It also seeks to protect and promote the Trust’s Corporate Identity and ‘brand’. In<br />

Employment <strong>Service</strong>s Centre<br />

<strong>Wirral</strong> University Teaching Hospital (WUTH) has developed the Employment <strong>Service</strong>s Centre<br />

(ESC) which is an integrated <strong>HR</strong> and Payroll <strong>Service</strong>. The ESC supplies <strong>HR</strong>/Payroll services<br />

for WUTH and payroll services for NHS <strong>Wirral</strong> and Cheshire and <strong>Wirral</strong> Partnership Trust.<br />

The New Employment section deals with the recruitment process for all new<br />

starters and undertakes duties associated with:<br />

The Team handle the following key processes within the ESR employee journey:<br />

• Recruitment requisitions from the point of receipt of the vacancy control<br />

form through to updating ESR with cost information.<br />

• Recruitment process, all steps from receipt of enquiry from candidates<br />

through to recruitment offer, including creation of the Personal file and<br />

updating the ESR status.<br />

• New hire, process steps from pre employment checks through to setting up<br />

in ESR, ready to be paid, e.g. automated inter authority transfers, sending<br />

completed tax forms to the Inland Revenue and updating ESR with P45<br />

information.<br />

• Ensure that all financial data is correct and pensions are processed inline<br />

with the NHS Pension Scheme rules and regulations, for the New Starter.<br />

employment” and undertakes duties associated with:<br />

The Team handle the following key processes within the ESR employee journey:<br />

• Payroll process, ensuring that all employees are paid correctly and on time.<br />

• Personal data, ensuring that all individual changes to contracts, pay and<br />

personal details are processed correctly, e.g. sickness, maternity leave and<br />

transfers within the Trust.<br />

• Maintaining and changing pensions in line with the NHS Pension Scheme<br />

rules and regulations. This will include updating and maintaining both ESR<br />

and Personal files concurrently.<br />

• Exit, ensuring processes are set up to terminate employment which<br />

includes final pay and production of P45.<br />

Business Structures and Information<br />

The Business Structures and Information section maintains the accuracy and<br />

integrity of the data within the Employment <strong>Service</strong>s Centre system, specifically for<br />

Electronic Staff Record (ESR) and Electronic Rostering. The Team handle the<br />

following processes:<br />

Data maintenance e.g. ensuring the organisational hierarchy is accurate,<br />

set-up of new Positions and ensuring they link to the hierarchy correctly.<br />

System and User Account maintenance and ensuring all staff has the<br />

correct access rights and that user responsibilities are reviewed regularly.<br />

<br />

Provision of timely and accurate reporting for the Trust and the<br />

maintenance of all local reports and creating ad-hoc reports as required.<br />

Establishment control using the functionality with ESR and close liaison<br />

with the finance team.<br />

<br />

Management and maintenance of the MAPS Electronic Rostering System<br />

management including user access control and user support.<br />

Business Structures and Information section also houses the <strong>Wirral</strong> Doctors in<br />

Training Specialist Team who provide Lead/Client Trust service for the core<br />

surgical rotation and also deals with the junior medical staff within WUTH. The<br />

team is also a client to other lead Trusts for rotations in additional specialities.<br />

Applying For Courses<br />

General Courses<br />

If you wish to apply for a course, please first discuss with your manager. You may wish to also discuss<br />

your learning needs with a learner representative. This is to enable you to obtain appropriate advice<br />

and guidance and to agree the relevance of the application to your KSF post outline and personal<br />

development plan. This may link to job relevant development, career development or service<br />

development as appropriate. Applicants and their managers should consider funding and release<br />

implications and refer to the Learning and <strong>Development</strong> Policy and divisional procedures for guidance.<br />

A Pers 28 form should be completed and distributed as indicated on the form to the relevant<br />

departments. Copies of the Pers 28 form are available from your manager and should be completed for<br />

all courses or conferences excluding mandatory/essential training. In this case, attendance records will<br />

be used to provide attendance information for the Human Resources database. All staff should note<br />

the Trust’s policy for charging for non-attendance or non completion of a course as indicated in the<br />

Learning and <strong>Development</strong> Policy.<br />

To apply for a course, place a tick in the box alongside the course you wish to apply for (Multiple<br />

courses can be applied for at any one time by selecting “Show All Categories”) and click the “book”<br />

icon at the bottom of the page. An Application Form will be displayed with the courses to be applied for<br />

listed at the top. Once completed with the details required, click the “submit” button.<br />

