This document is a <strong>CCSDS</strong> Report, which contains background <strong>and</strong> explanatory material to<br />
support the <strong>CCSDS</strong> Recommended St<strong>and</strong>ard, <strong>CCSDS</strong> <strong>File</strong> <strong>Delivery</strong> <strong>Protocol</strong> (reference [1]).<br />
Through the process of normal evolution, it is expected that expansion, deletion, or<br />
modification to this Report may occur. This Report is therefore subject to <strong>CCSDS</strong> document<br />
