On February 1, 2013 I was examined by the Presbytery of the East of
the Evangelical Presbyterian Church and formally received as a
Teaching Elder. Fairview was also received as a particular church of
the EPC.
The EPC takes its “gate-keeping” responsibilities seriously. Part of the decline of our
former denomination was its inability and unwillingness to determine that the officers –
Pastors and other leaders – believe and agree upon the historic core theological affirmations
of the historic Presbyterian faith. The EPC does not wish to make that same
mistake. Before accepting a pastor into its membership, the Presbytery of the East
wishes to be sure that he (or she) shares with the presbytery a basic theological understanding
of the Reformed faith. So, what did it take to transfer my ordination credentials
into the EPC
Last summer I completed a lengthy resume that detailed my education, continuing education
and service to the church through my almost thirty years of ordained ministry. I
also wrote brief (a paragraph or two) theological summaries of my beliefs on about two
dozen theological topics. This past November, I met in phone conference with the ministerial
relations committee of the Presbytery of the East. There were about six folk in
on the conversation and it lasted for about an hour and a half. They examined my
views on Theology and Sacraments, English Bible, the Book of Order (of the EPC), the
Reformed tradition, and the nature of the office of Minister or the Word. At the conclusion
of the interview, the committee met briefly separately from me, and voted to recommend
that I be received by the Presbytery of the East. That vote set the stage for my
standing before the Presbytery at its meeting in February.
Before the Presbytery (about seventy voting commissioners, plus an equal number of
observers and guests) I affirmed my unconditional adherence to the seven essentials
of the Evangelical Presbyterian Church. I declared the one exception that I have to the
system of doctrine articulated by the Westminster Confession and its catechisms: that
exception being the Confession’s apparent prohibition of offering home communion to
members unable to be physically present for Sunday worship. I then offered a testimony
as to how I came to faith in Jesus Christ and a very brief overview of my pastoral
ministry. The Presbytery was then invited to ask of me any questions related to the five
categories listed above that guided my phone interview. Lois Ann tells me I took seven
questions (I was too nervous to keep count ☺). One addressed ecclesiology: how I
came to seek membership in the EPC. Another, on pastoral care, asked how I sought
to balance “grace and truth” in my ministry. Another was more of a challenge than a
question. In explaining my objection to the Westminster Confession’s prohibition of
home communion, I spoke enthusiastically of the extended communion offered by Fairview’s
elders and deacons to our homebound members. Apparently some EPC
churches do not permit Deacons to serve communion in this manner. The questioner
was challenging Fairview’s practice. I replied that we seek to be “a good EPC church
and if any changes are needed, we will make them.” Since that time the Stated Clerk of
the presbytery has written positively of Fairview’s practice in offering home communion,
asking only that the Session officially appoint our Deacons to this important ministry.
We will do so at the February Session meeting.
See you in church on Sunday.
Daylight-Saving Time—It’s Back: March 10
Everything You Wanted To Know About Daylight-Savings Time from an Interview with Pastor Mark
Q. Pastor Mark, why does FPC not implement Daylight Savings Time until after church on Sunday
A. Two reasons: first, there are always families who forget to change their clocks – and for their error they miss worship.
We do not wish for anyone to miss the most important hour of their week. Doing things the “Fairview way” means
that a person or family is not punished for forgetfulness. Secondly, that lost hour takes its toll. This way, everyone gets
a full night of sleep. (Say “Amen” somebody!).
Q. Pastor Mark, what if we wish to make plans with family or friends from another church, still following the old way of
doing things
A. Simple: tell your friends or family that you are not available for lunch or other commitment before 1:00 PM that day.
Q. Pastor Mark, all my electronic gadgets (phone, computer) automatically set themselves for DST. What should I do
A. This one requires a low tech solution. You will need to put your phone alarm in a box somewhere and unpack that
old fashioned alarm clock in your drawer. This is a little bit of a nuisance, but is not that extra hour of sleep worth the
effort Also, you may want to put a post-it note on your phone and computer screen to remind you to ignore the time
they show on Sunday morning. Post-it notes are available at the Welcome Desk.
