High investor confidence due to gov’t
determination to institute change—
Palace
October 21, 2010, Malacanang Website
Malacanang on Thursday said the bullish outlook of
investors on the Philippine economy was another
testament of the growing confidence in the Aquino
Administration’s policy of good governance and level
playing field for the business sector.
According to the Dutch financial giant ING’s quarterly
Investor Dashboard Survey, investor confidence
in the Philippines remained at a record high in the
third quarter of 2010, mainly due to higher level of
trust in the Aquino government.
GGLC NEWSLETTER EXPRESS
Net inflows increased from US$128 million in June,
reflecting positive investor sentiment on the back of
the nation's stronger growth momentum, expectations
of manageable inflation for the rest of the
year, and healthy external payments dynamics, the
BSP said.
ING said the country ranks considerably higher than
the overall pan-Asia rating, which rose 7 percent to
146 in the third quarter from 136 in the previous
quarter, and is leading among emerging markets in
Southeast Asia.
The survey also revealed that investors are confident
in the local market despite continued signs of slowdown
in the US economy.
The Philippines scored 157 in investor sentiment
during the third quarter, the same as the second
quarter and up from 139 in the first.
Presidential Communications Operations Office Secretary
Herminio Coloma said the policy of good governance
by President Benigno S. Aquino had set the
tone for the bullish outlook on the economy and has
inspired confidence among investors.
“The high investor confidence can be attributed to
the President’s commitment to ensure a level playing
field for investors, untangle a complicated regulatory
environment for businesses and his nononsense
determination to curb corruption,” Coloma
said.
As a result, the Philippines foreign direct investments
(FDI) showed a net inflow of US$222 million in
July, data from the Bangko Sentral ng Pilipinas
showed last week.
a behind the glass look at the state of the Philippine economy
"Local and foreign investors alike have reflected this
optimism by pumping more money into Philippine
stocks," said PJ Garcia, head and chief investment
officer of ING Investment Management Philippines.
Garcia noted that average daily turnover in the local
bourse has doubled to over P6 billion in September
from only P3.9 billion in the previous months.
Garcia said investors are confident that the performance
of the Aquino administration, whose main platform
is to curb graft and corruption, will translate to
gains for the local economy.
In the second quarter, 69 percent of Philippine investors
responded positively when asked about the
impact of the new administration on economic
growth.

GGLC NEWSLETTER EXPRESS
Garcia also said investors believe that the country's
strong macroeconomic fundamentals will offset any
negative effect of the continued slowdown of the US, a
key market for Asian exports.
"The Philippines, along with many emerging market
economies, is increasingly becoming more resilient to
external developments. Record high OFW remittances
and the strengthening of the peso against the US dollar
have made a strong case for consumption-driven
growth," Garcia explained.
Luen Thai Announces Expansion in RP
BERNIE CAHILES-MAGKILAT
October 4, 2010, 8:37pm
MANILA, Philippines – Luen Thai Holdings, the country’s
biggest garment exporter, has announced major
expansion in the country including the production of
new Coach bags, and expansion of its manufacturing
facilities in Cebu and Clark to handle additional capacities
for branded apparel and create new 6,500 jobs.
Net inflows in July were largely driven by the other
capital account, which summed up to US$186 million.
Year-to-date, FDI net inflows through July 2010
reached US$954 million. The biggest contribution to
the net inflows also came from the other capital account
consisting largely of intercompany borrowings
from foreign direct investors by their subsidiaries/
affiliates in the Philippines.
Designer bags made produced by Luen Thai
Board of Investments Executive Director Lucito P.
Reyes revealed this to reporters after meeting with
Luen Thai CEO Willie Tan last Friday.
No investment details were given.
Positive inflow of money
In addition, the stock market hit a record high this
week and is up 38 percent this year. The peso has
gained about 7 percent against the dollar and risen to
its strongest in two-and-a-half years.
Reyes said President Benigno S. Aquino III witnessed
the signing of memorandum of understanding on the
production of new Coach bags and the expansion of
the Cebu manufacturing facilities during his recent
U.S. trip. On the production of new Coach bags, Reyes
said this would be done in the company’s plant in
Concepcion, Tarlac.

