On <strong>September</strong> 3rd, the new <strong>Sciences</strong> <strong>Po</strong><br />

Reims Euro-American Campus was<br />

inaugurated.<br />

It was a very busy day, with multiple<br />

events …<br />

Late morning, Mr Pierre Bury,<br />

Director of Government Relations at RIM<br />

Reseach in motion, a major Canadian<br />

company in Technology Manufacturing<br />

and Mr Thierry Aubertin, CEO of Credit<br />

Agricole du Nord Est signed important<br />

conventions with Richard Descoings,<br />

President of <strong>Sciences</strong> <strong>Po</strong>. The first one<br />

aims to enhance technological<br />

development at the Euro-American<br />

campus while the second stresses the<br />

need for new scholarships for students<br />

coming from the Champagne-Ardenne<br />

region.<br />

The class of 2013 arrived at 2:00 pm<br />

and was welcomed by the Reims team.<br />

Then, Richard Descoing delivered the<br />

traditional <strong>Sciences</strong> <strong>Po</strong> welcome speech,<br />

in the brand new Lecture Hall.<br />

The Dual BA Program with Columbia<br />

University was signed into effect. This<br />

partnership will allow 30 students to<br />

<strong>2010</strong>-11, a new academic year begins.<br />

Can we identify the factors, risks, and<br />

challenges that will characterize this<br />

year More than ever, the economic<br />

crisis will continue to weigh upon<br />

universities forcing them into difficult<br />

compromises between the demands of<br />

their operational development and the<br />

scarcity of financial resources. The<br />

necessity of development in research<br />

and training is expressed not only<br />

through international competition but<br />

also through the missions and «raison<br />

d’être» of the universities.<br />

We know that the future of our<br />

societies depend on the universities’<br />

ability to discover new paths, new<br />

scopes of thought and other ways to<br />

conceive our relationship with the<br />

complexity of the world. Emerging<br />

countries have well understood this<br />

fact as they rely and invest massively<br />

on tertiary education. On the other end,<br />

industrialized countries which face an<br />

important growth crisis seek to reduce<br />

their public debts by encouraging<br />

private or semi-private financing in the<br />

universities. Henceforth, competition<br />

is vivid in order to exploit more than<br />

explore available resources: attracting<br />

solvent foreign students, developing<br />

«off-shore» operations such as<br />

subsidiaries abroad, opening markets<br />

to international e-learning or executive<br />

education.<br />

Isn’t there a risk that universities<br />

may compromise their «universal»<br />

mission in an international competition<br />

that is purely economic It is now more<br />

important than ever that these<br />

questions are debated in the university<br />

world with those in charge of public<br />

politics research and training. The new<br />

academic year should be an<br />

opportunity for each one of us to be<br />

more curious, creative, and imaginative<br />

than ever.<br />

Peking University visit to <strong>Sciences</strong> <strong>Po</strong><br />

Affairs Manager for Latin America,<br />

introduced <strong>Sciences</strong> <strong>Po</strong>’s history,<br />

education, programmes and particularly<br />

the international office and its function.<br />

This visit strengthened mutual<br />

understanding between the two<br />

institutions, and will<br />

certainly enhance<br />

future academic<br />

cooperation and<br />

student exchange.<br />

Peking University<br />

and <strong>Sciences</strong> <strong>Po</strong> have<br />

already developed an<br />

active student exchange<br />

programme,<br />

dual degree programmes<br />

(MA in Sustainable<br />

Development and<br />

<strong>International</strong><br />

Relations), joint research programmes,<br />

faculty mobility programmes, as well as<br />

continuing education (EPPTP)<br />

programmes.<br />

hand over the diplomas of four students<br />

in the French-<strong>Po</strong>lish Dual Degree<br />

Student during the Welcome Programme of Fall <strong>2010</strong>.<br />

<strong>Sciences</strong> <strong>Po</strong>’s Paris campus welcomed,<br />

on August 30, 650 international<br />

students (exchange and degreeseeking)<br />

for its bi-annual Welcome<br />

programme. The programme aims to<br />

help students become familiar with<br />

teaching methods, feel at ease with<br />

their French level and help students<br />

with their practical questions and<br />

integration into student life at <strong>Sciences</strong><br />

<strong>Po</strong> and in Paris.<br />

Erasmus extends to non EU students<br />

As of <strong>September</strong> <strong>2010</strong>, European<br />

citizenship will no longer be required<br />

in order to be an «Erasmus» student.<br />

From then on, any student regularly<br />

registered at <strong>Sciences</strong> <strong>Po</strong> and going<br />

abroad to study in Europe will be entitled<br />

to benefit from the Erasmus brand,<br />

simplified conditions for studying abroad<br />

and will also be entitled to apply to<br />

Erasmus scholarships.<br />

Since its creation in 1987 the<br />

