BECOMING AN AUTHORIZED SIGNER<br />

You must be designated by your company – in writing<br />

You must first complete the FBI criminal history records check and the<br />

security threat assessment process<br />

Required even if you will not obtain an ID Badge<br />

Training Requirements:<br />

Security Identification Display Area (SIDA) training course<br />

Your responsibilities as an authorized signer (this PowerPoint and a<br />

computer based training course)<br />

When your status as an authorized signer changes, you must immediately<br />

notify the Airport Badging Office<br />

Upon completion of this training, you must go to the Badging Office to take<br />

a test and provide an electronic signature on your badge record


What Does Your Signature on a<br />

Badging Process<br />

Application must be submitted at time of fingerprint appointment<br />

• Applicant must have an appointment for fingerprinting<br />

• A warrants check is conducted on the applicant<br />

• Applicant’s information is submitted for the security threat<br />

assessment (STA)<br />

• Once the CHRC/STA have cleared, the results will be posted<br />

to the Badging website for 30 days<br />

◦ Badge must be issued within 30 days of notification (post date)<br />

• Training can be scheduled upon cleared CHRC/STA<br />

◦ Appointment is required<br />

• Badge is issued upon successful completion of training

Criminal History Records Check<br />

<br />

<br />

$30.00 Processing Fee<br />

1-7 days for the FBI to complete<br />

CHRC results taking longer than 7 days may either<br />

be unclassifiable or due to a criminal record<br />

Applicant is notified of possible disqualifiers and<br />

given the opportunity to correct if record is in error<br />

Once the record has been resolved to show there are<br />

no disqualifying offenses, you will be notified that the<br />

badge may be issued.<br />

Airport may recommend against badging an<br />

individual even if the arrest record does not contain<br />

a disqualifying offense<br />

Company will be notified when this occurs<br />

Security Threat Assessment<br />

• Required for all applicants<br />

• Badge cannot be issued until<br />

completed<br />

• Takes 5-10 days to receive results<br />

• Wait 14 days before contacting the<br />

Badging Office<br />

• STA’s may be transferred from<br />

another airport / company<br />

• $3.00 initial fee and $3.00 annual fee<br />

to coincide with the date the initial<br />

STA was conducted<br />

• Redress procedures are provided to<br />

individual if the STA is denied by the<br />

TSA<br />

• To complete the checks for non-U.S.<br />

born individuals, the applicant must<br />

• The Badging Office must verify the identity of each applicant by<br />

visually checking identification listed on the “List of Acceptable<br />

Documents.”<br />

• At the time of initial badging and again at renewal, the applicant:<br />

must present original documents for review<br />

submit a copy of the identification documents presented<br />

‣ One form from Column A or<br />

‣ One from Column B and one from Column C, one of which must have a<br />

photograph.<br />

• Due to TSA requirements, exceptions cannot be made for the ID<br />

requirement.

• The E-Verify program is a free and voluntary program that allows<br />

employers to electronically verify the employment eligibility of<br />

• Electronically compares employee information taken from the I-9<br />

Form against Social Security and DHS immigration databases.<br />

• Results are returned in seconds.

You must immediately notify the Department of Airports’ Badging<br />

Office if you become aware of any reason why an employee would not<br />

be eligible to hold an airport identification badge.<br />

Individual no longer employed by your company<br />

Individual no longer eligible to work in U.S. or their ID (visa, etc.) has expired<br />

Individual has been convicted of a disqualifying offense<br />

Employee’s business purpose has ceased (vendor/ contractor)<br />

Badge Deactivation Form is available on the Badging website and can<br />

be sent directly to the Badging Office from the website<br />

Upon termination, the badge must be immediately deactivated<br />

You must retrieve the badge from the employee and return it to the<br />

Badging Office.


Renewal Process<br />

The date on the front of the badge is the expiration date.<br />

<br />

<br />

Badges expire one minute after midnight on the date shown.<br />

A list of expiring badges is posted on the Badging website 6 weeks prior<br />

to expiration date<br />

If the badge has been expired or deactivated for more than 30<br />

days, another fingerprint-based criminal history records check<br />

and threat assessment must be conducted before the badge<br />

can be reissued or reactivated.<br />

Additional $30 fee for those individuals that require an updated CHRC<br />

Recurrent Training Required for SIDA, Sterile Area and General<br />

Aviation badges<br />

Replacement Badge Procedures<br />

<br />

<br />

<br />

For a lost/stolen badge, a Replacement Identification Badge Application Form<br />

must be completed and signed by an authorized agent.<br />

Replacement fees:<br />

1st Replacement: $ 25.00<br />

2nd Replacement: $ 50.00<br />

3rd Replacement: $100.00<br />

(A third replacement will not be issued without the permission of the Airport Security<br />

Coordinator.)<br />

If the badge is found, a partial refund will be issued if the badge and receipt are<br />

brought to the Access Control Office.<br />

1st Replacement: $ 15.00<br />

2nd Replacement: $ 30.00<br />

3rd Replacement: $ 50.00<br />

Defacing an Airport ID badge is strictly prohibited and there will be a $25.00<br />

replacement fee for any ID badge that must be replaced due to defacing.<br />

<br />

Defacing is defined as any changes to the front of the ID badge (i.e., stickers, pins, writing, etc.).


