Ranariddh, and the Khmer Rouge <strong>of</strong> Pol Pot supported by Red Ch<strong>in</strong>a. <strong>The</strong> Vietnamese troops<br />

withdrew from <strong>Cambodia</strong> only <strong>in</strong> September 1989. A peace-tre<strong>at</strong>y was signed <strong>at</strong> Paris on 23<br />

October 91, and a Supreme N<strong>at</strong>ional Council <strong>of</strong> <strong>Cambodia</strong> was founded, dest<strong>in</strong>ed to unite the<br />

four parties <strong>of</strong> the civil war. From 15 March 92 to 28 May 93, <strong>Cambodia</strong> was governed by the<br />

UNITAC or United N<strong>at</strong>ions Transitional Authority <strong>in</strong> <strong>Cambodia</strong>. As a result <strong>of</strong> the elections<br />

<strong>of</strong> 23 and 28 May 93, on 24 September 93, Pr<strong>in</strong>ce Sihanouk was proclaimed K<strong>in</strong>g <strong>of</strong> the new<br />

K<strong>in</strong>gdom <strong>of</strong> <strong>Cambodia</strong>. 13<br />

B) <strong>Air</strong> <strong>America</strong> <strong>in</strong> <strong>Cambodia</strong><br />

After fight<strong>in</strong>g had started <strong>in</strong> <strong>Cambodia</strong> <strong>in</strong> 1957 and after US pressure had forced the South<br />

Vietnamese forces th<strong>at</strong> had <strong>in</strong>vaded <strong>Cambodia</strong> <strong>in</strong> June 58 to withdraw, CAT Inc. made a<br />

contract with USOM <strong>Cambodia</strong> <strong>in</strong> 1958 for Piper Apache Fly<strong>in</strong>g Service. 14 This contract was<br />

l<strong>at</strong>er taken over by <strong>Air</strong> <strong>America</strong> and dur<strong>in</strong>g the early sixties, one <strong>Air</strong> <strong>America</strong> Apache was<br />

based <strong>at</strong> Phnom Penh. 15 “<strong>The</strong> Apache <strong>in</strong> <strong>Cambodia</strong> […] was used mostly by USAID, to take<br />

people around the country; mostly the people were <strong>in</strong> suits and really looked like they were<br />

just see<strong>in</strong>g the sights.” 16 <strong>The</strong>se flights were also oper<strong>at</strong>ed for the US Embassy <strong>at</strong> Phnom Penh.<br />

But <strong>in</strong> the early sixties, the CIA supported a paramilitary group called “Khmer Serei” or “Free<br />

Khmer” <strong>in</strong> <strong>Cambodia</strong>, 17 and possibly <strong>Air</strong> <strong>America</strong>’s Apache was also used for contacts with<br />

them. It was the presence <strong>of</strong> those CIA-supported Khmer Serei troops th<strong>at</strong>, <strong>in</strong>stig<strong>at</strong>ed by<br />

Pek<strong>in</strong>g, made Sihanouk renounce US aid altogether on 19 November 1963. 18 And the tensions<br />

between Pr<strong>in</strong>ce Sihanouk and the US grew and grew, and <strong>in</strong> 1964, Sihanouk even expelled the<br />

US MAAG advisory mission, so th<strong>at</strong> all technical support for US delivered aircraft ceased. 19<br />

And on 7 January 1964, <strong>Air</strong> <strong>America</strong>’s Apache N3183P was def<strong>in</strong>itely transferred from<br />

Phnom Penh to Saigon, 20 and no follow-on contract ever existed. 21 This situ<strong>at</strong>ion rema<strong>in</strong>ed<br />