NB All applications should be made by the line manager/designated member of staff.<br />

The form will then be automatically mailed to the Leadership & <strong>Development</strong> Centre where your<br />

booking will be made and confirmation will be sent to the line manager/designated member of staff who<br />

will be required to inform their staff member of the booking.<br />

Please ensure the participant agrees to attendance and compliance with the Trust’s Learning and<br />

<strong>Development</strong> Policy, particularly in relation to charges for non-attendance.<br />

However, staff wishing to access training/development not related to their Personal <strong>Development</strong> Plan,<br />

should apply by ringing Leadership and <strong>Development</strong> Centre directly (0151 482 7981 or extension<br />

5027) where specific instructions will be given regarding the application process. Please note that in<br />

these circumstances any charges levied will be the responsibility of the individual who is applying as<br />

will any charges for non-attendance.<br />

The majority of courses included in the Prospectus are FREE OF CHARGE to <strong>Wirral</strong> University<br />

Teaching Hospital NHS Foundation Trust Staff. Some study days have a charge attached to them –<br />

details are included with the individual course outline.<br />

Most courses are open to external applicants but a charge will be made.<br />

Non-Attendance Charges<br />

Staff should recognise that whilst in-house programmes are in most cases free at the point of access to<br />

individuals, they represent great cost to the Trust. Once a place has been booked, every effort should<br />

be made to ensure attendance. If staff are unable to attend a booked training programme/session, the<br />

training provider must be notified as early as possible, so that the place can be offered to another<br />

member of staff. The following charges and criteria will be applied for cancellations and nonattendance<br />

to charges and follow-up:<br />

Cancellation within 2 working days (Mon-Fri) - No charge<br />

Cancellation within 24 hours - £60 charge to Dept/Division<br />

Cancellation after the course start time - £120 charge to Dept/Division<br />

Did not attend - £120 charge to Dept/Division<br />

Failure to attend on 2 occasions without legitimate reason (e.g. Sickness of individual booked on to a<br />

course), no further places will be offered (with the exception of mandatory and essential training).<br />

Failure to attend a booked mandatory training course on more than one occasion without legitimate<br />

reason will be notified to the head of division/corporate department.<br />

In the event of non-attendance without notification, participants and/or their managers will be contacted<br />

and notified in writing of the charges to be made. Charges will not be made where there is a legitimate<br />

Learner Representatives<br />

In partnership with Trade Unions, <strong>Wirral</strong> University Teaching Hospital NHS Foundation Trust has<br />

established a network of Learner Representatives who are Trust employees with an interest and<br />

commitment to the learning and development of other staff. Learner Representatives are a Trade<br />

Union initiative whose role is to offer information regarding the availability of learning opportunities.<br />

They are in a position to influence learning provision within the Trust and to increase participation in<br />

Mandatory Training<br />

Overview<br />

Mandatory training requirements of all staff within <strong>Wirral</strong> University Teaching Hospital NHS Foundation<br />

Trust are set out within the Mandatory Training Policy . The purpose of this Policy is to set out the<br />

minimum standards for the delivery of Mandatory Risk Management Training that is required to ensure<br />

that the Trust meets its statutory and regulatory requirements and is assured that staff are equipped to<br />

provide safe care within a safe environment. Such training is required by the NHS Litigation Authority<br />

and is detailed in the Mandatory Risk Management Training Prospectus which can be located on the<br />

Initial Mandatory Risk Management Training:<br />

Staff are required to attend Initial Mandatory Risk Management Training upon commencement of<br />

Refresher Mandatory Risk Management Training<br />

Training that is required to “update” skills and knowledge throughout employment. The frequency of<br />

update required is determined dependant upon statute, role and/or risk assessment and is described in<br />

the Mandatory Risk Management Training Prospectus.<br />

Corporate Refresher Programme – Mandatory Risk Management Training<br />

The Trust provides a Corporate Refresher Programme for the majority of Mandatory Risk Management<br />

Training, which is described throughout the policy as Corporate Refresher Programme. This is<br />

delivered on a “block” basis to assist in planning, release and monitoring. The Corporate Refresher<br />

Programme is split into two programmes; Clinical and Non Clinical. Subjects included represent those<br />

required, by all staff groups annually or biannually (details of which can found in Section 6.3 of the<br />

policy and the Mandatory Risk Management Training Prospectus).<br />

Post Qualification Framework (PQF)<br />

The Post Qualification Framework (PQF) provides a modular structure for all professional health and<br />

social care staff in Cheshire and Merseyside to continue learning after registration.<br />

