Tom Winsor to face Federation conference The agenda has yet to be released, but it is likely the most anticipated appearance at this year’s annual conference will be that of Tom Winsor. Mr Winsor, the new HM Chief Inspector of Constabulary and author of the review of police pay and conditions, has accepted an invitation to speak at the event, which is taking place in Bournemouth between May 14 and 16. The former rail regulator is not popular among rank and file officers after recommending huge changes to pay and conditions which have left many officers worse off. Having managed to avoid conference for the past two years, he will be speaking in front of hundreds of serving officers, many of whom will be angry and upset at what he has done to the police service. And Home Secretary Theresa May is also expected to attend despite being jeered and heckled at conference last year. Speaking in 2012 she told officers to ‘stop pretending they were being picked on’. She said: “The cuts will be challenging, they will involve hard choices, but they are Tom Winsor. manageable and they are affordable. I know the Fed often say we’re singling out the police. But that simply isn’t true.” However, with the recent announcement that MPs’ pension increases were to be put on hold while officers’ increased, there is once again a feeling among many that police officers are being singled out and she could be in for a bumpy ride. The conference will begin on Monday afternoon (May 13) with the Women’s Eve of Conference meeting and there will be separate rank conferences on Tuesday morning. The main conference opens on Tuesday afternoon and Ms May will take the stand for her keynote speech on the Wednesday morning when conference delegates will be joined by hundreds of day visitors as observers. It is not yet known when Mr Winsor will address the delegates. Conference closes on Thursday afternoon with the annual general meeting. The slogan for this year’s event is “20|20 Vision: Policing the Future Together.” Steve Williams, chairman of the Police Federation,said: “I believe this slogan perfectly illustrates our desire to work with all key policing stakeholders to ensure the best possible future for the police service, our members and the general public. “We hope to use the conference as a platform to build lasting, mutuallybeneficial relationships.” A full agenda is expected to be announced shortly.
