proficiency examination to be taken and is payable at Cashiers and<br />
Student Accounting prior to taking the exam. Information concerning<br />
proficiency examinations may be obtained by contacting the<br />
chairperson of the department offering the course for which the<br />
exam is to be taken.<br />
Transient Student Fees<br />
Transient students (those who are taking one or more courses to<br />
transfer back to another college or university) complete the same<br />
application and follow the same registration process as other<br />
students taking courses for credit. The instructional, general, lab<br />
and appropriate residency status fees shall be charged for courses<br />
taken. The one-time, nonrefundable $50 matriculation fee covers<br />
the cost of enrolling at the college, including application and<br />
permanent record maintenance, and a student identification card.<br />
The matriculation fee will appear and be due for payment on the<br />
schedule and fee statement for the academic quarter in which the<br />
student initially registers for a class, whether the class is dropped<br />
or cancelled. It is recommended that transient students receive<br />
approval from their home institution to take specific <strong>Columbus</strong><br />
<strong>State</strong> <strong>Community</strong> <strong>College</strong> courses to ensure transferability and<br />
applicability of the credit at their home institution.<br />

and general fees will be issued. If the course is dropped with 20%<br />
of the time elapsed in the course, a 50% refund of instructional<br />
and general fees will be issued. If the course is dropped with 30%<br />
of the time elapsed in the course, a 25% refund of instructional<br />
and general fees will be issued. Lab fees may be refundable based<br />
upon the same percent of refund issued for instructional and general<br />
fees. No refunds are given beyond 30% of the term.<br />

A total refund of quarterly fees is made when a program is cancelled<br />
or closed and the student does not elect, or is not permitted,<br />
to enroll in another program.<br />
If there are extenuating circumstances that have prevented the<br />
student from dropping his or her class(es) within the 100%,<br />
50%, or 25% refund periods and warrant exception to the refund<br />
procedure, the student must complete the tuition refund request<br />
form. All tuition refund requests submitted with the statement of<br />
explanation, written and signed by the student, and supporting third<br />
party documentation by the deadline are reviewed and approved<br />
or denied by a committee. All requestors are notified of the committee’s<br />
decision via USPS mail.<br />
Release of Records and<br />
Transcripts<br />
<strong>Columbus</strong> <strong>State</strong> <strong>Community</strong> <strong>College</strong>, in all good faith, will not<br />
release nondirectory information to individuals and organizations<br />
outside of the college without the student’s written permission,<br />
except when required by law. Students may request that an official<br />
<strong>Columbus</strong> <strong>State</strong> transcript be sent to organizations and individuals<br />
outside of the college by completing the Transcript Request Form<br />
available at www.cscc.edu. A photo ID is required for the student<br />
or individual picking up the transcript in person. Transcripts will<br />
not be released to an individual other than the student without<br />
detailed written permission signed by the student specifying the<br />
name of the person picking up the transcript. If a balance is owed<br />
to the college, <strong>Columbus</strong> <strong>State</strong> will not release a transcript for or<br />
to a student until the balance is paid in full.<br />
The Family Educational Rights and Privacy Act of 1974, as<br />
amended, governs the maintenance and release of records. A copy<br />
of the regulations is available in the Records and Registration Department,<br />
or by sending a written request, including the student’s<br />
signature to that department (see pages 30-32) for a summary of<br />
the Act).<br />
Refunds<br />
The quarterly instructional, general and lab fees are refundable for<br />
student-initiated drops in accordance with the following guidelines:<br />
Instructional and general fee refunds are based upon the percentage<br />

Refund requests submitted after the following dates will not be<br />
considered:<br />
Summer Quarter – November 15 th of the same year<br />
Autumn Quarter – February 15 th of the following year<br />
Winter Quarter – May 15 th of the same year<br />
Spring Quarter – August 15 th of the same year<br />

Non-Resident, International, and<br />
Resident Status for Tuition<br />
Purposes<br />
All public, state-supported institutions are required to report<br />
enrollment data to the <strong>State</strong> of Ohio according to Section (F)(4)<br />
of the Ohio Administrative Code, Section 3333-1-10. A student’s<br />
residency status, i.e., Non-Resident, International, or Resident, is<br />
initially determined by the information he or she provides at the<br />
point of application for admission to <strong>Columbus</strong> <strong>State</strong> <strong>Community</strong><br />
<strong>College</strong>.<br />
Residency Group Sessions are conducted each quarter to assist<br />
students in a re-determination of their current residency status with<br />
<strong>Columbus</strong> <strong>State</strong> <strong>Community</strong> <strong>College</strong>. According to the Residency<br />
Rule 3333-1-10, Section (F)(5), it is incumbent upon a person to<br />
apply for a change in residency, and his or her failure to do so as<br />
soon as he or she is entitled to a change shall preclude the granting<br />
of residency retroactive to that date. A change in residency shall<br />
be prospective only from the date such application is received. A<br />
