Malacanang on Thursday said the bullish outlook of<br />

investors on the Philippine economy was another<br />

testament of the growing confidence in the Aquino<br />

Administration’s policy of good governance and level<br />

playing field for the business sector.<br />

According to the Dutch financial giant ING’s quarterly<br />

Investor Dashboard Survey, investor confidence<br />

in the Philippines remained at a record high in the<br />

third quarter of 2010, mainly due to higher level of<br />

trust in the Aquino government.<br />

Net inflows increased from US$128 million in June,<br />

reflecting positive investor sentiment on the back of<br />

the nation's stronger growth momentum, expectations<br />

of manageable inflation for the rest of the<br />

year, and healthy external payments dynamics, the<br />

BSP said.<br />

ING said the country ranks considerably higher than<br />

the overall pan-Asia rating, which rose 7 percent to<br />

146 in the third quarter from 136 in the previous<br />

quarter, and is leading among emerging markets in<br />

Southeast Asia.<br />

The survey also revealed that investors are confident<br />

in the local market despite continued signs of slowdown<br />

in the US economy.<br />

The Philippines scored 157 in investor sentiment<br />

during the third quarter, the same as the second<br />

quarter and up from 139 in the first.<br />

Presidential Communications Operations Office Secretary<br />

Herminio Coloma said the policy of good governance<br />

by President Benigno S. Aquino had set the<br />

tone for the bullish outlook on the economy and has<br />

inspired confidence among investors.<br />

“The high investor confidence can be attributed to<br />

environment for businesses and his nononsense<br />

determination to curb corruption,” Coloma<br />

said.<br />

negative effect of the continued slowdown of the US, a<br />

"The Philippines, along with many emerging market<br />

economies, is increasingly becoming more resilient to<br />

external developments. Record high OFW remittances<br />

and the strengthening of the peso against the US dollar<br />

have made a strong case for consumption-driven<br />

growth," Garcia explained.<br />

Luen Thai Announces Expansion in RP<br />

MANILA, Philippines – Luen Thai Holdings, the country’s<br />

biggest garment exporter, has announced major<br />

expansion in the country including the production of<br />

new Coach bags, and expansion of its manufacturing<br />

facilities in Cebu and Clark to handle additional capacities<br />

for branded apparel and create new 6,500 jobs.<br />

Net inflows in July were largely driven by the other<br />

capital account, which summed up to US$186 million.<br />

Year-to-date, FDI net inflows through July 2010<br />

reached US$954 million. The biggest contribution to<br />

the net inflows also came from the other capital account<br />

consisting largely of intercompany borrowings<br />

from foreign direct investors by their subsidiaries/<br />

affiliates in the Philippines.<br />

Reyes revealed this to reporters after meeting with<br />

The Coach bags will be exported to China for consolidation<br />

where it has a huge manufacturing operation.<br />

Aside from producing new Coach bags in Concepcion,<br />

Tarlac, the company will also expand its other manufacturing<br />

facility in Clark, where it produces Ralph Lauren<br />

shirts, jackets and shorts.<br />

The expanded facility would cater to the production of<br />

denim and other processes such as dyeing and washing.<br />

<strong>This</strong> would entail the importation of high-end fabric<br />

from the U.S. <strong>This</strong> project is expected to hire 2,500<br />

workers when it starts commercial operation.<br />

<strong>This</strong> expansion is in preparation for the passage of the<br />

“Save Our Industries Act” bill, which seeks to grant<br />

duty-free importation of garments from the Philippines<br />

using American texile, yarn and fiber.<br />

The bellwether Philippine Stock Exchange index rose<br />

by 0.93 percent or 39.42 points to 4,233.38, while the<br />

broader all-share index was up by 0.56 percent or<br />

14.96 points to 2,685.91.<br />

Trading volume reached 2.04 billion shares worth<br />

12.18 billion pesos (280.64 million U.S. dollars) with<br />

88 issues advancing, 50 declining and 39 unchanged.<br />

