Tina Dillon Chairs Steering<br />

Committee, Indiana Clean Water Coalition<br />

A temporary Steering Committee established by a<br />

group of 35 organizations and chaired by NUCA of<br />

Indiana President Tina Dillon (pictured), met in early<br />

March to discuss a plan to form a coalition that would<br />

develop new funding strategies for water and wastewater<br />

infrastructure in Indiana. The detailed plan,<br />

titled “A Call to Action: Uniting Defenders of Indiana’s<br />

Waters to Address a State of Water Emergency,”<br />

was written by Gary Price, President of The Mattison<br />

Corp. (TMC). NUCA of Indiana Executive Director<br />

Scott Grimes, an officer of TMC, contributed to the<br />

plan, and serves on the Steering Committee. Dillon said the plan was the best<br />

proposal she had ever seen for getting the active attention of every target audience<br />

that needs to be reached in the immediate future. The process of securing<br />

the seed money for launching the coalition was expected to take 30-60<br />

In Memoriam<br />

It is with deep regret that NUCA reports<br />

the passing of two former members<br />

and association award winners.<br />

Harold J. Mueller (1926-2009)<br />

Founder and retired Owner of MRM<br />

Inc. of New Berlin, Wisc., Harold Mueller<br />

passed away on Feb. 16. He was<br />

83. The winner of NUCA’s 1993 Ditchdigger<br />

of the Year Award, he served for<br />

many years on NUCA’s Board of Directors<br />

and was a major supporter of<br />

the NUCA PAC, Safety Ambassadors<br />

Club and annual <strong>Utility</strong> Construction<br />

EXPOs and Auctions. He was also an<br />

active member of both the Wisconsin<br />

Underground <strong>Contractor</strong>s Association<br />

and Distribution <strong>Contractor</strong>s Association<br />

(DCA). He was recently honored<br />

by the DCA with a Lifetime Achievement<br />

Award. Memorial donations may<br />

be made to the Malaika Early Learning<br />

Center in Milwaukee.<br />

Michael E. Argent (1954-2009)<br />

Founder and former President of the<br />

Permalok Corp. of St. Louis, Michael<br />

Argent passed away on Feb. 20. He was<br />

54. The winner of NUCA’s 1992 Associate<br />

of the Year Award, he served for<br />

many years on NUCA’s board of directors<br />

and as chair of the Trenchless Excavation<br />

Committee (1988-90). Recognized<br />

as one of the industry’s true<br />

visionaries, he was a motivating force<br />

behind the growth of trenchless technology<br />

among NUCA members and<br />

around the United States. He was also<br />

one of the founding directors of the<br />

North American Society for Trenchless<br />

Technology in 1990 and served on the<br />

board of directors for four years. Vice<br />

President of Sales at Pittsburgh Pipe<br />

when he won the Associate award,<br />

he went on to invent “Permalok” — a<br />

steel pipe joining system for trenchless<br />

installation and rehabilitation<br />

(patent issued 1999) — and found the<br />

Permalok Corp. Memorial donations<br />

may be made to the National Kidney<br />

Foundation.<br />