The company is going to create a new corporate vehicle
for this project, which will employ 2,000 workers
when it starts commercial operation middle of 2011.
The Coach bags will be exported to China for consolidation
prior to its distribution to the US market. Luen
Thai also produces signature Coach bags in China,
where it has a huge manufacturing operation.
Aside from producing new Coach bags in Concepcion,
Tarlac, the company will also expand its other manufacturing
facility in Clark, where it produces Ralph Lauren
shirts, jackets and shorts.
The expanded facility would cater to the production of
denim and other processes such as dyeing and washing.
This would entail the importation of high-end fabric
from the U.S. This project is expected to hire 2,500
workers when it starts commercial operation.
This expansion is in preparation for the passage of the
“Save Our Industries Act” bill, which seeks to grant
duty-free importation of garments from the Philippines
using American texile, yarn and fiber.
The bellwether Philippine Stock Exchange index rose
by 0.93 percent or 39.42 points to 4,233.38, while the
broader all-share index was up by 0.56 percent or
14.96 points to 2,685.91.
Trading volume reached 2.04 billion shares worth
12.18 billion pesos (280.64 million U.S. dollars) with
88 issues advancing, 50 declining and 39 unchanged.
Of the six counters, only the mining and oil sector
bucked the trend. The subindex slipped by 0.26 percent
or 33.59 points to 12, 885.53.
"We think that the market continued its rally (on
Thursday) because of the good corporate earnings in
the U.S. that propelled the Dow Jones industrial average
index to close higher," Ignacio Soriano, an analyst
of Papa Securities Corp., told Xinhua.
The Dow Jones was up by 0.69 percent or 75.68 points
to 11,096. 08. This, Soriano said, boosted investors'
confidence, especially those who are eager to enter
the equities and were left behind by its recent successive
rallies.
Luen Thai’s garment facilities in Tarlac have a production
capacity of 90 million pieces a year of cotton tops.
At least 90 percent of their products are exported to
the U.S. Its total investments in Clark are estimated at
P265 million.
MPTC eyes government priority road
projects
The Philippine Star
MANILA, Philippines- Metro Pacific Tollways Corp.
(MPTC) said it may participate in other government
priority road projects either by way of bidding or by
submitting unsolicited proposals.
MPTC president Ramoncito Fernandez told The STAR
that while they are still awaiting word on the road projects
to be prioritized by the Department of Public
Works and Highways (DPWH), he mentioned the
Calamba, Laguna Expressway and the Skyway link to
the Manila airport to Coastal Road as among such projects
worth looking into.
in Clark that will include not only a passenger terminal
but also a new runway, road network and railway express
that will span from Clark in Pampanga to Makati.
But MPIC and MPTC chairman Manuel V. Pangilinan
earlier said they hope that the government’s privatepublic
sector partnership (PPP) program will include
not only the passenger terminal but the entire project
as well.
Pangilinan said they have tapped consultants to design
the whole project, adding that will probably take
five to 10 years before the Clark project materializes.
He explained that while it may take some time before
the project takes off, he emphasized that an airport
express train service is needed if the Clark airport
seeks to attract more foreign carriers.
“The Philippines is the only country which still does
not have an airport express service,” he stressed.
Pangilinan also told The STAR that the airport express
project can be complementary to the connector road
project that will be undertaken by MPTC.
Last June, the DPWH accepted MPTC’s unsolicited proposal
to undertake the P17-billion, 13.2-kilometer elevated
connector road project that will connect the
North Luzon Expressway (NLEX) with the South Luzon
Expressway (SLEX).
The connector road will run along the Philippine National
Railway (PNR) tracks within the Manila Central
Business District, from the end of NLEX at C3 to the
beginning of Skyway 1 at Buendia in Makati, and is
projected to start in 2012.
MPTC’s parent Metro Pacific Investments Corp. (MPIC)
is also looking at a new project for the Diosdado Macapagal
International Airport (DMIA)
Metro Pacific Tollways Corp. continue to expand and build more
infrastructures to serve Filipinos . Manny Pangilinan looking at
new project for DMIA which is railway express connecting Clark to
Makati.

