Tubong-Tubong
Tubong-Tubong is a special project of
DOLE in partnership with the Philippine Army
and the Local Government Unit (LGUs), specifically
for Municipalities which are in danger of infiltration
by left-leaning organizations. Convergence
of services among the National Government
Agencies (NGAs) and other stakeholders are
brought to the locality based on the needs identified
by residents and local officials. During an orientation,
the partners have difficulty in appreciating
and understanding the purpose of the program
due to differences in ideologies whereas the LGU
may not readily feel the need for such services.
Promotion of Tubong Tubong Project in Libacao, Aklan.
However, the constant advocacy with partners enabled the project to take-off. Tubong-Tubong Project
covers the Municipalities of Tubungan in Iloilo, San Remegio in Antique, Tapaz in Capiz and Libacao in Aklan.
In Libacao, Aklan, an orientation was conducted with the local government unit on November 6, 2012
which resulted to the creation of a steering committee. In Tubungan, a Strategic Planning was conducted on
September 24, 2012, while in San Remegio, Antique, an orientation was conducted on October 17, 2012 when
plans were also discussed.
On December 14, 2012, a Memorandum of Agreement was forged among the 61st IB and 3 rd ID of the
Philippine Army, National Commission on Indigenous People, Fiber Industry Development Authority, Department
of Science & Technology, Department of Agriculture, Department of Interior and Local Government, Local
Government Unit of Tapaz, Capiz, and other stakeholders.
Facilitated the Organization and Strengthening of the Following
Intermediaries
The Region organized its intermediaries such
as the five (5) provincial and a regional networks of
Guidance Counselors with one already registered with
the SEC, the Network of Contractors and Sub-
Contractors, the Workers and Agrarian Reform Beneficiaries
Alliance and the DOLE Integrated Livelihood
Program (DILP), thereby expanding the office’s partnership
with the private sector.

It also strengthened the Tripartite Industrial
Peace Council/Industry Tripartite Council (TIPC/
ITC), Western Visayas Occupational Safety and
Health Network and Family Welfare Committees. Capability
building activities were also conducted for the
members.
