On September 3rd, the new Sciences Po
Reims Euro-American Campus was
inaugurated.
It was a very busy day, with multiple
events …
Late morning, Mr Pierre Bury,
Director of Government Relations at RIM
Reseach in motion, a major Canadian
company in Technology Manufacturing
and Mr Thierry Aubertin, CEO of Credit
Agricole du Nord Est signed important
conventions with Richard Descoings,
President of Sciences Po. The first one
aims to enhance technological
development at the Euro-American
campus while the second stresses the
need for new scholarships for students
coming from the Champagne-Ardenne
region.
The class of 2013 arrived at 2:00 pm
and was welcomed by the Reims team.
Then, Richard Descoing delivered the
traditional Sciences Po welcome speech,
in the brand new Lecture Hall.
The Dual BA Program with Columbia
University was signed into effect. This
partnership will allow 30 students to

2010-11, a new academic year begins.
Can we identify the factors, risks, and
challenges that will characterize this
year More than ever, the economic
crisis will continue to weigh upon
universities forcing them into difficult
compromises between the demands of
their operational development and the
scarcity of financial resources. The
necessity of development in research
and training is expressed not only
through international competition but
also through the missions and «raison
d’être» of the universities.
We know that the future of our
societies depend on the universities’
ability to discover new paths, new
scopes of thought and other ways to
conceive our relationship with the
complexity of the world. Emerging
countries have well understood this
fact as they rely and invest massively
on tertiary education. On the other end,
industrialized countries which face an
important growth crisis seek to reduce
their public debts by encouraging
private or semi-private financing in the
universities. Henceforth, competition
is vivid in order to exploit more than
explore available resources: attracting
solvent foreign students, developing
«off-shore» operations such as
subsidiaries abroad, opening markets
to international e-learning or executive
education.
Isn’t there a risk that universities
may compromise their «universal»
mission in an international competition
that is purely economic It is now more
important than ever that these
questions are debated in the university
world with those in charge of public
politics research and training. The new
academic year should be an
opportunity for each one of us to be
more curious, creative, and imaginative
than ever.
Peking University visit to Sciences Po
The delegation from Peking University with Catarina Laranjeira during their visit.
A delegation from Peking University led
by Mr Zhang Yan, Vice-President and
Deputy Chair of the University Council
for Administration, and Mr. Guan
Haiting, Vice-Provost, visited Sciences
Po on August 2 nd .
Catarina Laranjeira, International
Affairs Manager for Latin America,
introduced Sciences Po’s history,
education, programmes and particularly
the international office and its function.
This visit strengthened mutual
understanding between the two
institutions, and will
certainly enhance
future academic
cooperation and
student exchange.
Peking University
and Sciences Po have
already developed an
active student exchange
programme,
dual degree programmes
(MA in Sustainable
Development and
International
Relations), joint research programmes,
faculty mobility programmes, as well as
continuing education (EPPTP)
programmes.

Welcome Programme for exchange students
SGH-Sciences Po dual degree ceremony

for Europe, and Stefan Seiler,
International Affairs Manager in charge
of Sciences Po’s
cooperation
with Poland,
will attend the
Graduation
Ceremony at
Warsaw School
of Economics
(SGH) in September 2010 in order to
hand over the diplomas of four students
in the French-Polish Dual Degree
Student during the Welcome Programme of Fall 2010.
Sciences Po’s Paris campus welcomed,
on August 30, 650 international
students (exchange and degreeseeking)
for its bi-annual Welcome
programme. The programme aims to
help students become familiar with
teaching methods, feel at ease with
their French level and help students
with their practical questions and
integration into student life at Sciences
Po and in Paris.

