Federal University, Dutse Matriculates 205 Students<br />

One of the nine new Federal <strong>Universities</strong> established by President Goodluck Jonathan<br />

GCFR, the Federal University, Dutse, Jigawa State; made history on Tuesday, 31 July,<br />

<strong>2012</strong>, when it Matriculated its first set of 205 students. The Honourable Minister of<br />

Education, Professor Ruqayyatu Ahmed Rufa’i, OON, who attended the ceremony with the<br />

Jigawa State Governor, Alhaji Sule Lamido, disclosed that the Federal Government had so far<br />

spent a total of N31.5 billion on the nine new universities, with each receiving a total of N3.5<br />

billion.<br />

In his remarks at the event, the Vice-Chancellor, Professor Jibrila Amin, disclosed that the<br />

number of students admitted was in conformity with the directive of the <strong>National</strong> <strong>Universities</strong><br />

<strong>Commission</strong> (NUC) to the effect that the new universities should not over stretch their facilities.<br />

He acknowledged the role of the Honourable Minister of Education, under whose guidance the<br />

university and the others were established, for facilitating the release of generous take-off grants,<br />

through the Tertiary Education Trust Fund (TETFund) saying, “All our projects, including the 18<br />

houses acquired from the Jigawa State Government, were funded through the TETFund grant of<br />

N1.5 bn.”


The University was formally inaugurated on 10 March, 2011 and the management team has since<br />

been planning, designing, building, transforming, remodelling and working assiduously to<br />

actualise the vision of the Visitor.<br />

He thanked Governor Sule Lamido for donating, on behalf of the government and the people of<br />

Jigawa State, about 500 hectares of land and other take-off infrastructural facilities, including the<br />

Model Secondary School, that facilitated the commencement of academic activities.<br />

The Vice-Chancellor pledged that the University will adhere strictly to its Laws and NUC’s<br />

regulations in order to ensure standards and quality in its output and to avoid the mistakes of<br />

older universities. He disclosed that the University has submitted its academic brief to NUC,<br />

covering a period of 25 years, with a cost estimate and budget projection for the next 10 years.<br />

On the Institution’s vision, he said it would resist the temptation, common among other<br />

universities, of running diploma and remedial programmes for the sake of increasing Internally<br />

Generated Revenue (IGR).<br />

“At maturity the university would have a total of 10,000 undergraduate students. We will not be<br />

tempted to run diploma and remedial programmes just to increase our internally generated<br />

revenue. We shall leave this to other universities to handle. We are however looking forward to<br />

meeting the requirement for the establishment of a School of Postgraduate Studies as soon as<br />

possible”, Professor Amin said.<br />

He stressed that the students admitted into the three take-off faculties were carefully screened<br />

and selected after meeting the requirements for admission into the University, through<br />

JAMB. The students’ distribution shows that the Faculty of Agriculture registered a total of 18<br />

students for the B. Agric programme, Faculty of Arts, 60 for B.A English and Social Sciences,<br />

81 students for the B.Sc. Criminology and Security Studies. The Faculty of Science has 22<br />

registered students for Microbiology and 21 for B. Sc Mathematics.<br />

Professor Amin expressed delight that the four foundation Deans and lecturers recruited were<br />

ready to give their best at work. “Even among the younger lecturers, we have chosen the best<br />

with great determination to advance the frontiers of knowledge. Our non-teaching staff were<br />

selected after going through the process of aptitude test and rigorous interviews. We are<br />

confident that we have started building a winning team”, he said.<br />

A cross section of matriculating students<br />

He also disclosed that in the near future, the University would split the Faculty of Arts and Social<br />

Sciences into two and at maturity, have a total of nine Faculties, as well as Schools of General<br />

Studies and Postgraduate Studies. The projected Faculties are Education, Management and<br />

Medicine in the short to medium term and Engineering and Law in the long term. “We shall also<br />

establish two Research Centres: Centre for Social and Economic Research and Centre for Arid<br />

Zone Ecology. These research centres will focus on issues relating to poverty, transformation of<br />

the Almajiri education system and the deplorable and rapidly deteriorating Sahel environment,<br />

among others.”<br />

MIC Inspects Facilities at Federal University Otuoke<br />

OON, has reiterated Government’s<br />

determination to make universities relevant and<br />

responsive to the needs of their immediate<br />

environments. She said this on Thursday, 2<br />

<strong>August</strong>, <strong>2012</strong>, during a visit of the Ministerial<br />