The PQF is currently supported by four Higher Education Institutions:<br />

John Moores University<br />

Edge Hill College<br />

University of Chester<br />

University of Liverpool<br />

The PQF shifts the focus of post qualification learning away from Uni professional, academic<br />

programmes towards multi-professional modules containing skills and competency assessments linked<br />

to the roles of the individual.<br />

Module delivery and design<br />

The PQF uses traditional and innovative methods of learning and assessment including e-learning,<br />

negotiated work-based learning, portfolio based and blended learning. The PQF is a modular<br />

framework designed to enable individuals to accumulate transferable credits gained from stand-alone<br />

modules and use them towards a post qualification award. Credits are based on a standard tariff<br />

agreed between the four education Institutions enabling the transfer of credits where necessary.<br />

Continuous Professional <strong>Development</strong> and Career Progression<br />

All modules within the PQF are mapped to the Knowledge and Skills Framework (KSF) and relevant<br />

National Occupational Standards (NOS) to assist individuals in demonstrative job-related learning and<br />

competencies. This is one method of supporting career progression and related pay awards through<br />

the Agenda for Change gateways. Gaining credits under the PQF does not automatically lead to<br />

promotion or pay awards.<br />

Work-based Integrative Studies (WBIS)<br />

(WBIS programme at <strong>Wirral</strong> University Teaching Hospital NHS Foundation Trust)<br />

OVERVIEW<br />

The WBIS programme through the University of Chester Centre for Work Related Studies offers a<br />

flexible and varied programme of development that enables staff at all levels within the Trust to gain<br />

undergraduate and postgraduate qualifications directly related to their work.<br />

WBIS enables students to design a customised programme of study which meets the needs of the<br />

individual student and where sponsorship is involved, the needs of the Trust. The programme seeks to<br />

maximise the opportunity for individuals to build on their existing learning and to have their past and<br />

future learning achievements recognised academically.<br />

TUTORS<br />

Tutors are available to help and advise on the design of programmes which must meet the approval of<br />

the University’s Credit and Accreditation panel. Bob Meakin is a lead WBIS tutor based in the<br />

Education Centre at Arrowe Park Hospital on a part time basis.<br />

AWARDS<br />

Awards are available at Certificate, Diploma, Degree, Postgraduate Certificate, Postgraduate Diploma,<br />

Masters Degree and PHD level.<br />

STRUCTURE<br />

WBIS students follow individually negotiated and authorised study programmes that may include<br />

taught modules from any of the Universities established schools, eg Science and Health, Education,<br />

Nursing and Midwifery or WBIS Modules, including Self Review. Examples of other WBIS Modules<br />

include research methods, work-based project modules or taught modules such as transition and<br />

change management, conflict transformation, stress management, information and knowledge<br />

management, leadership, clinical decision-making and many more.<br />

The ALS course is designed to prepare senior members of the multi-disciplinary<br />

team to manage peri-arrest situations and to treat the patient until transfer to a<br />

critical care area. The complexity and management of cardiac arrest<br />

emergencies, including decision making and effective communication with the<br />

team and patients relatives is included.<br />

Healthcare professionals who would be expected to apply the skills taught as<br />

part of their clinical duties or teach them on a regular basis. Eg doctors and<br />

Relaxation - Meditation<br />

Weekly Lunchtime Sessions<br />

To meet the needs of staff sessions are held Thursday lunchtime APH and Tuesdays at CBH<br />

Sean is a fully qualified and accredited psychotherapist practising in the Occupational Health<br />

Department at Arrowe Park Hospital. He has over thirty years experience of working with<br />

organisations, businesses and staff groups. He has a particular interest in issues of stress and<br />

wellbeing and promotes the concept that, when our individual needs are met, we have minimal stress<br />

and maximal wellbeing. He spent ten years as a brother in and Ayurvedic community where he was<br />

trained a teacher of Hatha Yoga and Raja Yoga – meditation/visualisation/relaxation/breath control.<br />