Erasmus extends to non EU students
As of September 2010, European
citizenship will no longer be required
in order to be an «Erasmus» student.
From then on, any student regularly
registered at Sciences Po and going
abroad to study in Europe will be entitled
to benefit from the Erasmus brand,
simplified conditions for studying abroad
and will also be entitled to apply to
Erasmus scholarships.
Since its creation in 1987 the
Erasmus programme has evolved and
progressively integrated teaching and
staff mobility, and eventually student
mobility through internships in
European companies.
For the 2009/10 year, Sciences Po
has received a total amount of 514 000
Euros for Erasmus scholarships. Two
thirds of this
amount comes
from the
European commission
and
one third is
support from
the city of
Paris. Attributed
on the basis
of students’
family income, the scholarship is offered
to those students who need it the most
which enables us to give more
significant scholarships. Thus, for 2009-
2010, 95 students i.e. 45% of the
student population going to Europe
benefited from an Erasmus scholarship
at Sciences Po, ranging from 474 Euros
(internship) to 533 Euros (university
exchange) each month.
Mission trip in Argentina and Chile
Within the framework of Sciences Po’s
cooperation with its partners in Latin
America, Catarina Laranjeira, a
representative at the Centre of the
Americas of the DAIE, went on a
mission trip to Argentina and Chile from
August 9 th to the 22 th . Our partners gave
us a warm welcome and our exchanges
were very successful, reflecting the
dynamism of our relationship:

Lotus Erasmus
Mundus Project
In July, the EU approved a consortium
of twenty universities in Europe and
Asia led by Ghent University in
Belgium. The project aims to foster
mutual enrichment and better
understanding between the EU and
Asia through the exchange of persons,
knowledge and skills at the higher
education level.
The project will fund the mobility
of undergraduate and graduate
students, PhD students, and post-doc
as well as academic and administrative
staff between partner institutions, but
will not be limited to those institutions
for certain target groups. The
application process is open until
September 30 th . Thierry Zhongjun Liu,
International Affairs Manager at the
Centre for Asia and the Pacific of the
Sciences Po international office, is the

Alfred Grosser Chair
Sciences Po will welcome Professor
Wolfgang Krieger, holder of the French-
German Alfred-Grosser-Chair this Fall
semester 2010. M. Krieger, who has
been teaching History at the University
of Marburg in Germany since 1995, has
twice been a visiting professor at
Sciences Po in 2005 and 2008. He has
also been a Kennedy Memorial Fellow
at Harvard University. M. Krieger will be
giving lectures at Sciences Po for a
period of six months. His conferences
will concentrate on the History of
intelligence and German History
between 1945 and 1989. M. Krieger will
give an inaugural lecture on October 21 st
at Sciences Po.

Po is welcoming a Japanese professor
for one semester through the Japan
Visiting
Programme

First year students' kickoff in Sciences Po campus in Le Havre
This year’s new French and
international first year students arrived
on Le Havre Campus on September 1,
2010. With students from China, Korea,
Singapore, India, Vietnam, Mongolia,
Russia, Canada, Germany, United
Kingdom, and Belgium, they have come
from all over the world. They will get to
know Sciences Po and the city of Le
Havre during a welcome week
programme before starting their
classes.
Students have been welcomed by Ms
Delphine Grouès, Dean of Le Havre
Campus, who presented her team, the
academic curriculum at Sciences Po
and the various sports and cultural
activities offered to them. Following this
first meeting, they visited the famous
Etretat cliffs in a sunny afternoon.
Mr Richard Descoings, President of
Sciences Po, will be pleased to invite
first and second year students to a
formal opening ceremony on September
10 th at the Town Hall attended by Mr
Antoine Rufenacht, Mayor of Le Havre.

Professor Komada
Professor Hideo Hosokawa is a graduate from
Waseda University and Tsukuba
University. This specific programme is
aimed at strengthening academic
cooperation between France and Japan
and is open to any Japanese scholar. A
new call for applications will be shortly
launched for September 2011.
Additionally, Prof Hideo Hosokawa,
Dean of the Japanese Language
Department of Waseda University, is
visiting Sciences Po from August 15 to
September 15 within the framework of
the Sciences Po-Waseda Faculty
Exchange Agreement.

campus du Havre a eu lieu le 1er
septembre. La rencontre avec Mme
Delphine Grouès, directrice du campus,
a été suivie d’une visite des célèbres
falaises d’Étretat. La rentrée solennelle
aura lieu le 10 septembre à l’Hôtel de
Ville en présence de Richard Descoings,
directeur de Sciences Po et du Maire
du Havre.
