On February 1, 2013 I was examined by the Presbytery of the East of<br />

the Evangelical <strong>Presbyterian</strong> <strong>Church</strong> and formally received as a<br />

Teaching Elder. <strong>Fairview</strong> was also received as a particular church of<br />

the EPC.<br />

The EPC takes its “gate-keeping” responsibilities seriously. Part of the decline of our<br />

former denomination was its inability and unwillingness to determine that the officers –<br />

Pastors and other leaders – believe and agree upon the historic core theological affirmations<br />

of the historic <strong>Presbyterian</strong> faith. The EPC does not wish to make that same<br />

mistake. Before accepting a pastor into its membership, the Presbytery of the East<br />

wishes to be sure that he (or she) shares with the presbytery a basic theological understanding<br />

of the Reformed faith. So, what did it take to transfer my ordination credentials<br />

into the EPC<br />

Last summer I completed a lengthy resume that detailed my education, continuing education<br />

and service to the church through my almost thirty years of ordained ministry. I<br />

also wrote brief (a paragraph or two) theological summaries of my beliefs on about two<br />

dozen theological topics. This past November, I met in phone conference with the ministerial<br />

relations committee of the Presbytery of the East. There were about six folk in<br />

on the conversation and it lasted for about an hour and a half. They examined my<br />

views on Theology and Sacraments, English Bible, the Book of Order (of the EPC), the<br />

Reformed tradition, and the nature of the office of Minister or the Word. At the conclusion<br />

of the interview, the committee met briefly separately from me, and voted to recommend<br />

that I be received by the Presbytery of the East. That vote set the stage for my<br />

standing before the Presbytery at its meeting in February.<br />

Before the Presbytery (about seventy voting commissioners, plus an equal number of<br />

observers and guests) I affirmed my unconditional adherence to the seven essentials<br />

of the Evangelical <strong>Presbyterian</strong> <strong>Church</strong>. I declared the one exception that I have to the<br />

system of doctrine articulated by the Westminster Confession and its catechisms: that<br />

exception being the Confession’s apparent prohibition of offering home communion to<br />

members unable to be physically present for Sunday worship. I then offered a testimony<br />

as to how I came to faith in Jesus Christ and a very brief overview of my pastoral<br />

ministry. The Presbytery was then invited to ask of me any questions related to the five<br />

categories listed above that guided my phone interview. Lois Ann tells me I took seven<br />

questions (I was too nervous to keep count ☺). One addressed ecclesiology: how I<br />

came to seek membership in the EPC. Another, on pastoral care, asked how I sought<br />

to balance “grace and truth” in my ministry. Another was more of a challenge than a<br />

question. In explaining my objection to the Westminster Confession’s prohibition of<br />

home communion, I spoke enthusiastically of the extended communion offered by <strong>Fairview</strong>’s<br />

elders and deacons to our homebound members. Apparently some EPC<br />

churches do not permit Deacons to serve communion in this manner. The questioner<br />

was challenging <strong>Fairview</strong>’s practice. I replied that we seek to be “a good EPC church<br />

and if any changes are needed, we will make them.” Since that time the Stated Clerk of<br />

the presbytery has written positively of <strong>Fairview</strong>’s practice in offering home communion,<br />

asking only that the Session officially appoint our Deacons to this important ministry.<br />

We will do so at the February Session meeting.<br />

Daylight-Saving Time—It’s Back: March 10<br />

Everything You Wanted To Know About Daylight-Savings Time from an Interview with Pastor Mark<br />

Q. Pastor Mark, why does FPC not implement Daylight Savings Time until after church on Sunday<br />

A. Two reasons: first, there are always families who forget to change their clocks – and for their error they miss worship.<br />

We do not wish for anyone to miss the most important hour of their week. Doing things the “<strong>Fairview</strong> way” means<br />

that a person or family is not punished for forgetfulness. Secondly, that lost hour takes its toll. This way, everyone gets<br />

a full night of sleep. (Say “Amen” somebody!).<br />

Q. Pastor Mark, what if we wish to make plans with family or friends from another church, still following the old way of<br />

doing things<br />

A. Simple: tell your friends or family that you are not available for lunch or other commitment before 1:00 PM that day.<br />

