around <strong>the</strong> role <strong>of</strong> <strong>the</strong> leadership board <strong>and</strong> <strong>the</strong> political composition <strong>of</strong> <strong>the</strong> scrutiny board, which are<br />

discussed below, <strong>the</strong> structure has enabled <strong>the</strong> council to make good progress in delivering policy<br />

objectives in an historically politically turbulent environment.<br />

24. The council has a number <strong>of</strong> policy boards with widely delegated authority for specified policy areas.<br />

This means that <strong>the</strong> boards are <strong>the</strong> main decision making forums within <strong>the</strong> council. The policy boards<br />

are also responsible for scrutinising <strong>the</strong> performance <strong>of</strong> services.<br />

25. The Leadership Board’s remit is to provide strategic leadership for <strong>the</strong> council <strong>and</strong> ensure consistency<br />

across <strong>the</strong> council’s policy objectives. It also directs <strong>and</strong> oversees community planning. The board<br />

comprises elected members from almost all political parties (seven Labour, three SNP <strong>and</strong> one Liberal<br />

Democrat). This is not, however, proportionate to <strong>the</strong> whole council’s composition, as a greater<br />

proportion <strong>of</strong> places are held by <strong>the</strong> administration. While <strong>the</strong> board receives reports on progress with<br />

<strong>the</strong> overarching <strong>the</strong>mes <strong>of</strong> <strong>the</strong> community plan, <strong>the</strong>se reports are not sufficiently detailed to enable <strong>the</strong><br />

board to identify <strong>and</strong> track progress on <strong>the</strong> council’s contribution to <strong>the</strong> achievement <strong>of</strong> <strong>the</strong>se <strong>the</strong>mes.<br />

The board does not currently receive reports on progress against <strong>the</strong> corporate statement.<br />

26. The Leadership Board also has call-in powers over decisions made by o<strong>the</strong>r boards. This role is<br />

intended to act as a check on <strong>the</strong> widely delegated decision-making powers <strong>of</strong> <strong>the</strong> council’s policy<br />

boards. The arrangement requires <strong>the</strong> majority <strong>of</strong> members <strong>of</strong> <strong>the</strong> leadership board to sign a call-in<br />

motion. Given <strong>the</strong> political balance <strong>of</strong> <strong>the</strong> board, <strong>the</strong>se arrangements are not effective as a check or<br />

scrutiny mechanism <strong>and</strong> <strong>the</strong> board has not used its powers to date.<br />