“We do not know yet whether it is the connector road
or the airport express railroad that will be constructed
above the PNR tracks.
We are thinking of three levels. On the ground will be
the PNR rail system, and above it are the connector
road or the airport express railroad.
But the two projects will both use the PNR right-ofway.”
He pointed out that while the train project may compete
in some way with the connector road project, he
emphasized that what is needed is to bring in more
people into Clark.
Inflation seen to hit 12-month low
Philippine Daily Inquirer
October 27, 2010
MANILA, Philippines—The Bangko Sentral ng Pilipinas
said the sharp appreciation of the peso, which made
imported goods cheaper, might pull down inflation in
October to its lowest level in 12 months.
Citing estimates by the BSP, Governor Amando
Tetangco Jr. said the annual inflation rate might settle
between 2.6 and 3.5 percent in October. The low end
of the range, if realized, would be the slowest since
November last year.
As envisioned, he said the airport express may have
three stops - Balintawak, Espana and Buendia.
Pangilinan noted that one of the requirements among
foreign air carriers is for a train to travel 40 minutes
from Metro Manila to Clark for them to locate at
DMIA.
“The speed of the train must be calibrated,” he said.
In an earlier interview, Fernandez said it is very natural
for the Clark airport to use the NLEX right-of-way for a
possible high-speed rail.
“If you have an airport in the North, you need a highspeed
rail that will bring passengers in and out of the
airport,” he added.
Both MPIC and San Miguel Corp. (SMC) earlier announced
that they are in talks on the possibility of being
partners in joining a Filipino-Korean consortium led
by Philco Aero, which earlier made an unsolicited proposal
to construct a $177 million (more than P8 billion)
new terminal (Terminal 2) at the DMIA.
The Clark International Airport Corp. (CIAC) has announced
that its joint venture special committee
(JVSC) had favored the Philco Aero-led group for
“detailed negotiations” for the Terminal 2 project.
Increases in international oil prices and water rates are being offset
by the appreciation of the peso and decline in electricity rates
Should inflation in October fall within the projected
range, the average for the first 10 months of this year
would be 4 percent. In the first nine months, the average
increase in consumer prices stood at 4.1 percent.

GGLC NEWSLETTER EXPRESS
“Inflation is likely to remain low as increases in international
oil prices and water rates are being offset by
the appreciation of the peso and decline in electricity
rates,” Tetangco said.
Prices of electricity, oil and water registered increases
during the month, but Tetangco said the impact on
overall inflation would likely be minimal compared
with the effect of the rising peso on consumer prices.
The peso hovered in the 43-to-a-dollar territory this
month, boosted by the continued surge in foreign
capital inflows, mainly in the form of portfolio investments.
The strengthening of the peso has caused discomfort
among exporters.
The export industry fear the continued strengthening
of the peso against the dollar, which jacked up the
prices of local products, would dampen their competitiveness.
The rise of the peso is helping keep domestic inflation
well within the official target of the government.
The BSP has set its inflation target for 2010 at a range
of 3.5 to 5.5 percent.
For 2011 to 2014, the central bank sees inflation averaging
between 3 and 5 percent.
As inflation remains benign, the BSP has kept its key
policy rates at historic lows.
Angara pushes Baler as economic, cultural,
educational, tourist hub
The Philippine Star
MANILA, Philippines - Senator Edgardo Angara is laying
down the groundwork for making Baler, Aurora
Province, an economic, cultural, educational and tourist
destination in the next five years.
In an interview with The STAR, Sen. Angara said that
first and foremost, infrastructure development has
been started in providing access to the Eastern province
of Aurora both by air and land.
According to Angara the Baler-Dr. Juan C. Angara airport
is having its runway extended to 1,500 meters
which is much longer than the Caticlan Airport in
Antique which has a runway length of only 900 meters.
Another larger international airport is also being constructed
in Casiguran.
The Baler airport extension, Sen. Angara pointed out,
could then easily accommodate an AirBus plane. SEAir
already has flights to Baler, but talks are already ongoing
with Air Philippines and Cebu Pacific for future
flights, he said.
The central bank’s overnight borrowing and lending
rates, which influence bank lending rates, stand at 4
and 6 percent.