Learn to relax and de-stress<br />

The session is open to all NHS staff and is free of charge. Each session lasts for half an hour. No<br />

previous experience is necessary. The sessions are ongoing but each one is individual so that staff can<br />

attend as and when they are able to. Books and CDs are available.<br />

Relaxation reduces tension and the effects of stress. It is highly effective with all forms of panic and<br />

anxiety, lowers respiration, heart rate and blood pressure, improves mental awareness and efficiency<br />

and helps us to think more clearly. It creates deeper and more restful sleep, allows us to control<br />

emotional outbursts and anger and increases our sense of wellbeing. Relaxation will also help to<br />

alleviate conditions such as asthma, eczema, and irritable bowel, tension headaches and helps us cope<br />

with emotional disease due to loss and bereavement.<br />

Resilience Training for Managers<br />

Commencing September 2011<br />

Resilience Training has been identified as one of the key training priorities for <strong>Wirral</strong> University<br />

Teaching Hospital NHS Foundation Trust for the next three years. Delivery of the programme supports<br />

the Trust’s Health and Wellbeing Strategy, Workforce Strategy and Excellence Nursing Workforce key<br />

objectives. Following a successful pilot completed in July 2011, the programme will now be rolled out<br />

over a 3 year period.<br />

Aim of the Programme<br />

This half day Resilience Training programme is designed to support managers in understanding how<br />

resilient they are to challenge and change and the impact of their behaviours. The priority for the<br />

programme in Year 1 is Ward Managers and Deputy Ward managers and Matrons.<br />

Vocational <strong>Development</strong><br />

National Vocational Qualifications<br />

NVQs are qualifications which demonstrate ability at work. The training is mainly on the job and NVQ<br />

assessment recognises an individual's performance at work with a nationally recognised qualification.<br />

NVQs work by testing your abilities in the workplace and to complete one, you need to prove that you<br />

can do certain work-related tasks.<br />

They are available to all ages, at any career stage and no previous qualifications are necessary. As the<br />

skills are assessed through work-based evidence, there are no 'end of unit' tests or exams.<br />

Certification is based purely on evidence of the skills.<br />

An NVQ comprises several units which can be tailored to reflect the job that an employee is carrying<br />

out and the skills they need to perform. Each unit is made up of a number of national occupational<br />

standards that cover all the main aspects of a job.<br />

NVQs are assessed in a combination of ways: By portfolio – you build up evidence of what you’ve<br />

done at work; and by observation – an assessor watches you work and checks that you can do the<br />

tasks.<br />

There are a wide range of NVQ qualifications to suit most job roles, the following are a small example:<br />

Train To Gain<br />

This is a Government funded initiative designed to raise the skill levels of people who are in work but<br />

do not already hold a Level 2 qualification. The overall aim of the programme is to help those<br />

employees without the equivalent of 5 GCSE’s (Grades A-C) to achieve a minimum of a Level 2<br />

qualification.<br />

This funding is also available to staff who hold a Level 2 qualification in an area unconnected to their<br />

current role. For example, a member of staff who was formerly employed as a Clinical Support Worker<br />

may have gained an NVQ L2 in Health & Social Care. They are now employed as a Ward Clerk and<br />

would be eligible for funding to undertake the NVQ in Business Administration, Customer <strong>Service</strong> or<br />

Support <strong>Service</strong>s in Healthcare.<br />

Staff who hold a Degree, but need to have a vocational qualification (NVQ) as part of their role<br />

requirements are not eligible for Train to Gain funding, but other sources of funding may be available.<br />

Vocational Funding<br />

Invest in Health (IIH) is designed to raise the skill levels of people who are in Bands 1 - 4 but do not<br />

already hold a Level 2 qualification. The overall aim of the programme is to help those employees<br />

without the equivalent of 5 GCSE’s (Grades A-C) to achieve a minimum of a Level 2 qualification.<br />

This funding may also be available to staff who hold a Level 2 qualification in an area unconnected to<br />

their current role. For example, a member of staff who was formerly employed as a Clinical Support<br />

Modern Apprenticeships<br />

Modern Apprenticeships are Government funded, nationally designed training programmes. There are<br />

two levels of Modern Apprenticeship:<br />

Foundation Modern Apprenticeship (FMA – L2)<br />

Advanced Modern Apprenticeship (AMA – L3)<br />

Nationally there are over 200 Apprenticeships to choose from but this will be dependent on the job role<br />

of the applicant.<br />

The Apprenticeships are delivered over a 12 month period and consist of three elements, an NVQ,<br />

NVQ Technical Certificate and Key Skills as required by the individual. The Level 2 Apprenticeship<br />

(FMA) is equivalent to 5 GCSE passes and the L3 Apprenticeship (AMA) is equivalent to 2 A levels.<br />