Of the six counters, only the mining and oil sector<br />

bucked the trend. The subindex slipped by 0.26 percent<br />

or 33.59 points to 12, 885.53.<br />

"We think that the market continued its rally (on<br />

Thursday) because of the good corporate earnings in<br />

the U.S. that propelled the Dow Jones industrial average<br />

index to close higher," Ignacio Soriano, an analyst<br />

of Papa Securities Corp., told Xinhua.<br />

The Dow Jones was up by 0.69 percent or 75.68 points<br />

to 11,096. 08. <strong>This</strong>, Soriano said, boosted investors'<br />

confidence, especially those who are eager to enter<br />

the equities and were left behind by its recent successive<br />

rallies.<br />

MPTC eyes government priority road<br />

projects<br />

MANILA, Philippines- Metro Pacific Tollways Corp.<br />

(MPTC) said it may participate in other government<br />

priority road projects either by way of bidding or by<br />

submitting unsolicited proposals.<br />

MPTC president Ramoncito Fernandez told The STAR<br />

that while they are still awaiting word on the road projects<br />

to be prioritized by the Department of Public<br />

Works and Highways (DPWH), he mentioned the<br />

Calamba, Laguna Expressway and the Skyway link to<br />

the Manila airport to Coastal Road as among such projects<br />

worth looking into.<br />

but also a new runway, road network and railway express<br />

that will span from Clark in Pampanga to Makati.<br />

But MPIC and MPTC chairman Manuel V. Pangilinan<br />

earlier said they hope that the government’s privatepublic<br />

not only the passenger terminal but the entire project<br />

the whole project, adding that will probably take<br />

express train service is needed if the Clark airport<br />

seeks to attract more foreign carriers.<br />

“The Philippines is the only country which still does<br />

not have an airport express service,” he stressed.<br />

Pangilinan also told The STAR that the airport express<br />

project can be complementary to the connector road<br />

project that will be undertaken by MPTC.<br />

Last June, the DPWH accepted MPTC’s unsolicited proposal<br />

to undertake the P17-billion, 13.2-kilometer elevated<br />

connector road project that will connect the<br />

North Luzon Expressway (NLEX) with the South Luzon<br />

Expressway (SLEX).<br />

The connector road will run along the Philippine National<br />

Railway (PNR) tracks within the Manila Central<br />

Business District, from the end of NLEX at C3 to the<br />

beginning of Skyway 1 at Buendia in Makati, and is<br />

projected to start in 2012.<br />

MPTC’s parent Metro Pacific Investments Corp. (MPIC)<br />

is also looking at a new project for the Diosdado Macapagal<br />

International Airport (DMIA)<br />

“We do not know yet whether it is the connector road<br />

or the airport express railroad that will be constructed<br />

above the PNR tracks.<br />

We are thinking of three levels. On the ground will be<br />

the PNR rail system, and above it are the connector<br />

road or the airport express railroad.<br />

But the two projects will both use the PNR right-ofway.”<br />

He pointed out that while the train project may compete<br />

in some way with the connector road project, he<br />

emphasized that what is needed is to bring in more<br />

people into Clark.<br />

Inflation seen to hit 12-month low<br />

MANILA, Philippines—The Bangko Sentral ng Pilipinas<br />

said the sharp appreciation of the peso, which made<br />

imported goods cheaper, might pull down inflation in<br />

October to its lowest level in 12 months.<br />

Citing estimates by the BSP, Governor Amando<br />

Tetangco Jr. said the annual inflation rate might settle<br />

between 2.6 and 3.5 percent in October. The low end<br />

of the range, if realized, would be the slowest since<br />

November last year.<br />

As envisioned, he said the airport express may have<br />

three stops - Balintawak, Espana and Buendia.<br />

Pangilinan noted that one of the requirements among<br />

foreign air carriers is for a train to travel 40 minutes<br />

from Metro Manila to Clark for them to locate at<br />

DMIA.<br />

“The speed of the train must be calibrated,” he said.<br />

In an earlier interview, Fernandez said it is very natural<br />

for the Clark airport to use the NLEX right-of-way for a<br />

possible high-speed rail.<br />

