At the outset, I would like to thank<br />
you all for reposing faith in me as the<br />
head, <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> for the year<br />
<strong>2009</strong>-<strong>10</strong>. During this year <strong>CII</strong> <strong>Uttar</strong><br />
<strong>Pradesh</strong> carried forward the theme<br />
‘Growth in Challenging Times’, which<br />
was reflected in all the activities<br />
undertaken.<br />
The year has been a challenging one<br />
for the Indian Industry with the<br />
downturn. Several sectors such as<br />
real estate, petroleum imports,<br />
cement, steel, auto and exports were<br />
badly affected. Small businesses<br />
also bore the brunt.<br />
But the silver lining was the domestic<br />
market, particularly the rural market<br />
which remained relatively strong.<br />
Fortunately, the crisis has now<br />
receded and Indian services &<br />
manufacturing sector is penetrating<br />
the global markets once again.<br />
In retrospect, all our endeavors were<br />
in consonance with the state's<br />
objective towards salvaging growth<br />
in the global recessionary period and<br />
facilitating economic growth as an<br />
active partner with the state<br />
government harnessing the state’s<br />
immense potential.<br />
The year saw a number of interactive<br />
sessions with key government<br />
officials. <strong>CII</strong> continued to be<br />
represented on major working<br />
groups and advisory boards of the<br />
state government like the Tripartite<br />
Labor Committee, Council of<br />
Science and Technology (IPR<br />
Division), Environment Policy<br />

Knowledge Mission and State Steering<br />

Education.<br />
Sugar Tech 09 was timely & much relevant for<br />
the beleaguered sugar industry. All stakeholders<br />
including the sugar industry, farmers, experts<br />
and the state government together were present<br />
at a common platform to discuss and work out a<br />
good package for the farmers in light of the<br />
shorter seasons in the sugar industry. I am<br />
particularly pleased to share that this led to many<br />
strategic decisions and several initiatives to ride<br />
the sugar industry out of trouble times.<br />
<strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> worked to preserve the<br />
traditional heritage and art of the state. To save<br />
the Intellectual Property Protection of identified<br />
Geographical Indications of UP, <strong>CII</strong> signed an<br />
MOU with the Export Promotion Bureau,<br />
Government of <strong>Uttar</strong> <strong>Pradesh</strong> for facilitating the<br />
GI registration of six products in <strong>Uttar</strong> <strong>Pradesh</strong><br />
including Locks of Aligarh, Sports Goods of<br />
Meerut, Patchworks of Rampur, Kababs of<br />
Lucknow and Petha, Dalmot & Marble Work of<br />
Agra.<br />
Tree plantation drives, water management and<br />
HIV / AIDS awareness were high on agenda this<br />
year.<br />
Our future activities need to keep up the<br />
momentum on key areas like enhancing<br />
employment, tourism, infrastructure, agriculture,<br />
food processing and creating conducive<br />
environment for the growth of industry in the<br />
state.<br />
I am sure that the <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> State Council<br />
20<strong>10</strong>-11 would carry forward the initiatives taken<br />
this year and contribute positively to the inclusive<br />
development of <strong>Uttar</strong> <strong>Pradesh</strong>.<br />

The State Council facilitated the working of 11<br />
ITIs, adopted in the recent past at various<br />
locations. The Council also facilitated Modular<br />
Employable Skills Scheme (MES) under the<br />
national Skills Development Initiative (SDI) to<br />
help school drop-outs and shop-floor workers.<br />
Over 1500 Vocational Training Providers (VTPs)<br />
have been established providing training in a<br />
variety of skills across the state.<br />
6th Northern Regional Council was organised in<br />
Lucknow, <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> was fortunate and happy<br />
to host the colourful evening Shaam -E- Awadh<br />
graced by His Excellency Mr BL Joshi, Governor<br />
of <strong>Uttar</strong> <strong>Pradesh</strong>.<br />