Q. Pastor Mark, all my electronic gadgets (phone, computer) automatically set themselves for DST. What should I do<br />

A. This one requires a low tech solution. You will need to put your phone alarm in a box somewhere and unpack that<br />

old fashioned alarm clock in your drawer. This is a little bit of a nuisance, but is not that extra hour of sleep worth the<br />

effort Also, you may want to put a post-it note on your phone and computer screen to remind you to ignore the time<br />

they show on Sunday morning. Post-it notes are available at the Welcome Desk.<br />

Q. Pastor Mark, is there anything else we should consider about <strong>Fairview</strong>’s approach to DST<br />

A. Yes, DST is an opportunity to invite your neighbors and friends to come to church rested and refreshed! We will turn<br />

our clocks forward together during worship. Come to worship at 10:30 AM with a full nights rest.<br />

The first seven chapters of Romans explained how God shows us his justice and mercy in putting us right with him<br />

through the death of Christ, and how we can have full assurance that we have been changed forever. So, we ask,<br />

“What now” That’s a fair question not only for those who are beginning their walk with Christ, but for Christians at any<br />

point along the way. As we struggle with sin, endure persecution, and confront suffering, we may wonder how all of<br />

these things fit into God’s plan of salvation. We may even wonder how - or if - God is still at work. In this series of sermons<br />

from Romans 8 by Alistair Begg, we are reminded that God’s Spirit empowers the Christian life from beginning<br />

to end as the persevering love of God holds those who belong to him in Christ. The Spirit enables the child of God to<br />

live a new life in submission to God’s law and to mortify the fleshly desires of the old life. He also sustains the believer<br />

in suffering and intercedes for us in weakness. This great chapter grounds believers in the gospel reality that God is<br />

for us in every aspect of the Christian life, ensuring that, in the words of Augustus Toplady, “the work which his goodness<br />

began, the arm of his strength will complete”.<br />

Henry about 300 years ago.<br />

For the disciples on Good Friday,<br />

all the roads had closed and the<br />

gates were barred shut. Jesus was<br />

dead — and with him, their hope. In<br />

fear and grief, they locked themselves<br />

in an upper room.<br />

But soon they discovered the tomb<br />

was empty. The grave wasn’t the<br />

end. Even death wasn’t strong<br />

enough to thwart God’s plans.<br />

Easter is proof that no situation is<br />

hopeless. God offers a way<br />

through every type of roadblock.<br />

The “Per Capita Apportionment” Envelope<br />

in Your Giving Envelopes<br />

In the box that contains your weekly giving envelopes, you may have noticed a blue “Per Capita Apportionment” envelope.<br />

Per Capita Apportionment refers to the money <strong>Fairview</strong> gives to the Evangelical <strong>Presbyterian</strong> <strong>Church</strong> to enable the<br />

denomination to do its necessary administrative duties. It is somewhat like a membership fee. . In the Evangelical Pres-<br />

byterian <strong>Church</strong>, the Per Capita Apportionment payment is voluntary. <strong>Fairview</strong> is thankful for its reception into the EPC<br />

and we are anxious to give this offering to the denomination.<br />

What should I give to the Per Capital Apportionment We do not know for sure yet. Based on previous experience, the<br />

Session recommend that our members give $30.00 per person, $60.00 per couple for the 2013 per capita. It may be a<br />