Implementation Committee (MIC) for the nine<br />

new Federal universities, to the Federal<br />

University, Otuoke (FUO), Bayelsa State.<br />

Government, she said, planned to ensure that the<br />

peculiar needs of the host communities are met<br />

by the various universities. The Federal<br />

University Otuoke, situated in an area of the<br />

Niger Delta, characterised by wetlands and rich<br />

in crude oil, with potentials for natural gas, she emphasised, is naturally expected to become a<br />

Centre of Excellence (CoEx) that would address the various environmental issues in the region,<br />

thus improving the lot of the local people in particular, and the nation in general.<br />

The Minister noted that with the establishment of a Federal University at Otuoke, the town has<br />

been transformed and it is bringing development closer to the people, adding that the unique<br />

environmental and climatic challenges faced by the University, mainly water logging, had<br />

slowed down the pace of infrastructural development on the campus. She commended the Vice-<br />

Chancellor, Professor Mobolaji Aluko for tackling the challenges and for the remarkable<br />

progress the University had made.<br />

The Executive Secretary, <strong>National</strong> <strong>Universities</strong> <strong>Commission</strong>, Professor Julius Okojie, OON, said<br />

the University boasts of critical mass of infrastructure required to commence academic activities<br />

for Faculties of Science and Arts. He congratulated the University for the successful execution of<br />

the Post-UTME and urged the management and staff to make quality its watch word.<br />

Bayelsa State Governor, Hon. Seriake Dickson, had earlier received the delegation at the<br />

Governor’s Lodge, Yenagoa, where he intimated the Committee of his administration’s desire to<br />

make education the centre point of his development agenda. He decried the lack of qualified<br />

human capital needed for national development, saying that the challenge needed to be tackled<br />

from the basic education level.<br />

He presented the Minister with samples of free uniforms, books and desks which, he said were<br />

all part of measures to bring children of school age back to school. He added that beyond the<br />

provision of these free educational materials, the State Executive Council had set aside funds to<br />

ensure that education was accessible to all children at the basic education level. He also shared<br />

with the delegation other initiatives of his administration, including, schools reconstruction and<br />

welfare of staff. Staff quarters for headmasters are being constructed and boarding system<br />

returned to secondary schools in the state.<br />

He further assured the Minister that though the University was owned by the Federal<br />

Government, the State was determined to contribute to making it a World Class institution since<br />

the people of Bayelsa State were the primary beneficiaries. He expressed appreciation to the<br />

Federal Government for establishing the University and commended the efforts of the Vice-<br />

Chancellor, Professor Aluko and the Registrar, Mr. David Suowari, pledging his readiness to<br />

support the University’s development.<br />

Responding, Professor Rufa’i assured the Governor of the Ministry’s support for any initiative<br />

that would improve the education of every Nigerian child, irrespective of gender and social<br />

status.<br />

NUC Lifts Suspension of Joseph Ayo Babalola<br />

University, 2 Others<br />

T<br />

he <strong>National</strong> <strong>Universities</strong> <strong>Commission</strong> (NUC) has announced the lifting of the suspension<br />

order placed on the Joseph Ayo Babalola University (JABU), Ikeji-Arakeji, Osun State;<br />

Achievers University, Owo, Ondo State and Tansian University, Umunya, Anambra<br />

State. This followed the actions taken by the universities to rectify the infractions leading to the<br />

suspension of their operational licences.<br />

JABU’s suspension was lifted, following its withdrawal of the advertised postgraduate<br />

programmes, as well as the stoppage of both the<br />

Part-time and Bridge Programmes, as directed<br />

by NUC, among other issues.<br />

A letter from the NUC Management, to the<br />

University, dated 16 th July, <strong>2012</strong>, reads inter<br />

alia: “the <strong>Commission</strong> is satisfied with the<br />

actions so far taken by the University, as well as<br />

the assurances of the Vice-Chancellor and the<br />

Board of Trustees during our interactions and<br />

verification of documents. Consequently, the<br />

suspension of operational licence of Joseph Ayo<br />

Babalola University, Ikeji-Arakeji, Osun State<br />

has been lifted with effect from 16 th July, <strong>2012</strong>.<br />

The <strong>Commission</strong> however, stressed that it would<br />

continue to monitor the University’s<br />

implementation of the agreed actions, including<br />

full compliance with other regulatory guidelines.<br />

In a similar vein, NUC lifted the suspension of Achievers University, Owo, via a letter dated 17 th<br />