“If you have an airport in the North, you need a highspeed<br />

rail that will bring passengers in and out of the<br />

airport,” he added.<br />

Both MPIC and San Miguel Corp. (SMC) earlier announced<br />

that they are in talks on the possibility of being<br />

partners in joining a Filipino-Korean consortium led<br />

by Philco Aero, which earlier made an unsolicited proposal<br />

to construct a $177 million (more than P8 billion)<br />

new terminal (Terminal 2) at the DMIA.<br />

The Clark International Airport Corp. (CIAC) has announced<br />

that its joint venture special committee<br />

(JVSC) had favored the Philco Aero-led group for<br />

“detailed negotiations” for the Terminal 2 project.<br />

Increases in international oil prices and water rates are being offset<br />

by the appreciation of the peso and decline in electricity rates<br />

Should inflation in October fall within the projected<br />

range, the average for the first 10 months of this year<br />

increase in consumer prices stood at 4.1 percent.

“Inflation is likely to remain low as increases in international<br />

oil prices and water rates are being offset by<br />

the appreciation of the peso and decline in electricity<br />

rates,” Tetangco said.<br />

Prices of electricity, oil and water registered increases<br />

during the month, but Tetangco said the impact on<br />

overall inflation would likely be minimal compared<br />

with the effect of the rising peso on consumer prices.<br />

The peso hovered in the 43-to-a-dollar territory this<br />

month, boosted by the continued surge in foreign<br />

capital inflows, mainly in the form of portfolio investments.<br />

The strengthening of the peso has caused discomfort<br />

among exporters.<br />

The export industry fear the continued strengthening<br />

of the peso against the dollar, which jacked up the<br />

prices of local products, would dampen their competitiveness.<br />

The rise of the peso is helping keep domestic inflation<br />

well within the official target of the government.<br />

The BSP has set its inflation target for 2010 at a range<br />

of 3.5 to 5.5 percent.<br />

For 2011 to 2014, the central bank sees inflation averaging<br />

between 3 and 5 percent.<br />

As inflation remains benign, the BSP has kept its key<br />

policy rates at historic lows.<br />

Angara pushes Baler as economic, cultural,<br />

educational, tourist hub<br />

MANILA, Philippines - Senator Edgardo Angara is laying<br />

down the groundwork for making Baler, Aurora<br />

Province, an economic, cultural, educational and tourist<br />

destination in the next five years.<br />

In an interview with The STAR, Sen. Angara said that<br />

first and foremost, infrastructure development has<br />

been started in providing access to the Eastern province<br />

of Aurora both by air and land.<br />

According to Angara the Baler-Dr. Juan C. Angara airport<br />

is having its runway extended to 1,500 meters<br />

which is much longer than the Caticlan Airport in<br />

Antique which has a runway length of only 900 meters.<br />

Another larger international airport is also being constructed<br />

in Casiguran.<br />

The Baler airport extension, Sen. Angara pointed out,<br />

could then easily accommodate an AirBus plane. SEAir<br />

already has flights to Baler, but talks are already ongoing<br />

with Air Philippines and Cebu Pacific for future<br />

flights, he said.<br />

The central bank’s overnight borrowing and lending<br />

rates, which influence bank lending rates, stand at 4<br />

and 6 percent.<br />

The rates were brought down to record low levels to<br />

help the economy avoid a recession, especially at the<br />

height of the global turmoil last year.<br />

Policymakers said the low interest-rate environment<br />

pushed demand for loans, which were used to beef up<br />

consumption and investments.<br />

Land access via an extension of the Subic-Clark-Tarlac<br />

Expressway (SCTex) by an additional 81 to 87 kilometers<br />

is also in the works with funding already pledged<br />

by the Japanese government through the Japan International<br />

Cooperation Agency (JICA), the Senator said.<br />

A P350-million economic zone - the Aurora-Pacific Ecozone-<br />

Sen. Angara said, is under construction with at<br />

least two locators already.<br />

<strong>This</strong> new attraction will be featured in the first Philippine<br />