little bit more or a little bit less, this is a ballpark figure.<br />

January 22, 2013<br />

• Trustees Ryan Ludt and John<br />

Hiatt of the Board of Trustees<br />

and resting Elder Barb Finch<br />

were in attendance as guests.<br />

• Chapter 23 of the Westminster<br />

Confession of Faith was reviewed<br />

& discussed.<br />

• Trustee Ryan Ludt reviewed<br />

highlights from the minutes of<br />

the January 2013 meeting of<br />

the Board of Trustees, including<br />

updates concerning the Windsor<br />

Academy and Little Learners<br />

programs using space in the<br />

building, and progress on replacing<br />

the doors on the first<br />

floor.<br />

• On a motion by Elder Jim Fox,<br />

seconded by Elder Dennis<br />

Lesher, that all lay staff would<br />

receive a 2 percent increase<br />

above their 2012 salaries. During<br />

the discussion period, it was<br />

clarified that the motion did include<br />

the Nursery Attendant<br />

and Office Administrator positions,<br />

which had received a salary<br />

increase during the latter<br />

months of 2012. After a period<br />

of discussion, this motion carried<br />

by a majority vote.<br />

• On a motion by Elder Carolyn<br />

Thompson, seconded by Elder<br />

Linda Gyrath, that the Women’s<br />

Ministry be given a 2013 budget<br />

allocation of $800. After a period<br />

of discussion, this motion<br />

carried by a majority vote.<br />

• Elder Scott Schweppe and resting<br />

Elder Barb Finch presented<br />

a motion from their committee<br />

to update the policy language<br />

and forms for the Farr Education<br />

Scholarship bequest to reflect<br />

our anticipated reception<br />

as a particular church of the<br />

EPC Presbytery of the East. As<br />

this motion came from a committee,<br />

there was no need for<br />

a second, and after a period of<br />

discussion, this motion carried.<br />

• Various concerns were lifted up<br />

to God in a time of prayer.<br />

• The Moderator adjourned the<br />

meeting and the meeting was<br />

closed in a time of corporate<br />

prayer initiated by Elder Jay<br />

Hayes.<br />

Summary of the Annual February<br />

of the Congregation and the<br />

Corporation<br />

February 10, 2013<br />

• Pastor Mark Atkinson called the<br />

meeting to order and opened<br />

with prayer. Attendees were<br />

directed to additional copies of<br />

the meeting agenda and the<br />

2012 Annual Reports for those<br />

members who needed either.<br />

• The Clerk of Session noted that<br />

Section A of Article II of the<br />

<strong>Church</strong> By-Laws specifies two<br />

annual meetings of the Congregation<br />

and/or Corporation and<br />

that the annual meetings ordinarily<br />

held on the first Sunday of<br />

February are held for the purpose<br />

of reviewing all annual<br />

reports and receiving the annual<br />

budget, as well as any other<br />

business properly coming before<br />

the meeting. The Clerk of<br />

Session indicated that the February<br />

meeting had been delayed<br />

one week to allow for representatives<br />

from <strong>Fairview</strong> to<br />

attend the meeting of the EPC<br />

Presbytery of the East on 2/1-<br />

2/13 at which <strong>Fairview</strong> <strong>Presbyterian</strong><br />

<strong>Church</strong> was accepted as<br />

a particular church in the Evangelical<br />

<strong>Presbyterian</strong> <strong>Church</strong>.<br />

The Corporation Meeting<br />

(Moderator: President, Board<br />

of Trustees, Ryan Ludt)<br />

• The Moderator opened offering<br />

highlights from the 2012 Annual<br />

Report, including use of the<br />

church’s facilities by Windsor<br />

Academy and by Little Learners,<br />

and the capital projects<br />

concerning refurbishment of the<br />

church steeple and the ongoing<br />

project to replace all doors on<br />

the first floor of the building.<br />

• The Audit Committee’s statement<br />

in the 2012 Annual Report<br />

Statements are materially accurate<br />

was noted.<br />

The Congregational Meeting<br />

(Moderator: Pastor Mark Atkinson)<br />

• Pastor Mark Atkinson called the<br />

Congregational Meeting to order<br />

and called forward Elders<br />

Jay Hayes, Geoff Back, Carolyn<br />

Thompson, Barb Finch and Lois<br />

Ann Atkinson to share their impressions<br />

of the 2/1-2/13 meeting<br />

of the EPC Presbytery of the<br />

East at which <strong>Fairview</strong> <strong>Presbyterian</strong><br />

<strong>Church</strong> was accepted as<br />

a particular church and Pastor<br />

Mark Atkinson was accepted as<br />

a teaching elder in the Evangelical<br />

<strong>Presbyterian</strong> <strong>Church</strong>. After<br />

<strong>Fairview</strong>’s representatives concluded<br />

offering their comments<br />

and observations, the congregation<br />

was invited to rise to sing<br />

the doxology.<br />

• Elder Roy Adler was recognized<br />

by the Moderator to present the<br />

2013 budget summary on behalf<br />

of Session and the joint<br />

Session/Trustees Finance Committee.<br />

Elder Roy Adler noted<br />

the projected exceedance of<br />

expense outlays relative to anticipated<br />