July, <strong>2012</strong>, having satisfied the conditions that led to the earlier suspension, including the<br />

representation made to the <strong>Commission</strong> by the Board of Trustees and Principal Officers of the<br />

University, the pledge by the Board of Trustees to respect the functions of the different organs of<br />

the University as enshrined in the University Law and stoppage of the Bridge programme<br />

pending clearance with the Joint Admissions and Matriculation Board (JAMB).<br />

On Tansian University, the <strong>Commission</strong> lifted the suspension with effect from 2 nd <strong>August</strong>, <strong>2012</strong>,<br />

having taken actions that include compliance with the <strong>Commission</strong>’s directive not to graduate<br />

students enrolled illegally in part- time programmes before the University was licensed in 2007<br />

as evident in the convocation brochure, reconstitution of the Board of Trustees (BOT) in line<br />

with the <strong>Commission</strong>’s directive that an old member of the BOT be appointed acting Chairman,<br />

while the names of the two persons replacing the two erstwhile members be forwarded to the<br />

State Security Service for security clearance; removal of the proprietor (Very Rev. Msgr. J.B.<br />

Akam) as Pro-Chancellor and Chairman of Council and the Reconstitution of the University’s<br />

Governing Council with the appointment of Professor Pete Uzoegbu as the new Pro-Chancellor<br />

and Chairman of Council, among others.<br />

In a letter conveying the decision, the <strong>Commission</strong>, said it shall soon send a team to conduct a<br />

forensic audit covering all ramifications of the University’s operations and shall continue to<br />

monitor the University’s implementation of the agreed actions and continuous compliance with<br />

the <strong>Commission</strong>’s extant guidelines and regulations.<br />

The forensic audit, which begins next week, will cover all the universities that had their licences<br />

suspended. These include Madonna University, Okija; Achiever’s University, Owo; Tansian<br />

University, Umunya; Caritas University, Amorji-Nike, Lead City University, Ibadan; and Joseph<br />

Ayo Babalola University, Ikeji-Arakeji.<br />

World Bank to Partner NUC on Centres of Excellence<br />

AWorld Bank (WB) delegation led by an Economist, Mr. Andreas Blom, on Tuesday, 1<br />

<strong>August</strong>, <strong>2012</strong>, met with the Executive Secretary, <strong>National</strong> <strong>Universities</strong> <strong>Commission</strong><br />

(NUC), Professor Julius Okojie, OON, to seek partnership in establishing centres of<br />

excellence in Nigerian universities and other higher educational institutions in Africa. The<br />

centres are expected to meet the needs of government, the private sector, universities and<br />

students. In his remarks, Mr Blom said the Bank was ready to partner with the <strong>Commission</strong> to<br />

address the shortage of specialised human capital within the key development sectors, such as<br />

energy, natural resources, health, agriculture, among others, in Nigeria.<br />

The objectives of the proposed African Centres of Excellence (Coex) project are, to promote<br />

regional specialisation among participating universities on specific areas of common regional<br />

developmental needs and strengthen capacity for the delivery of higher quality training and<br />

applied research. The project, when completed, would address the demand for skills required for<br />

Africa’s development like the extractive and power industries, water management, agricultural<br />

productivity, improved child and maternal health and communicable diseases”, he said.<br />

Mr. Blom explained that the project would also strengthen best African universities and build a<br />

foundation for Africa to increase technology absorption with competitive advantage, through<br />

applied research to, strengthen the postgraduate programmes for a regional student body;<br />

establish and provide short term specialised courses for industry professionals; improve faculty<br />

qualification and possibly fund additional top level faculties, as well as provide learning<br />

esources, laboratories and minor rehabilitation of existing facilities. Others, he said, are to,<br />

establish linkages with companies for work place learning, input into curricula, consultancies and<br />

joint research; collaborate with partner institutions to share the benefits of the investments, for<br />

example, through training of faculty and sharing of learning resources, as well as facilitate talent<br />

mobility, through scholarship.<br />

The Economist said the project consists of two components. The first aims at building capacity in<br />

competitively selected institutions that would produce in-demand high skilled labour and applied<br />

research, while the other would be facilitating regional impact through talent and labour<br />

mobility, support of measurement and evaluation and project management activities.<br />

