8.0 IMPLEMENTATION<br />
8.1 Short Term Actions<br />
The aspects of the projects arising out of the SIRMZP which have<br />
been recommended for priority implementation are based on the<br />
results of ongoing dialogue with relevant stakeholders. These<br />
projects have been divided into a number of short and medium<br />
term projects.<br />
In establishing these key projects, the following criteria were<br />
considered:<br />
1. The importance of each intervention with respect to the<br />
integrity of the SIRMZP;<br />
dependent upon the<br />
completion of other interventions for<br />
implementation.<br />
The short term projects<br />
outlined in Table 8.1 are of major priority in<br />
nature and are identified as those with the largest<br />
return for<br />
minimum investments. Inclusive of the formal adoption of the<br />
SIRMZP, the short term<br />
projects are in conformity with the ongoing<br />
plan and can be implemented within a 1.5 year timeframe. It is our<br />
professional opinion that these new projects will assist greatly in<br />
securing the endorsement of stakeholders and the general public.<br />
As outlined in Table 8.1 most proposed short‐term projects<br />
highlighted will take place in areas with high visibility to the public.<br />
2. The logical sequence of interventions;<br />
3. The direct and indirect benefits of the interventions;<br />
4. The degree of difficulty in<br />
implementing each intervention;<br />
and<br />
5. The cost of implementation.<br />
Based on these criteria, it is recommended that priority be given to<br />
interventions that curtail negative development tendencies, have<br />
high impact, are ready to go at low cost, build institutional capacity,<br />
nurture stakeholder interest and involvement and are not<br />
