<strong>Amended</strong> <strong>appli<strong>ca</strong>tions</strong> <strong>for</strong> <strong>south</strong> <strong>Calgary</strong> <strong>69</strong>-<strong>kV</strong><br />
transmission upgrade in the <strong>Calgary</strong> area<br />
The Alberta Electric System Operator (AESO) has filed an amendment to its needs appli<strong>ca</strong>tion to<br />
upgrade the <strong>south</strong> <strong>Calgary</strong> <strong>69</strong>-kilovolt (<strong>kV</strong>) transmission system in the <strong>Calgary</strong> area.<br />
ENMAX Power Corporation has filed corresponding amendments to its facilities <strong>appli<strong>ca</strong>tions</strong><br />
requesting approval to meet the need described in the AESO appli<strong>ca</strong>tion.<br />
The Alberta Utilities Commission (<strong>AUC</strong> or the Commission) issued a notice of hearing on<br />
November 23, 2011, regarding the proceeding. The notice included the date and lo<strong>ca</strong>tion of the<br />
public hearing as well as the schedule est<strong>ab</strong>lished by the Commission to process the <strong>appli<strong>ca</strong>tions</strong>.<br />
On December 20, 2011, the Commission revised the process and hearing schedule to allow<br />
interveners to file in<strong>for</strong>mation requests.<br />
On March 9, 2012, the Commission rescheduled the hearing to start on March 21, 2012. On<br />
March 20, 2012, the Commission adjourned the hearing at the request of the AESO to allow the<br />
AESO to amend its needs appli<strong>ca</strong>tion.<br />
Anyone who wishes to express their objections to, concerns <strong>ab</strong>out, or support of one or more of<br />
the <strong>appli<strong>ca</strong>tions</strong>, must make a written submission to the <strong>AUC</strong> on or be<strong>for</strong>e May 25, 2012, clearly<br />
identifying Proceeding ID No. 234 on the submission.<br />
In<strong>for</strong>mation <strong>ab</strong>out the <strong>appli<strong>ca</strong>tions</strong>:<br />
AESO Needs Appli<strong>ca</strong>tion No. 1604960<br />
The AESO, in accordance with Section 34 of the Electric Utilities Act, filed an amendment to its<br />
appli<strong>ca</strong>tion with the <strong>AUC</strong> on April 25, 2012, requesting approval of the <strong>south</strong> <strong>Calgary</strong> <strong>69</strong>-<strong>kV</strong><br />
transmission upgrade. In the amendment, the AESO proposed to remove all the elements related<br />
to the need to improve the 138-<strong>kV</strong> maintenance flexibility in <strong>south</strong> <strong>Calgary</strong>.<br />
The transmission developments proposed in the need appli<strong>ca</strong>tion include discontinuing use of<br />
some <strong>69</strong>-<strong>kV</strong> transmission elements and the <strong>69</strong>-<strong>kV</strong> to 138-<strong>kV</strong> conversions of ENMAX No. 10<br />
and ENMAX No. 23 substations.<br />
AltaLink Management Ltd. and ENMAX Power Corporation are transmission facility owners in<br />
this area and have implemented the project in three phases.<br />
ENMAX Power Corporation Facilities Appli<strong>ca</strong>tion No. 1604978, 1606127 and 160<strong>69</strong>01<br />
ENMAX filed an amendment to its <strong>appli<strong>ca</strong>tions</strong> with the <strong>AUC</strong> on April 26, 2012, requesting<br />
approval <strong>for</strong> the <strong>south</strong> <strong>Calgary</strong> <strong>69</strong>-<strong>kV</strong> transmission upgrade.