Parachuting Phun Phestival, a world-class skydiving<br />

event that will be held here on Nov. 8-20 with the<br />

participation of “chuters” from the United States, Canada,<br />

Europe and the Philippines, among other countries.<br />

The Aurora-Pacific Ecozone, the veteran legislator,<br />

educator and former Agriculture Secretary said, would<br />

be the first ecozone facing the Pacific Ocean since<br />

most of the existing ecozones face the China Sea.<br />

Aurora Province, Sen. Angara said, is also developing<br />

its agriculture sector with the establishment of<br />

mariculture parks that cultivate high-value fish such as<br />

seabass, lapu-lapu and bangus. Aurora’s main agricultural<br />

crop is coconut which produces a number of<br />

products from coconut oil,coconut vinergar, coco<br />

jam to coco coir which is used in industrial textiles.<br />

Sen. Angara has teamed up with well-known high-end<br />

Raintree Partners, Inc. to develop a “small luxury hotel”<br />

resort in the Angara family-owned Dikasalarin<br />

Cove, as well as a moderately-priced resort in Sabang<br />

Beach.<br />

Raintree currently manages the SLH Discovery Group<br />

Resorts of the Tiu Family in Ortigas, Boracay and Tagaytay.<br />

Well-known architect Ed Calma will design the<br />

two resorts and construction is expected to commence<br />

by 2012. The two resorts will use materials indigenous<br />

to the province.<br />

Subic skydiving festival slated in November<br />

SUBIC BAY FREE PORT­—If Clark freeport is now known<br />

for its annual hot-air ballooning event, the Subic Bay<br />

Free Port may soon become popular for another spectacular<br />

attraction—big way formation skydiving.<br />

Another spectacular tourism attraction in Subic Bay<br />

“We will bring in about 300 to 400 skydivers from all<br />

over the world to the Subic Bay International Airport<br />

[SBIA] to skydive for about 8 or 12 days to promote<br />

skydiving as another tourist attraction in the country,”<br />

said Sheldon Rice, a Canadian skydiver who is the lead<br />

organizer of the event.<br />

The festival, which is being organized under the banner<br />

of Adrenoline Island Adventures, a sports services<br />

company based at Baloy Beach Resort in Olongapo<br />

<strong>City</strong> and in partnership with Exotic Sky Adventures<br />

from Europe, is intended to introduce Subic as a skydiving<br />

destination in the Philippines, Rice added.<br />

For the November spectacular, the organizers plan to<br />

use a YS-11 airplane and an Antonov 26 aircraft for<br />

some 107 divers who will jump off from a height of<br />

15,000 feet.<br />

The divers will do various formation skydiving routines<br />

like the “First Jump Tandem,” “Pro-Swoop Competition,”<br />

“Canopy Formation,” and “Big Way Formation.”