Q. Pastor Mark, is there anything else we should consider about Fairview’s approach to DST
A. Yes, DST is an opportunity to invite your neighbors and friends to come to church rested and refreshed! We will turn
our clocks forward together during worship. Come to worship at 10:30 AM with a full nights rest.
The Adult Christian Education Program at Fairview Presbyterian Church
Seeks to Promote “ “Faith Seeking Understanding
Living as a Christian in an Un-Christian World
Teacher: Al Seawell
Jesus told His Disciples: If the world hates you know that it has hated me before it hated you. If you were of the world,
the world would love you as its own; but because you are not of the world, but I chose you out of the world, therefore
the world hates you. John 15:18-19
Life in the Spirit
Romans: Chapter 8
Teachers: Geoff Back and Jim Fox
The first seven chapters of Romans explained how God shows us his justice and mercy in putting us right with him
through the death of Christ, and how we can have full assurance that we have been changed forever. So, we ask,
“What now” That’s a fair question not only for those who are beginning their walk with Christ, but for Christians at any
point along the way. As we struggle with sin, endure persecution, and confront suffering, we may wonder how all of
these things fit into God’s plan of salvation. We may even wonder how - or if - God is still at work. In this series of sermons
from Romans 8 by Alistair Begg, we are reminded that God’s Spirit empowers the Christian life from beginning
to end as the persevering love of God holds those who belong to him in Christ. The Spirit enables the child of God to
live a new life in submission to God’s law and to mortify the fleshly desires of the old life. He also sustains the believer
in suffering and intercedes for us in weakness. This great chapter grounds believers in the gospel reality that God is
for us in every aspect of the Christian life, ensuring that, in the words of Augustus Toplady, “the work which his goodness
began, the arm of his strength will complete”.
Q. What does the EPC believe
A. The EPC is Presbyterian in governments, Reformed in theology and Evangelical in spirit.
In the foyer are brochures containing other
Frequently Asked Questions about the Evangelical Presbyterian Church.
Roadblock
Newsletter Newsletter
“We can depend on God to fulfill
his promise, even when all the
roads leading to it are closed”
wrote Bible commentator Matthew
Henry about 300 years ago.
For the disciples on Good Friday,
all the roads had closed and the
gates were barred shut. Jesus was
dead — and with him, their hope. In
fear and grief, they locked themselves
in an upper room.
But soon they discovered the tomb
was empty. The grave wasn’t the
end. Even death wasn’t strong
enough to thwart God’s plans.
Easter is proof that no situation is
hopeless. God offers a way
through every type of roadblock.
The “Per Capita Apportionment” Envelope
in Your Giving Envelopes
In the box that contains your weekly giving envelopes, you may have noticed a blue “Per Capita Apportionment” envelope.
Per Capita Apportionment refers to the money Fairview gives to the Evangelical Presbyterian Church to enable the
denomination to do its necessary administrative duties. It is somewhat like a membership fee. . In the Evangelical Pres-
byterian Church, the Per Capita Apportionment payment is voluntary. Fairview is thankful for its reception into the EPC
and we are anxious to give this offering to the denomination.
What should I give to the Per Capital Apportionment We do not know for sure yet. Based on previous experience, the
Session recommend that our members give $30.00 per person, $60.00 per couple for the 2013 per capita. It may be a
little bit more or a little bit less, this is a ballpark figure.
Thank you for your gift that helps FPC meet this obligation.
above their 2012 salaries. During
the discussion period, it was
clarified that the motion did include
the Nursery Attendant
and Office Administrator positions,
which had received a salary
increase during the latter
months of 2012. After a period
of discussion, this motion carried
by a majority vote.