Erasmus programme has evolved and<br />

progressively integrated teaching and<br />

staff mobility, and eventually student<br />

mobility through internships in<br />

European companies.<br />

For the 2009/10 year, <strong>Sciences</strong> <strong>Po</strong><br />

has received a total amount of 514 000<br />

Euros for Erasmus scholarships. Two<br />

thirds of this<br />

amount comes<br />

from the<br />

European commission<br />

and<br />

one third is<br />

support from<br />

the city of<br />

Paris. Attributed<br />

on the basis<br />

of students’<br />

family income, the scholarship is offered<br />

to those students who need it the most<br />

which enables us to give more<br />

significant scholarships. Thus, for 2009-<br />

<strong>2010</strong>, 95 students i.e. 45% of the<br />

student population going to Europe<br />

benefited from an Erasmus scholarship<br />

at <strong>Sciences</strong> <strong>Po</strong>, ranging from 474 Euros<br />

(internship) to 533 Euros (university<br />

exchange) each month.<br />

Mission trip in Argentina and Chile<br />

Within the framework of <strong>Sciences</strong> <strong>Po</strong>’s<br />

cooperation with its partners in Latin<br />

America, Catarina Laranjeira, a<br />

representative at the Centre of the<br />

Americas of the DAIE, went on a<br />

mission trip to Argentina and Chile from<br />

August 9 th to the 22 th . Our partners gave<br />

us a warm welcome and our exchanges<br />

were very successful, reflecting the<br />

dynamism of our relationship:<br />

development of academic and student<br />

mobility (discussion surrounding four<br />

region and ensure that they are settled<br />

Lotus Erasmus<br />

Mundus Project<br />

In July, the EU approved a consortium<br />

of twenty universities in Europe and<br />

Asia led by Ghent University in<br />

Belgium. The project aims to foster<br />

mutual enrichment and better<br />

understanding between the EU and<br />

Asia through the exchange of persons,<br />

knowledge and skills at the higher<br />

education level.<br />

The project will fund the mobility<br />

of undergraduate and graduate<br />

students, PhD students, and post-doc<br />

as well as academic and administrative<br />

staff between partner institutions, but<br />

will not be limited to those institutions<br />

for certain target groups. The<br />

application process is open until<br />

<strong>September</strong> 30 th . Thierry Zhongjun Liu,<br />

<strong>International</strong> Affairs Manager at the<br />

Centre for Asia and the Pacific of the<br />

<strong>Sciences</strong> <strong>Po</strong> international office, is the<br />

L’UE a approuvé un consortium de 20<br />

universités en Europe et en Asie pour<br />

Alfred Grosser Chair<br />

<strong>Sciences</strong> <strong>Po</strong> will welcome Professor<br />

Wolfgang Krieger, holder of the French-<br />

German Alfred-Grosser-Chair this Fall<br />

semester <strong>2010</strong>. M. Krieger, who has<br />

been teaching History at the University<br />

of Marburg in Germany since 1995, has<br />

twice been a visiting professor at<br />

<strong>Sciences</strong> <strong>Po</strong> in 2005 and 2008. He has<br />

also been a Kennedy Memorial Fellow<br />

at Harvard University. M. Krieger will be<br />

giving lectures at <strong>Sciences</strong> <strong>Po</strong> for a<br />

period of six months. His conferences<br />

will concentrate on the History of<br />

intelligence and German History<br />

between 1945 and 1989. M. Krieger will<br />

give an inaugural lecture on October 21 st<br />

at <strong>Sciences</strong> <strong>Po</strong>.<br />

au premier semestre <strong>2010</strong>. Il donnera<br />

des cours sur l’histoire de l’intelligence<br />

et l’histoire d’Allemagne entre 1945 et<br />

1989.<br />

This year’s new French and<br />

international first year students arrived<br />

on Le Havre Campus on <strong>September</strong> 1,<br />

<strong>2010</strong>. With students from China, Korea,<br />

Singapore, India, Vietnam, Mongolia,<br />

Russia, Canada, Germany, United<br />

Kingdom, and Belgium, they have come<br />

from all over the world. They will get to<br />

know <strong>Sciences</strong> <strong>Po</strong> and the city of Le<br />

Havre during a welcome week<br />

programme before starting their<br />

classes.<br />

Students have been welcomed by Ms<br />

Delphine Grouès, Dean of Le Havre<br />

Campus, who presented her team, the<br />

academic curriculum at <strong>Sciences</strong> <strong>Po</strong><br />

and the various sports and cultural<br />

activities offered to them. Following this<br />

first meeting, they visited the famous<br />

Etretat cliffs in a sunny afternoon.<br />

formal opening ceremony on <strong>September</strong><br />

Professor Komada<br />

Professor Hideo Hosokawa is a graduate from<br />

Waseda University and Tsukuba<br />

University. This specific programme is<br />

aimed at strengthening academic<br />

cooperation between France and Japan<br />

and is open to any Japanese scholar. A<br />

new call for applications will be shortly<br />

launched for <strong>September</strong> 2011.<br />

Department of Waseda University, is<br />

visiting <strong>Sciences</strong> <strong>Po</strong> from August 15 to<br />