Sugar Tech <strong>2009</strong>: "Shorter Seasons<br />
in Sugar Industry - Opportunities &<br />
Challenges"<br />
September 30, <strong>2009</strong>: Lucknow<br />
With the objective to review the substantial fall in<br />
the production of sugar in the state, assess<br />
challenges & opportunities and arrive at<br />
meaningful solutions to benefit the farmers,<br />
industry and the government, <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong><br />
organized a one day conference on “Shorter<br />
Seasons in Sugar Industry – Opportunities &<br />
Challenges - Sugar Tech <strong>2009</strong>”.<br />
Welcoming the participants, Mr Ramesh Suri,<br />
Chairman, <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> asserted the aim said<br />
"we are here to ensure that the Indian Sugar<br />
Industry finds its place in the sun again". Further<br />
he brought to the notice, the issues faced by the<br />
farmers relating to their sizeable chunk of money<br />
not being cleared by the sugar factories and delay<br />
in announcing the levy price by the government,<br />
which ultimately leave farmers distressed.<br />
Geographical Indication (GI) is one form of<br />
Intellectual Property Protection which can protect<br />
these intangible assets for identity and reputation<br />
in the National and International Market. In due<br />
course, with proper enforcement mechanism<br />
these GIs can provide business opportunities and<br />
Wealth Creation to the end users that are artisans,<br />
weavers and craftsman. The GI can also be<br />
commercially leveraged for enhancing incomes of<br />
such artisans while providing assurance of<br />
product quality to consumers.<br />
With this perspective, Export Promotion Bureau,<br />
Government of <strong>Uttar</strong> <strong>Pradesh</strong> invited <strong>CII</strong> <strong>Uttar</strong><br />
<strong>Pradesh</strong> State Office to sign a Memorandum of<br />
Understanding, for facilitating the GI registration of<br />
six products in <strong>Uttar</strong> <strong>Pradesh</strong>. These products<br />
include Locks of Aligarh, Sports goods of Meerut,<br />
Patchworks of Rampur, Kababs of Lucknow and<br />
Petha, Dalmot & Marble Work of Agra.<br />
<strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> State Office has initiated this<br />
project in association with Andhra <strong>Pradesh</strong><br />
Technology Development and Promotion Center<br />
(APTDC).<br />
6th Northern Regional Council<br />
Meeting<br />
February 5, 20<strong>10</strong>: Lucknow<br />
Mr Atul Kumar Gupta, Chief Secretary and Chief<br />
Guest for the session felt that in the current<br />
situation, it is pertinent to look at long term<br />
measures and addressed the needs of the most<br />
important state holder: the farmer. He suggested<br />
for a loyalty bonus system or fixed cane price for<br />
two years, which can be introduced for<br />
maintaining a long term relationship between<br />
industry and farmer.<br />
The technical sessions of Sugar Tech 09 included<br />
a session on agriculture to address issues in<br />
Sugarcane Development and Marketing. The<br />
other sessions were on CEO's perspective on<br />
industry issues and on engineering & technology<br />
to share best practices in sugar & allied industries.<br />
The conference saw participation of over 150<br />
delegates from sugar and allied sectors from<br />
different parts of <strong>Uttar</strong> <strong>Pradesh</strong> and the NCR<br />
region.<br />

The state of <strong>Uttar</strong> <strong>Pradesh</strong> is endowed with variety<br />
of traditional art, process and products which are<br />
exclusive to the state’s heritage and culture.<br />

North India is home to nearly one-third of India's<br />
population and attracts one fifth of the FDI. They<br />
stressed that the CM’s of various northern states<br />
should act as CEOs and must market their states.<br />

<strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> held its <strong>Annual</strong> Session and<br />
conference on "MSME's in Challenging Times" at<br />
Lucknow. Innovation & risk-taking ability are features<br />
unique to the MSME sector, these must be leveraged,<br />
said Mr Anis Ansari, Agriculture Production<br />

Commissioner, Govt of UP highlighted the services<br />
provided by the MSME - Development Institutes at<br />

air conditioning and refrigeration, COOLEX <strong>2009</strong>, was<br />
organized in Lucknow. The 12th edition of COOLEX <strong>2009</strong><br />
was inaugurated by Dr Dinesh Sharma, Mayor of<br />
Lucknow.<br />
Over the years the exposition has provided an<br />

shared views on the state of world economy. A need<br />
was felt for Government intervention to rescue the<br />
small and medium industry facing biggest challenge<br />