The rates were brought down to record low levels to
help the economy avoid a recession, especially at the
height of the global turmoil last year.
Policymakers said the low interest-rate environment
pushed demand for loans, which were used to beef up
consumption and investments.
Land access via an extension of the Subic-Clark-Tarlac
Expressway (SCTex) by an additional 81 to 87 kilometers
is also in the works with funding already pledged
by the Japanese government through the Japan International
Cooperation Agency (JICA), the Senator said.
A P350-million economic zone - the Aurora-Pacific Ecozone-
Sen. Angara said, is under construction with at
least two locators already.
This new attraction will be featured in the first Philippine
Parachuting Phun Phestival, a world-class skydiving
event that will be held here on Nov. 8-20 with the
participation of “chuters” from the United States, Canada,
Europe and the Philippines, among other countries.
The Aurora-Pacific Ecozone, the veteran legislator,
educator and former Agriculture Secretary said, would
be the first ecozone facing the Pacific Ocean since
most of the existing ecozones face the China Sea.
Aurora Province, Sen. Angara said, is also developing
its agriculture sector with the establishment of
mariculture parks that cultivate high-value fish such as
seabass, lapu-lapu and bangus. Aurora’s main agricultural
crop is coconut which produces a number of
products from coconut oil, coconut vinergar, coco
jam to coco coir which is used in industrial textiles.
Sen. Angara has teamed up with well-known high-end
Raintree Partners, Inc. to develop a “small luxury hotel”
resort in the Angara family-owned Dikasalarin
Cove, as well as a moderately-priced resort in Sabang
Beach.
Raintree currently manages the SLH Discovery Group
Resorts of the Tiu Family in Ortigas, Boracay and Tagaytay.
Well-known architect Ed Calma will design the
two resorts and construction is expected to commence
by 2012. The two resorts will use materials indigenous
to the province.
Subic skydiving festival slated in November
Manila Bulletin
SUBIC BAY FREE PORT—If Clark freeport is now known
for its annual hot-air ballooning event, the Subic Bay
Free Port may soon become popular for another spectacular
attraction—big way formation skydiving.
Another spectacular tourism attraction in Subic Bay
“We will bring in about 300 to 400 skydivers from all
over the world to the Subic Bay International Airport
[SBIA] to skydive for about 8 or 12 days to promote
skydiving as another tourist attraction in the country,”
said Sheldon Rice, a Canadian skydiver who is the lead
organizer of the event.
The festival, which is being organized under the banner
of Adrenoline Island Adventures, a sports services
company based at Baloy Beach Resort in Olongapo
City and in partnership with Exotic Sky Adventures
from Europe, is intended to introduce Subic as a skydiving
destination in the Philippines, Rice added.
For the November spectacular, the organizers plan to
use a YS-11 airplane and an Antonov 26 aircraft for
some 107 divers who will jump off from a height of
15,000 feet.
The divers will do various formation skydiving routines
like the “First Jump Tandem,” “Pro-Swoop Competition,”
“Canopy Formation,” and “Big Way Formation.”

Rice also said he plans to take his three-year-old son
on a first-jump tandem skydive while a European partner
will bring his children, aged 10 and 11 for a similar
stunt.
Both children have reportedly completed tandem
jumps at the age of two and currently hold the world
record for the youngest tandem skydiving passengers.
Should qualified candidates be found, Rice said he also
intends to bring along some newscasters or reporters,
and some showbiz personalities daring enough to join
a first-jump tandem skydive. This will be free of
charge.
Aside from dives and jumps that will serve as main attraction,
the festival will also feature a trade show to
be joined by airline operators and sports-gear manufacturers.
Rice said the organizers will also line up tours to various
adventure sports attractions in the Subic free port,
where festival participants could also engage in horseback
riding, scuba diving, kite boarding jet skiing,
wake boarding and parasailing, among others.
He added that Subic is an ideal location for formation
skydiving because it has its own airport, and the place
is accessible to both local and foreign participants.
Rice also said that in bringing skydiving to Subic, the
organizers hope to break skydiving records here in the
Philippines where only small groups had so far attempted
formation dives.
