Welcome<br />
The <strong>Broward</strong> <strong>County</strong> Drown<strong>in</strong>g Prevention Task Force has developed<br />
this guide to support your efforts <strong>in</strong> keep<strong>in</strong>g your children safer around<br />
the water. Your <strong>in</strong>volvement is the most important factor <strong>in</strong> help<strong>in</strong>g<br />
you prevent, prepare for and cope with emergencies. The resources<br />
conta<strong>in</strong>ed <strong>in</strong> this guide will provide you with useful tools to help make<br />
your children Water SMART (Safety Methods and Rescue Techniques).<br />

Did You Know….<br />
l The majority of drown<strong>in</strong>gs occur <strong>in</strong> residential pools while children are<br />
unattended<br />
l For every child who drowns, four others are hospitalized for nonfatal<br />
drown<strong>in</strong>gs, and as many as three suffer bra<strong>in</strong> damage<br />
l Fifteen percent of children admitted for nonfatal drown<strong>in</strong>gs die<br />
<strong>in</strong> the hospital<br />
l Typical medical costs for a nonfatal drown<strong>in</strong>g victim can range from<br />
$75,000 for <strong>in</strong>itial emergency room treatment to $180,000 a year for<br />
long-term care. A nonfatal drown<strong>in</strong>g that results <strong>in</strong> bra<strong>in</strong> damage<br />
can ultimately cost more than $4.5 million<br />
l Unprotected <strong>in</strong>-ground pools are 83 percent more likely to be <strong>in</strong>volved<br />
<strong>in</strong> a drown<strong>in</strong>g than pools with complete four-sided isolation fenc<strong>in</strong>g<br />

Home Safety Tips<br />
Don’t assume you will hear a child who is <strong>in</strong> trouble <strong>in</strong> the water. Child drown<strong>in</strong>g<br />
is a silent death, with no splash<strong>in</strong>g to alert anyone that the child is <strong>in</strong> trouble.<br />
Here are some useful tips from the Safer 3 program developed by the Swim for<br />
Life Foundation.<br />
Safer Water<br />
l Isolate the pool from the house and yard area by surround<strong>in</strong>g it with a foursided<br />
fence and self-clos<strong>in</strong>g and self-latch<strong>in</strong>g gate.<br />
l Install door and pool alarms and pool/spa covers. Several barriers provide<br />
backup <strong>in</strong> case one fails.<br />
l Prevent children’s unsupervised access to any body of water, <strong>in</strong>clud<strong>in</strong>g bathtubs,<br />
buckets, coolers, toilets and natural bodies of water (lakes, canals, rivers, etc.).<br />
Safer Kids<br />
l Designate a “water watcher” to ensure constant, attentive adult supervision<br />
dur<strong>in</strong>g water recreation and at bath time.<br />
l Teach children water safety and swimm<strong>in</strong>g skills. Parents and child caregivers<br />
should also know how to swim proficiently.<br />
l Check the pool area or other water features first if a child is miss<strong>in</strong>g.<br />
Safer Response<br />
l Learn CPR with rescue breath<strong>in</strong>g and first aid.<br />
l Keep a phone and such rescue equipment as a lifesav<strong>in</strong>g r<strong>in</strong>g and shepherd’s<br />
hook near the pool.<br />
l Develop an emergency action plan and make sure everyone knows it.<br />

The Safer 3 is a comprehensive <strong>in</strong>itiative to dramatically reduce drown<strong>in</strong>g <strong>in</strong>cidents by:<br />
1) Recogniz<strong>in</strong>g risks associated with water-related activities<br />
2) Implement<strong>in</strong>g strategies to reduce and manage those risks<br />
3) Responsibly ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g those strategies<br />
The ma<strong>in</strong> concept of the Safer 3 is based on the def<strong>in</strong>ition of the word “Safe”. Safe means you are free<br />
from risk of harm or danger. When it comes to water, that simply isn’t true. There is always risk when<br />
you are <strong>in</strong>, on or around the water. The risk may vary <strong>in</strong> degree from very slight to very severe.<br />
The letter “r” <strong>in</strong> the word “Safer” reflects that difference. Risk of drown<strong>in</strong>g is found <strong>in</strong> 3 ma<strong>in</strong> areas;<br />
Water, a Person which we shall refer to as a KID, s<strong>in</strong>ce we are all someone’s kid, and a Response<br />
that will become the last chance for sav<strong>in</strong>g a life.<br />
Safer Water: means identify<strong>in</strong>g where the risks are with any body of water (bathtubs,<br />
pools, spas, lakes, rivers or oceans) and learn<strong>in</strong>g how to reduce those risks. For example, <strong>in</strong>stall<strong>in</strong>g<br />
barriers such as isolation fenc<strong>in</strong>g around a backyard pool would reduce the risk of unauthorized<br />
access to the pool by young children.<br />
Safer Kids (people): means reduc<strong>in</strong>g the risks for the potential victim. This can be<br />
accomplished by ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g constant, responsible adult supervision and acquir<strong>in</strong>g water safety<br />
and swimm<strong>in</strong>g skills through ongo<strong>in</strong>g qualified <strong>in</strong>struction. Follow<strong>in</strong>g water safety rules and safer<br />
practices such as wear<strong>in</strong>g a Coast Guard-approved life jacket can lower the risk.<br />
Safer Response: means reduc<strong>in</strong>g risk dur<strong>in</strong>g an emergency by learn<strong>in</strong>g cardiopulmonary<br />
resuscitation (CPR), first aid and other rescue and emergency response techniques. Equally<br />
important is an emergency action plan and a phone by the pool at all times.<br />
We believe the Safer 3 concept of ask<strong>in</strong>g “where is the risk” can dramatically lower drown<strong>in</strong>g<br />
<strong>in</strong>cidents worldwide. We ask for your help to realize this goal.<br />
