Recruitment<br />
During the financial year 2005-06, <strong>The</strong> <strong>Service</strong> appointed 332 new recruits to<br />
the following posts:<br />

<strong>The</strong> Civil <strong>Service</strong> Commissioners require that all recruitment to <strong>The</strong> Civil<br />
<strong>Service</strong> is on the basis of fair and open competition, except in limited<br />
circumstances where flexibility is required to meet genuine business needs.<br />
<strong>The</strong> <strong>Service</strong> exercised this exception on four occasions in 2005-06.<br />
Almost 9% of those appointed to <strong>The</strong> <strong>Service</strong> recorded that they had a<br />
disability, a 3% rise from last year's figures. <strong>The</strong>re was also a significant rise<br />
from 15% to 18% of new entrants from an ethnic minority background.<br />