• On a motion by Elder Carolyn
Thompson, seconded by Elder
Linda Gyrath, that the Women’s
Ministry be given a 2013 budget
allocation of $800. After a period
of discussion, this motion
carried by a majority vote.
• Elder Scott Schweppe and resting
Elder Barb Finch presented
a motion from their committee
to update the policy language
and forms for the Farr Education
Scholarship bequest to reflect
our anticipated reception
as a particular church of the
EPC Presbytery of the East. As
this motion came from a committee,
there was no need for
a second, and after a period of
discussion, this motion carried.
• Various concerns were lifted up
to God in a time of prayer.
• The Moderator adjourned the
meeting and the meeting was
closed in a time of corporate
prayer initiated by Elder Jay
Hayes.
Summary of the Annual February
of the Congregation and the
Corporation
February 10, 2013
• Pastor Mark Atkinson called the
meeting to order and opened
with prayer. Attendees were
directed to additional copies of
the meeting agenda and the
2012 Annual Reports for those
members who needed either.
• The Clerk of Session noted that
Section A of Article II of the
Church By-Laws specifies two
annual meetings of the Congregation
and/or Corporation and
that the annual meetings ordinarily
held on the first Sunday of
February are held for the purpose
of reviewing all annual
reports and receiving the annual
budget, as well as any other
business properly coming before
the meeting. The Clerk of
Session indicated that the February
meeting had been delayed
one week to allow for representatives
from Fairview to
attend the meeting of the EPC
Presbytery of the East on 2/1-
2/13 at which Fairview Presbyterian
Church was accepted as
a particular church in the Evangelical
Presbyterian Church.
The Corporation Meeting
(Moderator: President, Board
of Trustees, Ryan Ludt)
• The Moderator opened offering
highlights from the 2012 Annual
Report, including use of the
church’s facilities by Windsor
Academy and by Little Learners,
and the capital projects
concerning refurbishment of the
church steeple and the ongoing
project to replace all doors on
the first floor of the building.
• The Audit Committee’s statement
in the 2012 Annual Report
Statements are materially accurate
was noted.
The Congregational Meeting
(Moderator: Pastor Mark Atkinson)
• Pastor Mark Atkinson called the
Congregational Meeting to order
and called forward Elders
Jay Hayes, Geoff Back, Carolyn
Thompson, Barb Finch and Lois
Ann Atkinson to share their impressions
of the 2/1-2/13 meeting
of the EPC Presbytery of the
East at which Fairview Presbyterian
Church was accepted as
a particular church and Pastor
Mark Atkinson was accepted as
a teaching elder in the Evangelical
Presbyterian Church. After
Fairview’s representatives concluded
offering their comments
and observations, the congregation
was invited to rise to sing
the doxology.
• Elder Roy Adler was recognized
by the Moderator to present the
2013 budget summary on behalf
of Session and the joint
Session/Trustees Finance Committee.
Elder Roy Adler noted
the projected exceedance of
expense outlays relative to anticipated
income for 2013 in the
estimated amount of $23,000
and noted that it had proven
necessary for all ministry teams
and committees to accept
lesser funding levels. He emphasized
the need for prayer
during the year as leadership
deliberated how to close the
gap. At the conclusion of this
brief presentation, Elder Roy
Adler asked if there were any
questions from the floor. No
questions or comments were
offered.
• The Moderator transferred his
duties to the Clerk of Session
and temporarily left the meeting
along with Lois Ann Atkinson.
The Moderator recognized
Elder Dennis Lesher to provide
a brief summary of the changes
in the pastor’s compensation for
2013. Elder Dennis Lesher advised
the congregation that after two
years of no salary action, the 2013
budget reflected a 3.5 percent increase
in the pastor’s salary, an
overall increase of 2.2 percent in his
total compensation, and a 2.2 percent
increase in the salaries for all
lay staff. The Moderator asked if
there were any questions from the
floor concerning the changes in the
pastor’s compensation for 2013. A
question was asked if the changes
in the pastor’s compensation appropriately
reflected the transition from
the PCUSA into the EPC. The Moderator
responded indicating that the
prior terms of call had been transposed
into the EPC’s format and to
reflect the necessary adjustments
consistent with our new ecclesiastical
affiliation, and that the terms of
call had been accepted by the EPC
Presbytery of the East. The Moderator
asked if there were any other
questions and seeing none, asked
that Pastor Mark Atkinson and Lois
Ann Atkinson be invited to return.
