Leadership <strong>and</strong> culture<br />

Elected members <strong>and</strong> senior <strong>of</strong>ficers provide strong <strong>and</strong> effective leadership. Strategic priorities<br />

<strong>and</strong> corporate values are well set out <strong>and</strong> demonstrate political <strong>and</strong> managerial commitment to high<br />

st<strong>and</strong>ards. There is also a strong managerial culture which demonstrates a good underst<strong>and</strong>ing <strong>of</strong><br />

what best value requires, <strong>and</strong> an improving focus on managing performance. Arrangements for <strong>the</strong><br />

scrutiny <strong>of</strong> decisions need to be reconsidered.<br />

20. Elected members <strong>and</strong> senior <strong>of</strong>ficers provide clear strategic direction for <strong>the</strong> council <strong>and</strong> have<br />

provided effective leadership <strong>and</strong> facilitation <strong>of</strong> <strong>the</strong> community planning process. The council shares<br />

six long-term strategic aims <strong>and</strong> objectives with its community planning partners <strong>and</strong> has identified an<br />

additional four corporate objectives. These are set out in <strong>the</strong> <strong>Renfrewshire</strong> community plan (2000 to<br />

2010) <strong>and</strong> <strong>the</strong> council’s corporate statement <strong>and</strong> are shown in Exhibit 2. The council’s planning<br />

framework is discussed fur<strong>the</strong>r in paragraphs 33 to 44.<br />