Rice also said he plans to take his three-year-old son<br />

on a first-jump tandem skydive while a European partner<br />

will bring his children, aged 10 and 11 for a similar<br />

stunt.<br />

Both children have reportedly completed tandem<br />

jumps at the age of two and currently hold the world<br />

record for the youngest tandem skydiving passengers.<br />

Should qualified candidates be found, Rice said he also<br />

intends to bring along some newscasters or reporters,<br />

and some showbiz personalities daring enough to join<br />

a first-jump tandem skydive. <strong>This</strong> will be free of<br />

charge.<br />

Aside from dives and jumps that will serve as main attraction,<br />

the festival will also feature a trade show to<br />

be joined by airline operators and sports-gear manufacturers.<br />

Rice said the organizers will also line up tours to various<br />

adventure sports attractions in the Subic free port,<br />

where festival participants could also engage in horseback<br />

riding, scuba diving, kite boarding jet skiing,<br />

wake boarding and parasailing, among others.<br />

He added that Subic is an ideal location for formation<br />

skydiving because it has its own airport, and the place<br />

is accessible to both local and foreign participants.<br />

Rice also said that in bringing skydiving to Subic, the<br />

organizers hope to break skydiving records here in the<br />

Philippines where only small groups had so far attempted<br />

formation dives.<br />

Jin Air to Start Flights at DMIA<br />

2010, South Korea’s budget carrier Jin Air will start its<br />

regular flights at the Diosdado Macapagal International<br />

Airport (DMIA), plying the Incheon-Clark-<br />

Incheon route five times weekly.<br />

Clark International Airport Corporation (CIAC) President<br />

and CEO Victor Jose Luciano announced the entry<br />

of the newest airline at the DMIA signals Jin Air’s<br />

full operations at the 2,367-hectare Clark Civil Aviation<br />

Complex in the Clark Freeport Zone in Pampanga.<br />

“We welcome Jin Air’s regular flights at DMIA that<br />

would not only bring in more Korean tourists to Clark<br />

but also give the people of Northern Luzon the opportunity<br />

to visit the beautiful country Korea,” he added.<br />

Jin Air will operate five flights weekly at Clark utilizing<br />

the airlines’ 180-seater Boeing 737-800 aircraft for<br />

their Incheon-Clark-Incheon operations.<br />

Jin Air is the sixth and latest addition to the international<br />

airlines operating at the DMIA and is the second<br />

South Korean commercial airline after Asiana Airlines<br />

that started operations in October, 2003.<br />

On October 27, Luciano will lead a simple welcome<br />

ceremony for the Jin Air inaugural flight at the DMIA<br />

that is expected to arrive at about 1:00 a.m. At 6 p.m.<br />

of the same day,

Luciano will host a cocktail for airlines and the tourism<br />

industry at the Mahogany Room of the Holiday Inn<br />

Clark in the Mimosa Leisure Estate.<br />

Jin Air is a full subsidiary of Korean Air. Korean Air is<br />

the flag carrier and the largest airline of South Korea.<br />

Korean Air serves 130 cities in 45 countries around the<br />

world while its domestic divisions serve 20 destinations.<br />

Jin Air began operations in July, 2008 with routes to<br />

regional destinations in Korea using their Boeing 737-<br />

800 and in October, 2009, began flights to Guam,<br />

Osaka and Bangkok.<br />

Tiger Airways that flies daily to Singapore; and, Air<br />

Asia that flies daily to Kuala Lumpur and Kota Kinabalu.<br />

Also operating flights at the DMIA is local carrier Cebu<br />

Pacific Air, which flies to Hong Kong, Singapore,<br />

Macau and Bangkok as well as domestically to Cebu.<br />

The Spirit of Manila Airlines flies to Taipei while and<br />

South East Asian Airlines (Seair) flies via to Caticlan.<br />

P1-Billion MRO Hangar to Rise in Clark<br />

“Since 2004, Korean tourists have immensely contributed<br />

to the local economy of Angeles <strong>City</strong> and the<br />

communities in the Metro Clark area as well as the<br />

rest of Central Luzon. There are an estimated 20,000<br />

Korean tourists in the Clark and Subic areas,” Luciano<br />

said.<br />

“The Korean tourists have contributed to the growth<br />

and development of Clark which in effect generated<br />

businesses and employment for the people in the<br />

area,” he added.<br />

Luciano also said upon arrival in Incheon, Jin Air passengers<br />

can go to other destinations in the world.<br />

“Travelers can go to other destinations in the world<br />

when you take Jin Air,” he pointed out.<br />

Jin Air has five Boeing 737-800 aircraft in its fleet for<br />

their operations in the South East Asian region, including<br />

Japan.<br />

operating international and domestic flights at the<br />

DMIA that include Asiana Airlines that flies daily to<br />

(MRO) company SIA Engineering Company (SIAEC)<br />

will be setting up its second hangar costing close to P1<br />

billion to provide MRO services for the Boeing<br />

747 and 777 and generate 300 direct jobs in the 2,367<br />

-hectare Clark Civil Aviation Complex.<br />

Clark International Airport Corporation (CIAC )<br />

President and CEO Victor Jose I. Luciano announced<br />

yesterday that the construction of the second<br />

hangar will start mid- November 2010.<br />

"SIAEC will be building a bigger hangar to accommodate<br />

wide-bodied aircraft such as the Boeing 747 and<br />

777," Luciano said.