Union Budget Viewing Session<br />

Seminar on “Understanding the New Foreign<br />
Trade Policies & Procedures"<br />
December 11, <strong>2009</strong>: Meerut<br />
To analyze the impact of budget on different sectors of<br />
industry and economy, <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> organised an<br />
exclusive Union Budget Viewing Session at Lucknow.<br />
The Northern Regional Council focused on budget by<br />
way of special attention to Chandigarh, two mega carpet<br />
clusters in Srinagar (J&K), Mirzapur (UP) and a<br />
powerloom cluster in Rajasthan. Special attention to<br />
these areas and sectors exhibited the proactive<br />
recognition of priority areas.<br />

choosing appropriate export promotion schemes, in<br />
anticipating problems and in improving documentation.<br />
The session was inaugurated by Mr Mahaveer Singh,<br />

Member <strong>CII</strong>. The session was well attended by 40<br />

modern information and communication technologies<br />
(ICTs) such as telephony or the internet hold<br />
unmatched opportunities for developing countries.<br />
Academics, policymakers and entrepreneurs<br />
frequently claim that ICTs represent one of the most<br />
powerful tools in the struggle against poverty”.<br />

technology a road show was held in Lucknow. <strong>CII</strong><br />
organized Excon <strong>2009</strong>, in association with Indian<br />
Earthmoving and Construction Industry Association<br />
Ltd (IECIAL), at Bangalore.<br />
Addressing the Road Show, Mr Kiron Chopra, Former<br />
Chairman of <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> said, “There is<br />
tremendous opportunity for Indian Companies to<br />
showcase developments and create business<br />
linkages with global companies given the fact that<br />
Indian economy is still growing despite the global<br />

With the objective to assimilate fresh ideas from<br />
the young talents to fulfill the state’s objectives, a<br />
debate competition was organized in association<br />
with WLC College India, Lucknow. The topic of<br />
debate was “Will facilitation of Industrial<br />
Development lead to fulfilling the State objective:<br />
‘Sarvjan Hitaay, Sarvjan Sukhaay’”<br />
The team from Babu Banarsi Das National Institute<br />
of Technology and Management won the first prize,<br />
while WLC College India - Lucknow Campus was<br />
the 1st runner up and IILM Academy for Higher<br />
Learning was the 2nd runner up. Other teams<br />
participating in the competition were International<br />
Business School; Department of Economics,<br />
Lucknow University; IMRT Business School and<br />
IILM Business School. The participants were<br />
judged on various criteria ranging from content,<br />
body language, delivery / expression, semantics /<br />
linguistics to refutation.<br />

Aiming to promote Entrepreneurship among<br />
students <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> organized a learning<br />
session with Mr G R Mishra, Managing Director –<br />
GIMI Engineering (P) Ltd acquainting students<br />
from Delhi Public School at its office in Lucknow.<br />
About 65 students from the intermediate section of<br />
the school took part in the initiative. Mr Mishra also<br />
encouraged students to achieve the desired goal,<br />

To enhance the skills and mindset of the middle level<br />

competitive market, a training session was<br />
conducted by <strong>CII</strong> Western <strong>Uttar</strong> <strong>Pradesh</strong> Zonal<br />
Council. The session also aimed to help and assist<br />
them to be more proactive than reactive in shaping<br />
organisation's future.15 representatives from the<br />
industry attended the session.<br />

To empower individuals in contributing towards a<br />
common goal and ensure increased productivity, a<br />
session on Team building and Stress Management<br />
was conducted. The session also aimed to enhance<br />
the lateral thinking power and come up with unique<br />
ideas and solutions. The participants were provided<br />
case studies which helped them anticipate and<br />
resolve stressful situations systematically using timebased<br />
and people-based techniques.<br />

Quality Circle (QC) Competition in Lucknow.<br />
The “PIONEER” QC Circle from “NTPC, SINGRAULI”<br />
was the winner and picked the ‘Winners Rolling<br />
Trophy’. Around 12 Quality Circles participated and<br />
made presentations on their respective innovative<br />

With the objective to gather feedback on the<br />

<strong>Pradesh</strong>, a meeting was organized by <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong><br />
with Ms Shana Sherry, US Economic Officer.<br />
Ms Sherry, optimistic about the future prospects of <strong>Uttar</strong><br />
<strong>Pradesh</strong>, mentioned that the state has immense potential<br />
and a wealth of talent pool. <strong>CII</strong> <strong>Uttar</strong> <strong>Pradesh</strong> members<br />
informed her about the various initiatives and projects<br />
that were under progress especially in the field of<br />