The Clerk of Session then relinquished
Moderator duties back to
Pastor Mark Atkinson.
• The Moderator called for a motion
to receive the 2012 Annual
Report and the 2013 budget. A
motion to this effect was made
and seconded.
• Pastor Mark Atkinson offered
the adjourning prayer.
Please pray about the monies we
give to the missionaries we have
been supporting for several years.
Our mission budget had to be cut
for 2013. This is very disappointing
as these missions all rely on the
support we give them. Pray earnestly
about what God would have
you give toward our mission support
this year.
Following are excerpts from letters
received from a few of
our missionaries:
Poor Children’s Assistance Project
c/o Jerry and Esther Bryant
We had another exciting year of
ministry in 2012 and we would like
to thank you for helping make it possible.
We were able to travel to Haiti
twice this year. On the trip in October
our team of 4 people took suitcases
full of tools and supplies to
build 50 school benches for two
schools. We were also able to supply
funding making it possible to buy
many school uniforms... The donations
you have sent to us were used
to support the schools in Camatin,
Petit Harpon, Timarche’, Fond Parisien
and Merger’….. When we finished
building the school benches
we left a large suitcase full of tools
to one of the Haitian men who
helped us. Helping Haitian men and
women start businesses that will
enable them to support their families
is a tremendous blessing to
them…..Please continue to pray for
the Haitian children and all our
brothers and sisters that help in this
ministry to them.
Many Blessings in Jesus Christ,
Recently, we looked over Christmas
pictures from when we first arrived
in China ten years ago. We marvel
at how, despite our not changing at
all (we only wish!), our four young
people are growing into the lovely
people God designed them to be.
(Nathan is 18, Zachary is 16, Emma
is 14 and Anya is 13.) As we think
back over these ten years, we are
grateful to also see inward changes.
Though hard to gauge whether as
dramatic as the physical changes
the children have gone through, all
of us – young and old alike – consider
it a great privilege to have had
our lives touched by those we have
worked with for most of the past
decade. We give thanks to our Lord
for allowing us to live in this quickly
changing land since 2003. But in the
midst of all these changes, One
doesn’t. He is faithful, in control and
good. We are grateful looking back
these past ten years, knowing He
holds us in His hands. “Jesus Christ
is the same yesterday, today and
forever!” (Hebrews 13:8)
Enclosed please find the third report
from your Church Planters. We
praise God for the fruit that continues
to be produced for the Kingdom
of God. Please note in particular the
following results:
19 Decision for Christ
4 Baptized
11 Ready for Baptism
3 Witnessing Prayer Cells Established
30 Regularly attending Worship and
Bible Study
How significant it is that funding
given to sponsor Church Planters is
first used to print Bibles. The new
believers need the Word of God in
order to become grounded in their
faith so that they can endure any
persecution which may come their
way. This year we have requests for
over 450,000 Bibles.
Pray that as new believers study the
Word that God will speak to their
hearts and that the truths of the Bible
will be planted deep within their
souls.
Sincerely in Christ, Bill Teate
If you are a teacher or a parent, do
you enjoy the children God has entrusted
to you Don’t underestimate
the power of you, or as one
preacher recently put it:
“A joyless parent (teacher) can no
more raise happy kids than a skunk
can raise skunklets that smell
good.”
“We could learn a lot from cray-
ons; some are sharp, some are
pretty, some are dull, some have
weird names, and all are differ-
ent colors, but they all have
learned to live in the same box.”
