January 22, 2013
• Trustees Ryan Ludt and John
Hiatt of the Board of Trustees
and resting Elder Barb Finch
were in attendance as guests.
• Chapter 23 of the Westminster
Confession of Faith was reviewed
& discussed.
• Trustee Ryan Ludt reviewed
highlights from the minutes of
the January 2013 meeting of
the Board of Trustees, including
updates concerning the Windsor
Academy and Little Learners
programs using space in the
building, and progress on replacing
the doors on the first
floor.
• On a motion by Elder Jim Fox,
seconded by Elder Dennis
Lesher, that all lay staff would
receive a 2 percent increase
above their 2012 salaries. During
the discussion period, it was
clarified that the motion did include
the Nursery Attendant
and Office Administrator positions,
which had received a salary
increase during the latter
months of 2012. After a period
of discussion, this motion carried
by a majority vote.
• On a motion by Elder Carolyn
Thompson, seconded by Elder
Linda Gyrath, that the Women’s
Ministry be given a 2013 budget
allocation of $800. After a period
of discussion, this motion
carried by a majority vote.
• Elder Scott Schweppe and resting
Elder Barb Finch presented
a motion from their committee
to update the policy language
and forms for the Farr Education
Scholarship bequest to reflect
our anticipated reception
as a particular church of the
EPC Presbytery of the East. As
this motion came from a committee,
there was no need for
a second, and after a period of
discussion, this motion carried.
• Various concerns were lifted up
to God in a time of prayer.
• The Moderator adjourned the
meeting and the meeting was
closed in a time of corporate
prayer initiated by Elder Jay
Hayes.
Summary of the Annual February
of the Congregation and the
Corporation
February 10, 2013
• Pastor Mark Atkinson called the
meeting to order and opened
with prayer. Attendees were
directed to additional copies of
the meeting agenda and the
2012 Annual Reports for those
members who needed either.
• The Clerk of Session noted that
Section A of Article II of the
Church By-Laws specifies two
annual meetings of the Congregation
and/or Corporation and
that the annual meetings ordinarily
held on the first Sunday of
February are held for the purpose
of reviewing all annual
reports and receiving the annual
budget, as well as any other
business properly coming before
the meeting. The Clerk of
Session indicated that the February
meeting had been delayed
one week to allow for representatives
from Fairview to
attend the meeting of the EPC
Presbytery of the East on 2/1-
2/13 at which Fairview Presbyterian
Church was accepted as
a particular church in the Evangelical
Presbyterian Church.
The Corporation Meeting
(Moderator: President, Board
of Trustees, Ryan Ludt)
• The Moderator opened offering
highlights from the 2012 Annual
Report, including use of the
church’s facilities by Windsor
Academy and by Little Learners,
and the capital projects
concerning refurbishment of the
church steeple and the ongoing
project to replace all doors on
the first floor of the building.
• The Audit Committee’s statement
in the 2012 Annual Report
Statements are materially accurate
was noted.
The Congregational Meeting
(Moderator: Pastor Mark Atkinson)
• Pastor Mark Atkinson called the
Congregational Meeting to order
and called forward Elders
Jay Hayes, Geoff Back, Carolyn
Thompson, Barb Finch and Lois
Ann Atkinson to share their impressions
of the 2/1-2/13 meeting
of the EPC Presbytery of the
East at which Fairview Presbyterian
Church was accepted as
a particular church and Pastor
Mark Atkinson was accepted as
a teaching elder in the Evangelical
Presbyterian Church. After
Fairview’s representatives concluded
offering their comments
and observations, the congregation
was invited to rise to sing
the doxology.
• Elder Roy Adler was recognized
by the Moderator to present the
2013 budget summary on behalf
of Session and the joint
Session/Trustees Finance Committee.
Elder Roy Adler noted
the projected exceedance of
expense outlays relative to anticipated
income for 2013 in the
estimated amount of $23,000
and noted that it had proven
necessary for all ministry teams
and committees to accept
lesser funding levels. He emphasized
the need for prayer
during the year as leadership
deliberated how to close the
gap. At the conclusion of this
brief presentation, Elder Roy
Adler asked if there were any
questions from the floor. No
questions or comments were
offered.
• The Moderator transferred his
duties to the Clerk of Session
and temporarily left the meeting
along with Lois Ann Atkinson.
The Moderator recognized
Elder Dennis Lesher to provide
a brief summary of the changes
in the pastor’s compensation for
