4. TEAM BUILDING AND PLANNING<br />
Like any community-based ef<strong>for</strong>t, <strong>CAPA</strong> is best implemented through collaborative ef<strong>for</strong>ts of<br />
all stakeholders. Program success depends on the joint actions and commitment of multisectoral<br />
groups at the State level as well as within the LGA. Consistent participation of<br />
providers, government representatives, and community members in strategic planning ef<strong>for</strong>ts,<br />
education and enlightenment, and in monitoring of initiatives should be pursued as multi-sectoral<br />
team ef<strong>for</strong>ts.<br />
For the purpose of this handbook, the State and local team building and planning are reviewed<br />
separately, but in reality, most of the activities are implemented simultaneously and are<br />
inter-coordinated. Experience showed that activities could be implemented in an integrated<br />
manner, provided that all resources were available.<br />
STATE TEAM BUILDING AND PLANNING<br />
Apart from the lead ministry, which is the State Ministry of Health (SMOH), several additional<br />
ministries and government agencies are encouraged to provide representatives to the Multi-<br />
Sectoral Group. <strong>The</strong>se include the Ministries of: In<strong>for</strong>mation; Women’s Affairs and Youth<br />
Development; Education; and Agricultural and Rural Development. Also included are the<br />
National Orientation Agency and the Agriculture Development Project, as well as selected State<br />
and local non-government organizations (NGOs), and the project staff of the donor agency. This<br />
is referred to as the State Team.<br />
Each ministry designates representatives to serve as permanent contacts and liaison between<br />
the Health Ministry and their respective ministries. <strong>The</strong> Director of PHC/DC should write a<br />
letter to each parent ministry requesting that the representative be released to serve on the State<br />
Team as needed.<br />
OBJECTIVE:<br />
To develop commitment and build capacity of State staff to implement and support <strong>CAPA</strong>.<br />
TASKS:<br />

SMOH contacts heads of the multi-sectoral organizations and agencies to nominate<br />
permanent members of the State Team.<br />
SMOH and all multi-sectoral ministries, parastatals and agencies identify and nominate<br />
members of the State Team.<br />
SMOH convenes the first State Team Meeting to discuss project implementation in<br />
detail.<br />
