MARCHING BAND FESTIVAL: The registration report was presented and explained. This year’s event experienced an overall decline in participation by 5 bands. The October 6 date experienced nearly perfect weather, and the October 13 date began very rainy (central/east) and cleared off in the afternoon. Director Greiner voiced a concern regarding his inability to hire the best adjudication panel possible given the disparity between the adjudication fees of the association and those employed by other Marching Band events held the same day. It was decided to place this item on the agenda for the January meeting. Greiner also shared his concern with the lack of Class A and 1A bands attending our festival, a concern that generated interest and discussion. PIANO FESTIVAL: The director presented a summary of the scratches for the past three years and suggested allowing comments only performances as a possible aid to this problem. MMS (Colton/Merz) to allow comments only performances for this years festival. PASSED Also presented was a questionnaire that will be distributed to this years festival participants soliciting their input as to the value of this festival and their suggestions for improvement. SOLO/SMALL ENSEMBLE FESTIVAL: The idea of allowing comments only performances for this festival was also discussed but no action was taken. LARGE GROUP FESTIVAL: Director Greiner was instructed to encourage host schools to utilize a large room (i.e. gym) as a common homeroom for all schools participating if individual circumstances allow. DISTRICT ADVISORY GROUP CONCERNS: Klinkefus asked for a short report on the success of the Music Teacher Orientation Meetings that took place this fall. Greiner reported that a total of 27 people attended meetings held at four sites throughout the state and was pleased with the outcomes of those meetings. Greiner also expressed his thanks to board members T. Nugent, Colton, Brigham, and Dannen for their attendance at 2 of those meetings. Klinkefus expressed a concern presented to him relating to the quality of the performance tape Mr. Video is providing to the individual Marching Bands and that $25 fee for all bands in that classification at that site was too much to pay for parents just wanting a historical record of their own bands performance. The director will address these issues with Mr. Video. Henderson expressed a desire for the association to look for ways to incorporate literacy components into our festival offerings, specifically sight-reading at State Large Group Festival. J. Nugent expressed a desire for the IHSMA to look for ways in which the association can become even more educational in focus perhaps through workshops, clinics, or other mentorship/guidance oriented settings. PRESENTATION BY IOWA HIGH SCHOOL ATHLETIC ASSOCIATION: Bernie Saggau, Executive Director, and Jack Lashier, Special Projects Coordinator of the Iowa High School Athletic Association presented an update on the Iowa Hall of Pride project and the inclusion of a choral and instrumental venue in said project. Saggau solicited the help of the IHSMA in encouraging the music teachers of its member schools to begin providing them with the data necessary to complete their showcase and celebration of education in Iowa. ASSOCIATION CONCERNS: President Nugent turned the chair over to the director for the purpose of electing officers. Tom Nugent was nominated for the office of President. -44-
MMS (Brigham/Colton) that nominations cease and they cast a unanimous ballot for Mr. Nugent. PASSED The director then turned the chair back over to President Nugent. Tom Dannen was nominated for the office of Vice President. MMS (Colton/Brigham) that nominations cease and they cast a unanimous ballot for Mr. Dannen. PASSED Steve Colton was nominated for the office of Treasurer. MMS (Brigham/Peterson) that nominations cease and they cast a unanimous ballot for Mr. Colton. PASSED The director outlined election concerns for the DAG that necessitated a special meeting of the Executive Board. Board members offered their comments on the sessions they attend at the 2001 National Federation Summer Convention and offered their suggestions for topics to be covered at the 2002 Convention. Director Greiner was instructed to forward that information to John Dotson, Wall Lake who currently serves as Section 4 Representative on the National Federation Interscholastic Music Association. The director shared his concern that many of the festivals/competitions seeking sanction are employing excessively large entry fees and his fear that our sanction of those events appear to be our “stamp of approval” to local administrators. He also asked for clarification of the association policy dealing with events that appear on the same date as one of the association’s festivals. The director outlined the proposed constitutional amendments that would bring the association inline with current terminology, state law, and practice, and would lend clarification to needed items. MMS (Peterson/Merz) to approve the proposed amendments as presented. Role Call vote: Brigham, Aye; Colton, Nay; Dannen, Nay; Peterson, Aye; Merz, Aye; Nugent, Nay. DE- FEATED MMS (Colton/Brigham) approve all of the proposed amendments as presented except Article V, Section 5. Role Call vote: Brigham, Aye; Colton, Aye; Dannen, Nay; Peterson, Aye; Merz, Nay; Nugent, Aye. PASSED MMS (Dannen/Peterson) to not send the proposed amendments to the constitution to the membership for ratification until Article V, Section 5 can be addressed.
