January 22, 2013<br />
• Trustees Ryan Ludt and John<br />
Hiatt of the Board of Trustees<br />
and resting Elder Barb Finch<br />
were in attendance as guests.<br />
• Chapter 23 of the Westminster<br />
Confession of Faith was reviewed<br />
& discussed.<br />
• Trustee Ryan Ludt reviewed<br />
highlights from the minutes of<br />
the January 2013 meeting of<br />
the Board of Trustees, including<br />
updates concerning the Windsor<br />
Academy and Little Learners<br />
programs using space in the<br />
building, and progress on replacing<br />
the doors on the first<br />
floor.<br />
• On a motion by Elder Jim Fox,<br />
seconded by Elder Dennis<br />
Lesher, that all lay staff would<br />
receive a 2 percent increase<br />
above their 2012 salaries. During<br />
the discussion period, it was<br />
clarified that the motion did include<br />
the Nursery Attendant<br />
and Office Administrator positions,<br />
which had received a salary<br />
increase during the latter<br />
months of 2012. After a period<br />
of discussion, this motion carried<br />
by a majority vote.<br />
• On a motion by Elder Carolyn<br />
Thompson, seconded by Elder<br />
Linda Gyrath, that the Women’s<br />
Ministry be given a 2013 budget<br />
allocation of $800. After a period<br />
of discussion, this motion<br />
carried by a majority vote.<br />
• Elder Scott Schweppe and resting<br />
Elder Barb Finch presented<br />
a motion from their committee<br />
to update the policy language<br />
and forms for the Farr Education<br />
Scholarship bequest to reflect<br />
our anticipated reception<br />
as a particular church of the<br />
EPC Presbytery of the East. As<br />
this motion came from a committee,<br />
there was no need for<br />
a second, and after a period of<br />
discussion, this motion carried.<br />
• Various concerns were lifted up<br />
to God in a time of prayer.<br />
• The Moderator adjourned the<br />
meeting and the meeting was<br />
closed in a time of corporate<br />
prayer initiated by Elder Jay<br />
Hayes.<br />
Summary of the Annual February<br />
of the Congregation and the<br />
Corporation<br />
February 10, 2013<br />
• Pastor Mark Atkinson called the<br />
meeting to order and opened<br />
with prayer. Attendees were<br />
directed to additional copies of<br />
the meeting agenda and the<br />
2012 Annual Reports for those<br />
members who needed either.<br />
• The Clerk of Session noted that<br />
Section A of Article II of the<br />
<strong>Church</strong> By-Laws specifies two<br />
annual meetings of the Congregation<br />
and/or Corporation and<br />
that the annual meetings ordinarily<br />
held on the first Sunday of<br />
February are held for the purpose<br />
of reviewing all annual<br />
reports and receiving the annual<br />
budget, as well as any other<br />
business properly coming before<br />
the meeting. The Clerk of<br />
Session indicated that the February<br />
meeting had been delayed<br />
one week to allow for representatives<br />
from <strong>Fairview</strong> to<br />
attend the meeting of the EPC<br />
Presbytery of the East on 2/1-<br />
2/13 at which <strong>Fairview</strong> <strong>Presbyterian</strong><br />
<strong>Church</strong> was accepted as<br />
a particular church in the Evangelical<br />
<strong>Presbyterian</strong> <strong>Church</strong>.<br />
The Corporation Meeting<br />
(Moderator: President, Board<br />
of Trustees, Ryan Ludt)<br />
• The Moderator opened offering<br />
highlights from the 2012 Annual<br />
Report, including use of the<br />
church’s facilities by Windsor<br />
Academy and by Little Learners,<br />
and the capital projects<br />
concerning refurbishment of the<br />
church steeple and the ongoing<br />
project to replace all doors on<br />
the first floor of the building.<br />
• The Audit Committee’s statement<br />
in the 2012 Annual Report<br />
Statements are materially accurate<br />
was noted.<br />
The Congregational Meeting<br />
(Moderator: Pastor Mark Atkinson)<br />
• Pastor Mark Atkinson called the<br />
Congregational Meeting to order<br />
and called forward Elders<br />
Jay Hayes, Geoff Back, Carolyn<br />
Thompson, Barb Finch and Lois<br />
Ann Atkinson to share their impressions<br />
of the 2/1-2/13 meeting<br />
of the EPC Presbytery of the<br />
East at which <strong>Fairview</strong> <strong>Presbyterian</strong><br />
<strong>Church</strong> was accepted as<br />
a particular church and Pastor<br />
Mark Atkinson was accepted as<br />
a teaching elder in the Evangelical<br />
<strong>Presbyterian</strong> <strong>Church</strong>. After<br />
<strong>Fairview</strong>’s representatives concluded<br />
offering their comments<br />
and observations, the congregation<br />
was invited to rise to sing<br />
the doxology.<br />
• Elder Roy Adler was recognized<br />
by the Moderator to present the<br />
2013 budget summary on behalf<br />
of Session and the joint<br />
Session/Trustees Finance Committee.<br />
Elder Roy Adler noted<br />
the projected exceedance of<br />
expense outlays relative to anticipated<br />
income for 2013 in the<br />
estimated amount of $23,000<br />
and noted that it had proven<br />
necessary for all ministry teams<br />
and committees to accept<br />
lesser funding levels. He emphasized<br />
the need for prayer<br />
during the year as leadership<br />
deliberated how to close the<br />
gap. At the conclusion of this<br />
brief presentation, Elder Roy<br />
Adler asked if there were any<br />
questions from the floor. No<br />
questions or comments were<br />
offered.<br />
• The Moderator transferred his<br />
duties to the Clerk of Session<br />
and temporarily left the meeting<br />
along with Lois Ann Atkinson.<br />
The Moderator recognized<br />
Elder Dennis Lesher to provide<br />
a brief summary of the changes<br />
in the pastor’s compensation for<br />