Non-Returned Badge Fees<br />

• Fees Assessed for Non-Returned Badges<br />

◦ $100 from Airport<br />

◦ $10,000 can be assessed by US Govt. (Public Law 110-161)<br />

• Fees may also be assessed for failure to notify the Badging Office<br />

when an employee terminates or badge is no longer needed<br />

◦ $100 by Airport<br />

◦ $10,000 can be assessed by US Govt. (Public Law 110-161)


Badge Accountability<br />

• TSA requires airports to maintain strict control of ID<br />

badges<br />

• If the percentage of unaccounted badges exceeds 5%,<br />

the Airport must redesign and reissue.<br />

o For this reason, we assess non-returned and lost badge fees as<br />

an incentive to return badges and maintain control<br />

• Unaccounted Badges Include:<br />

◦ Lost<br />

◦ Stolen<br />

◦ Not Returned when employee terminates employment


Company Sponsorship for Badges<br />

If you sponsor a vendor company for ID badges, a request letter must be<br />

submitted<br />

Insurance requirements must be met with Airport Properties Department<br />

$2 Million minimum requirement<br />

$5 Million for vehicle ramp access<br />

Sponsor company is responsible for signing badge applications, unless<br />

designated to vendor company (in writing)<br />

If a vendor is no longer providing service to your company, you must notify<br />

the Access Control Office, in writing, so the badges can be deactivated.<br />

All badges must be collected from the company and returned or a $100<br />

fee will be assessed to the sponsor company for each badge not returned;<br />

TSA civil penalties may also be assessed.


Access Level Changes<br />

• Every company is assigned a<br />

clearance code(s) that<br />

corresponds to a set of doors<br />

and/or gates controlled by card<br />

readers.<br />

• Access is assigned based on<br />

need, not convenience.<br />

• Access changes or additions<br />

must be requested in writing by<br />

an authorized company agent<br />

using the “ID Badge Access<br />

Level Request” form.<br />

• Additional approval may be<br />

required<br />

• Allow 24 hours for access<br />

additions


Badge Audit and Reports<br />

• If you need to know the status of badges for your company or<br />

any company you sponsor, you may request a report from the<br />

Access Control Office.<br />

• Allow a minimum of 24 hours for the report to be completed.<br />

• Airport completes annual badge audits<br />

◦ Badge status reports must be reviewed by company, updated and returned<br />

◦ Immediate notification must be made to Badging Office of any discrepancies<br />

◦ Airport will also conduct on-site audits of companies to compare badge lists<br />

against personnel records to ensure that active badges are issued to current<br />

employees<br />

• TSA Special Assessment Badge Audits are randomly conducted


Escort Procedures<br />

authority on the badge application form<br />

Employees conducting an escort must have “E”<br />

on badge<br />

Escorts are allowed for individuals who are<br />

waiting for results of the background check to<br />

allow them to work until the results are<br />

Sterile Area Passes<br />

► Non-badged individuals who are not passengers may be escorted into the sterile area. The TSA requires that all<br />

individuals have their name checked against the No Fly and Selectee watch lists. If an individual is on a No Fly list,<br />

he/she cannot enter the sterile area (even under escort). The watch list checks can be done in the Badging Office<br />

and the individual will be issued a “sterile area pass.” This can also be accomplished by the Airport Control Center<br />

when the Badging Office is closed or the airline for their employees and/or passengers.<br />

► To request a sterile area pass, an authorized signer from the sponsoring company may either:<br />

• send an email to the Badging Office with the name and date of birth of the person to be escorted; or<br />

• click on the sterile area pass link on our website and submit the requested information.<br />

► The request must be submitted within 24 hours of the time it will be used.<br />

• Please allow a few extra minutes for the staff to input the pass, and remember that a pass cannot be issued to<br />

the individual unless there is a badged employee present to escort them.<br />

► The sterile area passes are not to be used as a substitute for badging. They are meant for those who need to go into<br />

the sterile area only rarely and who otherwise will not need a badge. If an individual requires access to the sterile<br />

area on a regular basis, they will need to submit to the badging process.<br />

► A person using a visitor badge is only authorized escorted access to the SIDA and<br />

ramp areas. If they need to be escorted into the sterile area, they must also have<br />

a sterile area pass and submit to screening. Likewise, a person with a sterile area<br />

pass must also have a visitor badge in order to enter the SIDA.<br />

Security Violation Program<br />

• Individuals working at the airport are required to be familiar with<br />

their security responsibilities and comply with the requirements of<br />

the Airport’s Security Program<br />

• Failure to comply with these requirements results in a security<br />

violation requiring administrative action<br />

o Badge will be confiscated pending retraining and payment of a badge<br />

reinstatement fee<br />

− A security violation feedback form must be completed by the employee and signed by a company<br />

representative before retraining is allowed<br />

− $50.00 Badge Reinstatement Fee for First Violation<br />

− $100.00 Badge Reinstatement Fee for Second Violation (based on violations within a two-year<br />

period)<br />

− Permanent ID Revocation on Third Violation (based on violations within a two-year period)<br />

o The employer is required to complete and return the security violation<br />

notice outlining the actions taken to prevent future violations
