In the wake of a number of significant pipeline incidents,<br />

the INGAA Board of Directors chartered the Integrity<br />

Management Continuous Improvement initiative. From this,<br />

9 Action Teams were assembled to proactively address issues<br />

to build confidence in pipeline safety. The speaker will review<br />

these efforts for the conference attendees.<br />

1) AC Induced Corrosion<br />

The presentation is a case study of a corrosion leak on<br />

an NPS 16 HP line running in a high tension wire corridor.<br />

The cause of the corrosion was due to induced AC current.<br />

The line was in-line inspected after the first leak was<br />

detected. The inspection identified a number of Immediate<br />

Indications, one of which was found to be leaking as it was<br />

excavated. The study includes the actions that were taken<br />

system wide as a result of this leak.<br />

7) Mandatory Continuing Professional<br />

Development - a <strong>Canadian</strong> Perspective<br />

The enhancement of technical and professionnal skills<br />

for engineers has become a priority for many professional<br />

corporations across Canada. L’Ordre des Ingénieurs<br />

du Québec in the province of Quebec passed a new<br />

regulation to make continuing education mandatory<br />

starting in April 2011. This regulation aims to be an<br />

incentive for all engineers to handle their professional<br />

development and continuing education within the six<br />

following competencies: 1) To come on terms with its<br />

professional status; 2) To solve problems using applied<br />

science and rules of the art; 3) To communicate efficiently;<br />

4) To ensure high standards of quality in its professional<br />

activities; 5) To ensure adequate technical risk management;<br />

6) To manage activities, technical crews and projects. The<br />

round table will focus on how canadian gas companies will<br />

handle continuing education needs for their engineers in<br />

regards of present and future obligations in regulations.<br />

8) Good, The Bad & The Ugly -<br />

Mapping Records Roundtable<br />

A new CSA standard on mapping and technical records<br />

management has recently been published after a four<br />

year period of development and build up. The CSA S250<br />

Mapping of Underground Utility Infrastructure standard<br />

is a consolidation of general mapping, utility industry best<br />

practices and internal company processes. This round<br />

table will openly explore the key elements of the S250,<br />

it’s benefits and risks with time to discuss mapping<br />

challenges of <strong>CGA</strong> members.<br />

Achieving Process Safety Excellence<br />

When implemented properly, Process Safety Management<br />

(PSM) can be an effective tool for increasing not only the<br />

safety of an operation, but its efficiency, cost-effectiveness,<br />

and quality. DuPont, a science-based products and services<br />

many of the concepts of PSM. This presentation will discuss<br />

12) Performance Criteria - Municipal<br />

and Public Utility Requirements<br />

Recent investments for infrastructures led many<br />

municipalities to look closer at utility companies<br />

operations for better coordination in ROW. Despite of<br />

the engineering and project management staff expertise,<br />

utilities are often compelled to use municipal technical<br />

specifications for cuts reinstatement. Those requirements<br />

have significant financial and logistic impacts. Though<br />

municipal concerns are relevant, performance criteria,<br />

have to be defined. Most municipal specifications<br />

focus on reinstatement techniques but are silent on<br />

performance requirements. It is in this context that<br />

Gaz Métro developed a methodology to assess the<br />

performance of its reinstated cuts based on the<br />

principles of typical pavement management processes.<br />

A case study will illustrate the concept and the<br />

application of this innovative methodology.<br />

A <strong>CGA</strong> TF has created a Guideline for the Introduction<br />

of Biomethane into Existing Natural <strong>Gas</strong> Distribution &<br />

Transmission Systems. This plenary will present those<br />

guidelines including a Project Approach Model, a<br />

Verification Program & general definitions & information<br />

concerning biomethane interchangeability & transmission<br />

& distribution system component performance.<br />

14) Horizontal Directional Drilling<br />

Using Intercept Method<br />

An 800m HDD installation beneath the Lawrence River was<br />

performed using the intercept method. The project was<br />

executed in order to replace a bridge mounted pipeline on<br />

the North Channel Bridge in Cornwall On. The pipeline is<br />

the primary supply to St. Lawrence <strong>Gas</strong> in New York State,<br />

an affiliate company of Enbridge <strong>Gas</strong> Distribution. In order<br />

to accommodate the construction timeline of a new bridge<br />

it was necessary to expedite the crossing. The project also<br />

involved liaising with local stakeholders, First Nations and<br />

federal authorities. The presentation will speak to the<br />

complexities, technology, timeline and lessons learned<br />

from the project.<br />

17) “Black Starting” in Preparation<br />

for the Next Major Blackout:<br />

the Dawn Microgrid<br />

The Northeast blackout of 2003 exposed the vulnerability<br />

of the power grid to a prolonged failure. At the Dawn<br />

Operations Centre, the heart of Union <strong>Gas</strong>’ Storage and<br />

Transmission Operations, a steady supply of AC power is<br />

necessary to sustain critical control, communication, and<br />

cooling systems. In addition to reminders from the 2003<br />

blackout, Dawn’s aging fleet of standby gas generators<br />

and an inherently weak rural feeder from Hydro One have<br />

made the reliability of its electric power supply a growing<br />

concern. This talk will discuss how Union <strong>Gas</strong> recently<br />

addressed this problem through a control system upgrade,<br />

which enables low voltage gas generators to restore<br />

Dawn’s 27.6 kV grid.<br />

18) Determining Yield Strength Without<br />

Line Shutdown<br />

The results of a multi year research project to develop<br />

and test a methodology to determine pipeline yield<br />

Gains through Technology<br />

The presentation will cover a technology initiative<br />

undertaken by Intermountain <strong>Gas</strong> to reduce business<br />

costs. Intermountain introduced a concept of capturing<br />

inspection data with field devices and barcodes to reduce<br />

“Back-Office” operations and improve data integrity.<br />

19) Booster Compressor<br />

The booster compressor technology focuses on recovering<br />

natural gas when purging pipelines. With the aid of a<br />

booster compressor natural gas is extracted from any<br />

part of a pipeline that is isolated from the system and<br />

re-injected into an unaffected part of the system or another<br />

receiving pipeline. Information on the development,<br />

implementation and benefits will be discussed.<br />