In November 2008, SIAEC, together with its joint venture<br />

partner Cebu Pacific Air, began construction of<br />

the first hangar for the Airbus 320 and 319 series aircraft<br />

in the Clark Civil Aviation Complex that paved the<br />

way for the further development of the Diosdado<br />

Macapagal International Airport (DMIA).<br />

The first hangar, costing an estimated P800 million,<br />

started operations in July 2009 which accommodates<br />

Airbus A-320 series aircrafts.<br />

"Now we will see the development of the second,<br />

much larger hangar in Clark.<br />

<strong>This</strong> will generate no less than 300 direct jobs and<br />

about 200 indirect jobs for our people in Central and<br />

Northern Luzon," Luciano stressed.<br />

He said SIAEC will spend close to P1 billion for the construction<br />

of the second hangar and will commence<br />

operation by end 2012.<br />

Governor vows to boost multibillion peso<br />

furniture industry in Pampanga<br />

CITY OF SAN FERNANDO --- Gov. Lilia G. Pineda vowed<br />

to help boost the multibillion furniture industry in the<br />

province, saying it is a key to job generation and can<br />

strengthen the local economy.<br />

<strong>This</strong> developed as the Chamber of Furniture Industries<br />

of the Philippines (CFIP), Pampanga Chapter led by its<br />

president, Remigio L. Lastimoso paid a courtesy call on<br />

the governor yesterday to get her support for the industry.<br />

After a brief meeting, both the governor and the furniture<br />

makers said they look forward to a productive<br />

partnership in giving the furniture industry and the<br />

local economy a big boost.<br />

The governor committed to set up a showroom where<br />

the CFIP members could display their products.<br />

Creativity and craftsmanship is one key to furniture<br />

business<br />

“We shall find an appropriate location and set it up as<br />

a decent and attractive venue where you could showcase<br />

your beautiful and quality furniture pieces,” the<br />

governor told the CFIP.

Lastimoso and his group expressed elation over the<br />

governor’s commitment, adding that a showroom<br />

would help attract buyers, strengthen the local market<br />

and revive the weakened export market.<br />

He added that they had a very productive meeting<br />

with the governor who expressed a desire to have a<br />

stronger government and private sector partnership<br />

for the furniture industry.<br />

The governor said that Pampanga is known for its<br />

beautifully crafted furniture pieces and it needs all the<br />

support it can get from the provincial government.<br />

“A closer tie-up between us would result in generating<br />

employment for our cabalens and a stronger economy<br />

for the province,” Pineda said.<br />

The governor asked Lastimoso and his group to conduct<br />

continuous training programs to upgrade the<br />

skills of local designers, carpenters, weavers and other<br />

industry workers.<br />

The CFIP is conducting design competitions among<br />

local schools, technical and vocational schools in particular,<br />

to give young students an early exposure to<br />

commercial furniture design.<br />

As of now, Lastimoso said they have been getting projects<br />

including the production of furnishings for residences,<br />

hotels, restaurants, resorts and other institutions.<br />

Lastimoso revealed that the CFIP Pampanga chapter is<br />

composed of 55 companies, his company, Country Accents,<br />

being one of them.<br />

“We employ a total of 150 people per company and<br />

we have at least 10,000 employees, suppliers, subcontractors<br />

and other stakeholders in the local furniture<br />

industry,” he said.<br />

project that would provide jobs to thousands of Kapampangans.<br />

<strong>This</strong> was gleaned during the Senator's recent visit at<br />

the GGLC, where he lauded the developments inside<br />

the state-of-the-art facility. The GGLC is set to be newest<br />

and most modern fully integrated <strong>Logistics</strong> and<br />

Business Hub in Southeast Asia.<br />

Angara - who holds the Senate committee chairmanships<br />

on Education, Arts and Culture and Science and<br />

Technology - was accompanied by son Aurora Lone<br />

District Rep. Juan Edgardo Angara during the tour.<br />

"With these developments at the GGLC, Clark will remain<br />

The idea came from a news article which is a kapampangan<br />