Responding, Professor Okojie said the <strong>Commission</strong> was ready to enter into any genuine<br />

partnership that will improve standards and quality in the NUS and encourage research. He<br />

added that the tripartite functions of university are for learning, research and community service,<br />

stressing that universities were expected to have a balanced town and gown relationship, so as to<br />

produce well-rounded graduates that would drive development in the society.<br />

He was optimistic that the next generation of entrepreneurs would bring in innovation into the<br />

System, noting that this was why the President Goodluck Jonathan instituted the Presidential<br />

Scholarship Scheme for Innovation and Development (PRESSID).<br />

The NUC scribe said the <strong>Commission</strong> would continue to ensure the orderly development of a<br />

well-coordinated and productive university education in Nigeria, irrespective of the challenges<br />

posed by the operation of degree mills and some universities that violate NUC’s extant rules. He<br />

also said the <strong>Commission</strong> would soon carry out a forensic audit of all Nigerian <strong>Universities</strong> in<br />

order to identify the flaws in the system.<br />

Veterinary Medicine, 55-year old Abdulganiyu<br />

Ambali, has been named Vice-Chancellor<br />

designate of the University of Ilorin. He takes<br />

over from the incumbent Professor Ishaq<br />

Oloyede, whose five-year term expires on<br />

October 15, <strong>2012</strong>. The University of Ilorin<br />

Council made the appointment, Wednesday July<br />

25, <strong>2012</strong> at its 132 nd meeting.<br />

Announcing the Council’s decision after a<br />

special meeting on Thursday 26 July <strong>2012</strong>, the<br />

Registrar, Mrs. Olufolake Oyeyemi said the<br />

appointment followed the recommendation of the<br />

Selection Board raised to assess applicants for<br />

the position of the Vice-Chancellor, which will become vacant at the expiration of the term of<br />

Professor Oloyede.<br />

“The Board had been set up to assess and recommend to the council, suitable candidates for the<br />

position of the Vice-Chancellor, which will become vacant at the expiration of the term of<br />

professor Oloyede, on October 15 <strong>2012</strong>, having carefully considered the recommendations and<br />

guided by the provisions of relevant extant laws, the Council expressed satisfaction with the<br />

procedure adopted, which followed due process. Consequently, in compliance with the extant<br />

laws governing the appointment of Vice-Chancellor, the Council approved the appointment of<br />

Professor Abdulganiyu Ambali with effect from October 16, <strong>2012</strong>.”<br />

Professor Ambali, who is the Acting Dean, Faculty of Veterinary Medicine, University of Ilorin,<br />

graduated in 1981 from Ahmadu Bello University (ABU) Zaria, where he bagged his Doctor of<br />

Veterinary Medicine (DVM) Honours Degree. He also attended the Royal Veterinary College,<br />

University of London, UK, for his Animal Licence Certificate.<br />

Ambali, a Welcome Trust Research Fellow, joined the services of the University of Ilorin in<br />

September, 2010 from the University of Maiduguri, where he had been teaching Veterinary<br />

Medicine since 1982.<br />

The new Vice-Chancellor is a Fellow of the College of Veterinary Surgeons of Nigeria<br />

(FCVSN), with at least 76 publications in leading peer-reviewed journals and other reputable<br />

publications all over the world. He is also a member of the New York Academy of Science,<br />

Editor, International Journal of Food, Agriculture and Environment since 2006. He has attended<br />

several conferences across Nigeria and all over the world. He is married with three children.<br />

RE: CORDIS Call For Proposal for Next Round of<br />

FP7<br />

The <strong>National</strong> <strong>Universities</strong> <strong>Commission</strong> has received a call for proposal sponsored by the<br />

European Union Research Council and under the EU's Seventh Framework Programme (FP7),<br />

worth a total of EUR 8.1 billion. The projects funded by this call are open to organisations and<br />

businesses in all EU member states, FP7 partner states and specifically eligible countries. The<br />

call targets both innovation and a range of societal challenges, building a bridge to Horizon<br />