How long does the course last<br />

On average, an NVQ tends to take around a year to complete at Level 2 and about 18 months at Level<br />

3.<br />

How will I be assessed<br />

Although they are, by their very name, vocational as opposed to being academic in nature, some of the<br />

courses will involve you taking notes and also completing written assignments and it will be these,<br />

combined with the practical assignments of the course that will determine if you have passed or not.<br />

Therefore, an assessment will test both your practical performance and your knowledge and<br />

understanding. The grading system basically evaluates your competency at each level as either being<br />

‘competent’ or ‘not competent’ for the level you are being assessed for against the set criteria you will<br />

need to meet in order to be classed as ‘competent’.<br />

NVQ (National Vocational Qualification)<br />

NVQ stands for ‘National Vocational Qualification’ which, as its name suggests, is a nationally<br />

recognised qualification which can be tailored to a specific role within particular business sector or<br />

industry. As each NVQ is specific to the area of business for which it was intended it is a qualification<br />

based upon competence within a certain sphere and, therefore, the focus tends to be more centred on<br />

obtaining practical skills which are job related in order that you can learn the relevant skills to be able<br />

to do a particular job effectively.<br />

Technical Certificate<br />

The knowledge based element is usually done off the job either in a room on site at Arrowe<br />

Park/Clatterbridge Hospitals or at a local specialist training provider or college. This provides further<br />

knowledge and understanding for your job.<br />

Functional Skills<br />

The Apprenticeship framework cannot be achieved without successful completion of the required<br />

Functional Skills or Skills for Life. They are an essential element of Apprenticeships and they are also<br />

a stand alone lifetime qualification. Within the Apprenticeship framework, it is a statutory element, at a<br />

required level, that all students must achieve to prove their functionality in work, education and the<br />

community.<br />

The process:<br />

Initial diagnostic assessment.<br />

The results of the initial assessment may show a spiky profile which will demonstrate a proficiency in<br />

some areas but a deficit in others. This will vary according to each learner whose results may be at<br />

very different levels.<br />

Delivery:<br />

The outline of the course is discussed with the learner and an individual learning pathway is agreed<br />

following the outcome of their diagnostic assessment. This is incorporated into an individual learning<br />

plan and SMART targets are set and confirmed with each learner at the start if the course.<br />

Irrespective of an individual’s practical ability in the workplace it is universally accepted that literacy<br />

and numeracy can be low and the structure of the apprenticeship framework has been developed to<br />

improve national standards. Delivery is 10 x 3 hour sessions using a blended learning model, in line<br />

with outcomes of diagnostic assessment, using face-to-face/group teaching/delivery and self-directed<br />

learning. In addition, learners will be encouraged to consolidate learning using appropriate websites<br />

during their studies.<br />

Effective Communication (Literacy)<br />

This is a short, 11 week course (3 hours per week) resulting in the participants undertaking the City &<br />

Guilds National Test in Literacy at Levels 1 or 2.<br />

The course was written in collaboration with staff from hospital trusts, providers and Move On.<br />

It is designed to look specifically at effective communication within the NHS both written and<br />

oral.<br />

The materials were written specifically around meeting indicators for the Knowledge and Skills<br />

Framework and were originally piloted on the <strong>Wirral</strong> which proved very successful.<br />

Literacy and Skills Programme.<br />

Facilitated by members of the ILS team, these training sessions will enable you to develop a range of<br />

lifelong information handling skills. Our sessions will teach you to find, retrieve and appraise<br />

information gathered from an ever expanding range of health related resources (both print and<br />

electronic formats). Used effectively this information can help to change clinical practice, support<br />

SOURCES OF FUNDING FOR EDUCATION AND LEARNING<br />

The Trust is committed to pursuing the principle of ring-fenced funding to support multi-disciplinary<br />

access to educational funding for all staff. We will maximise the use of funding streams for education<br />

and learning and through our governance arrangements will ensure greater transparency of<br />

Funding and Release for Learning and <strong>Development</strong><br />

Priority will always be given to mandatory and essential training and learning and development that<br />

relates to an individual KSF or competency requirements or service need. Managers should take<br />

responsibility for releasing staff from the workplace to enable them to fulfil their learning and<br />

development requirements. However, consideration should be made as to when, where and how the<br />

learning will take place in order to balance service demands with release from the workplace. All staff<br />

must recognise that the allocation of study leave and funding must not detract from patient care. The<br />

main priorities for release from the workplace relate to mandatory and job specific development.<br />