Project scope change details:<br />

<br />
Phase one of the project will remain as per the original facility appli<strong>ca</strong>tion.<br />
Phase two of the project will only include the removal of the <strong>69</strong>-<strong>kV</strong> equipment at<br />
ENMAX No. 59 substation. The previously proposed new transmission line 138-12.82L<br />
is no longer required.<br />
Phase three of the project will include the removal of the <strong>69</strong>-<strong>kV</strong> equipment at ENMAX<br />
No. 23 substation, upgrading the substation equipment to 138-<strong>kV</strong>, and discontinuing use<br />
of <strong>69</strong>-<strong>kV</strong> transmission line <strong>69</strong>-9.61L. The previously proposed new transmission line<br />
138-9.82L is no longer required.<br />
In its phase one appli<strong>ca</strong>tion, ENMAX proposes to:<br />
Decommission and salvage all <strong>69</strong>-<strong>kV</strong> equipment from existing ENMAX No. 10<br />
substation and construct a new 138-<strong>kV</strong> ENMAX No. 10 substation on the same site with<br />
a fenced area of 47.5 metres by 34 metres. ENMAX No. 10 substation is lo<strong>ca</strong>ted at the<br />
corner of 14 Street and 50 Avenue S.W. in <strong>Calgary</strong>.<br />
Decommission and salvage all <strong>69</strong>-<strong>kV</strong> equipment from existing ENMAX No. 28<br />
substation lo<strong>ca</strong>ted at the corner of Glenmore Trail and Sarcee Trail in <strong>Calgary</strong>.<br />
De-energize the existing <strong>69</strong>-<strong>kV</strong> transmission line 10.60L along 50 Avenue S.W., <strong>Calgary</strong><br />
from ENMAX No. 28 substation to ENMAX No. 10 substation. ENMAX requests that<br />
the poles and conductors of the transmission line remain in place <strong>for</strong> future distribution<br />
line use.<br />
De-energize existing <strong>69</strong>-<strong>kV</strong> transmission line 9.62L along 50 Avenue S.W., <strong>Calgary</strong><br />
between ENMAX No. 10 substation and No. 12 substation. ENMAX requests that the<br />
poles and conductors of the transmission line remain in place <strong>for</strong> future distribution line<br />
use.<br />
In its phase two appli<strong>ca</strong>tion, ENMAX proposes to:<br />

Salvage existing <strong>69</strong>/13.8-<strong>kV</strong> trans<strong>for</strong>mer at ENMAX No. 59 substation. Remove the line<br />
from the line disconnect switch to the tap point on transmission line <strong>69</strong>-9.62L at ENMAX<br />
No. 59 substation. ENMAX No. 59 substation is lo<strong>ca</strong>ted at <strong>69</strong>09 Fairmount Drive S.E. in<br />
<strong>Calgary</strong>.<br />
In its phase three appli<strong>ca</strong>tion, ENMAX proposes to:<br />
Discontinue use of existing <strong>69</strong>-<strong>kV</strong> transmission line 9.61L between ENMAX No. 9<br />
substation and ENMAX No. 23 substation.<br />
Remove existing <strong>69</strong>-<strong>kV</strong> bus work and all associated equipment at ENMAX No. 9<br />
substation.<br />
Remove and salvage one 75/100/112-megavolt-ampere (MVA), 138/<strong>69</strong>-<strong>kV</strong> trans<strong>for</strong>mer,<br />
remove two 18/24/30MVA, <strong>69</strong>/13.8-<strong>kV</strong> trans<strong>for</strong>mers, remove all <strong>69</strong>-<strong>kV</strong> circuit breakers,<br />
switches, bus work, and all associated equipment; and install one 30/40/50-MVA,<br />
138/13.8-<strong>kV</strong> trans<strong>for</strong>mer at ENMAX No. 23 substation. ENMAX No. 23 substation is<br />
lo<strong>ca</strong>ted at 2412 50 Avenue S.E. in <strong>Calgary</strong>.<br />
AltaLink Management Ltd. has not filed an amendment to Appli<strong>ca</strong>tion No. 1604977.

<strong>AUC</strong> decision-making process:<br />
The <strong>AUC</strong> will ensure that the <strong>appli<strong>ca</strong>tions</strong> are complete and will review submissions received.<br />
Those who have made submissions who have been determined by the Commission to have rights<br />
that may be directly and adversely affected by a decision on these <strong>appli<strong>ca</strong>tions</strong> will be considered<br />
to have standing. If no submissions are received, or if submissions are received from persons<br />
without standing the <strong>AUC</strong> may make a decision on the <strong>appli<strong>ca</strong>tions</strong> without further notice or<br />
without a public hearing. Alternatively, the Commission will hold a public hearing if it receives<br />
an objection from a person with standing and further details will be provided in a notice of<br />
hearing.<br />
The <strong>AUC</strong> must consider the AESO’s assessment of need to be correct unless someone satisfies<br />
the Commission that the need appli<strong>ca</strong>tion is techni<strong>ca</strong>lly deficient, or that to approve it would be<br />
contrary to the public interest.<br />