2020, the next funding programme for EU research from 2014-2020.<br />

In addition to the general integration of international activities right across FP7, there are specific<br />

calls to promote bi-regional cooperation and bilateral partnerships with EU-based organisations.<br />

N.B Small and Medium-sized Enterprises (SMEs) have a special place in the current round of<br />

calls with a package worth around EUR 1.2 billion. This includes financing for SMEs of around<br />

EUR 970 million under the 'Cooperation' Theme, where ring-fenced budgets for SMEs will<br />

account for up to 75 % of available funding in specific calls. There will also be EUR 250 million<br />

for the dedicated SMEs programme 'Research for the benefit of SMEs', including demonstration<br />

actions for FP7 research results.<br />

EURIAS CALL FOR 2013-2014 FELLOWSHIPS<br />

The European Institute for Advanced Study (EURIAS) Fellowship Programme has issued a call<br />

for fellowships for the 2013-2014 academic years. The Fellowship Programme is an international<br />

researcher mobility programme offering 10-month residencies in one of the 14 participating<br />

institutes located in Berlin (Germany), Bologna (Italy), Brussels (Belgium), Bucharest<br />

(Romania), Budapest (Hungary), Cambridge (UK), Helsinki (Finland), Jerusalem (Israel), Lyons<br />

(France), Nantes (France), Paris (France), Uppsala (Sweden), Vienna (Austria) and Wassenaa<br />

(the Netherlands).<br />

EURIAS Fellowships are mainly offered in the fields of the humanities and social sciences but<br />

may also be granted to scholars in life and exact sciences, provided that their proposed research<br />

project does not require laboratory facilities and that it interfaces with humanities and social<br />

sciences. The diversity of the 14 participating institutions offers a wide range of possible<br />

research contexts in Europe for worldwide scholars. Applicants may select up to three institutes<br />

outside their country of nationality or residence as possible host institutions.<br />

For this call, EURIAS is offering a total of 32 fellowships (16 junior and 16 senior positions).<br />

The Programme welcomes applications worldwide from promising young scholars, as well as<br />

from leading senior researchers. The EURIAS selection process has proven to be highly<br />

competitive. To match the Programme standards, applicants have to submit a solid and<br />

innovative research proposal, to demonstrate the ability to forge beyond disciplinary<br />

specialization, to show an international commitment as well as quality publications in highimpact<br />

venues.<br />

The EURIAS Fellowship Programme is a project initiated by the Network of European Institutes<br />

for Advanced Study, Coordinated by the French Network of Institutes for Advanced Study<br />

Technology and Aircraft<br />

The Clean Sky Joint Technology Initiative calls for proposals for areas related to Green<br />

technology and aircraft.<br />

The areas covered by the call include:<br />

- eco design;<br />

- green regional aircraft;<br />

- green rotorcraft;<br />

- sustainable and green engines;<br />

- smart fixed wing aircraft;<br />

- systems for green operations;<br />

- technology evaluator.<br />

An Aircraft has a 30-year service life, and new aviation design takes more than a decade to<br />

develop. The aim of Clean Sky is to develop breakthrough technologies to significantly increase<br />

the environmental performance of airplanes and air transport. This will result in less noisy and<br />

more fuel efficient aircraft, bringing a key contribution in achieving the Single European Sky<br />

environmental objectives. The accelerated research process used by Clean Sky is an opportunity<br />

for rapid progress in the introduction of green technology into aviation.<br />

The joint technology initiative (JTI) started in 2008 and is a public-private partnership between<br />

the European <strong>Commission</strong> and industry stakeholders.<br />

List of <strong>Universities</strong> with Approved Postgraduate Programmes<br />

The <strong>National</strong> <strong>Universities</strong> <strong>Commission</strong> (NUC) has observed with great concern that some<br />

Nigerian universities are running unapproved postgraduate programmes, leading to the award of<br />

Masters and PhD degrees. The <strong>Commission</strong> has also observed that some Parastatals and<br />

Institutes are awarding these same Postgraduate degrees, either on their own or through<br />

unapproved affiliations with Nigerian and foreign <strong>Universities</strong>. Such practices are not only<br />

unethical, but also antithetical to time-tested quality assurance best practices. The<br />

qualifications/awards resulting therefrom are not recognized. The <strong>Commission</strong> hereby notifies<br />

the general public that only the following universities have approval to offer postgraduate<br />