income for 2013 in the<br />

estimated amount of $23,000<br />

and noted that it had proven<br />

necessary for all ministry teams<br />

and committees to accept<br />

lesser funding levels. He emphasized<br />

the need for prayer<br />

during the year as leadership<br />

deliberated how to close the<br />

gap. At the conclusion of this<br />

brief presentation, Elder Roy<br />

Adler asked if there were any<br />

questions from the floor. No<br />

questions or comments were<br />

offered.<br />

• The Moderator transferred his<br />

duties to the Clerk of Session<br />

and temporarily left the meeting<br />

along with Lois Ann Atkinson.<br />

The Moderator recognized<br />

Elder Dennis Lesher to provide<br />

a brief summary of the changes<br />

in the pastor’s compensation for<br />

2013. Elder Dennis Lesher advised<br />

the congregation that after two<br />

years of no salary action, the 2013<br />

budget reflected a 3.5 percent increase<br />

in the pastor’s salary, an<br />

overall increase of 2.2 percent in his<br />

total compensation, and a 2.2 percent<br />

increase in the salaries for all<br />

lay staff. The Moderator asked if<br />

there were any questions from the<br />

floor concerning the changes in the<br />

pastor’s compensation for 2013. A<br />

question was asked if the changes<br />

in the pastor’s compensation appropriately<br />

reflected the transition from<br />

the PCUSA into the EPC. The Moderator<br />

responded indicating that the<br />

prior terms of call had been transposed<br />

into the EPC’s format and to<br />

reflect the necessary adjustments<br />

consistent with our new ecclesiastical<br />

affiliation, and that the terms of<br />

call had been accepted by the EPC<br />

Presbytery of the East. The Moderator<br />

asked if there were any other<br />

questions and seeing none, asked<br />

that Pastor Mark Atkinson and Lois<br />

Ann Atkinson be invited to return.<br />

The Clerk of Session then relinquished<br />

Moderator duties back to<br />

Pastor Mark Atkinson.<br />

• The Moderator called for a motion<br />

to receive the 2012 Annual<br />

Report and the 2013 budget. A<br />

motion to this effect was made<br />

and seconded.<br />

• Pastor Mark Atkinson offered<br />

the adjourning prayer.<br />

been supporting for several years.<br />

Our mission budget had to be cut<br />

for 2013. This is very disappointing<br />

as these missions all rely on the<br />

support we give them. Pray earnestly<br />

about what God would have<br />

you give toward our mission support<br />

this year.<br />

Following are excerpts from letters<br />

received from a few of<br />

our missionaries:<br />

Poor Children’s Assistance Project<br />

c/o Jerry and Esther Bryant<br />

We had another exciting year of<br />

ministry in 2012 and we would like<br />

to thank you for helping make it possible.<br />

We were able to travel to Haiti<br />

twice this year. On the trip in October<br />

our team of 4 people took suitcases<br />

full of tools and supplies to<br />

build 50 school benches for two<br />

schools. We were also able to supply<br />

funding making it possible to buy<br />

many school uniforms... The donations<br />

you have sent to us were used<br />

to support the schools in Camatin,<br />

Petit Harpon, Timarche’, Fond Parisien<br />

and Merger’….. When we finished<br />

building the school benches<br />

we left a large suitcase full of tools<br />

to one of the Haitian men who<br />

helped us. Helping Haitian men and<br />

women start businesses that will<br />

enable them to support their families<br />

is a tremendous blessing to<br />

them…..Please continue to pray for<br />

the Haitian children and all our<br />

brothers and sisters that help in this<br />

ministry to them.<br />

Recently, we looked over Christmas<br />

pictures from when we first arrived<br />

in China ten years ago. We marvel<br />

at how, despite our not changing at<br />

all (we only wish!), our four young<br />

people are growing into the lovely<br />

people God designed them to be.<br />

(Nathan is 18, Zachary is 16, Emma<br />

is 14 and Anya is 13.) As we think<br />

back over these ten years, we are<br />

grateful to also see inward changes.<br />

Though hard to gauge whether as<br />

dramatic as the physical changes<br />

the children have gone through, all<br />

of us – young and old alike – consider<br />

it a great privilege to have had<br />

our lives touched by those we have<br />

worked with for most of the past<br />

decade. We give thanks to our Lord<br />

for allowing us to live in this quickly<br />

changing land since 2003. But in the<br />

midst of all these changes, One<br />

doesn’t. He is faithful, in control and<br />

good. We are grateful looking back<br />

these past ten years, knowing He<br />

holds us in His hands. “Jesus Christ<br />

is the same yesterday, today and<br />

forever!” (Hebrews 13:8)<br />

way. This year we have requests for<br />

over 450,000 Bibles.<br />

Pray that as new believers study the<br />

Word that God will speak to their<br />

hearts and that the truths of the Bible<br />

will be planted deep within their<br />

souls.<br />
