Applications and hearing for Beartrap 940S<br />

substation and associated transmission<br />

facilities in the Bonnyville area<br />

The <strong>Alberta</strong> Electric System Operator (AESO) filed a needs application for approval to build and<br />

connect a new point-of-delivery substation, to be known as Beartrap 940S, in the Cold Lake area<br />

southeast of the town of Bonnyville. ATCO Electric Ltd. (ATCO) filed a facility application<br />

requesting approval of facilities to meet the need identified in the AESO’s application.<br />

The AUC will be holding a hearing with respect to Proceeding ID No. 2196, commencing at<br />

9 a.m. on July 16, 2013. The AUC requests that anyone who has concerns about, objects to, or<br />

supports one or more of the applications, make a written submission summarizing their concerns<br />

to the <strong>Alberta</strong> <strong>Utilities</strong> <strong>Commission</strong> (AUC) by May 3, 2013, clearly identifying Proceeding ID<br />

No. 2196 on the submission. If there are no submissions received, or if all concerns and<br />

objections are withdrawn by interveners prior to the start of the hearing, the AUC may cancel the<br />

hearing.<br />

Information about the applications:<br />

AESO Needs Application No. <strong>1608930</strong><br />

In accordance with Section 34 of the Electric <strong>Utilities</strong> Act, the AESO filed an application with<br />

the AUC on October 19, 2012, requesting approval of a needs identification document pertaining<br />

to Beartrap 940S substation and related transmission facilities.<br />

The application was filed in response to ATCO’s request, on behalf of Enbridge Pipeline<br />

(Athabasca) Inc., for transmission system access to serve a pump station in the Cold Lake area.<br />

The AESO identified that the need could be met by developing the new Beartrap 940S substation<br />

and connecting it to existing 144-kilovolt (kV) transmission line 7L24 using a T-tap<br />

configuration.<br />

ATCO Facility Application No. <strong>1609059</strong><br />

In accordance with sections 14, 15 and 18 of the Hydro and Electric Energy Act, ATCO filed an<br />

application with the AUC on November 23, 2012, requesting permits to construct and licenses to<br />

operate the following facilities:<br />

Beartrap 940S substation, including one 144-kV transformer and other associated<br />

facilities.<br />

One 46-metre high telecommunications tower within Beartrap 940S substation.<br />

Approximately 18 to 24 kilometres of new 144-kV single-circuit transmission<br />

line 7LA24 from Beartrap 940S substation to a connection point on existing<br />

transmission line 7L24. ATCO has applied for a preferred west route and an alternative<br />

east route for transmission line 7LA24. Only one of the two routes may be approved.

Beartrap 940S substation would be located at LSD 11 and 12 of Section 23, Township 60,<br />

Range 4, west of the Fourth Meridian, approximately 14 kilometres southeast of the town of<br />

Bonnyville. The substation would have a fenced area of approximately 59 metres by 64 metres.<br />

A map of the transmission facilities proposed in ATCO’s facility application is included in this<br />

notice.<br />

In accordance with Section 15.4 of the Hydro and Electric Energy Act, the <strong>Commission</strong> has<br />

combined the applications and will consider them jointly as Proceeding ID No. 2196. If no<br />

concerns are received by the <strong>Commission</strong> on either the AESO’s need application or ATCO’s<br />

facility application, the <strong>Commission</strong> will continue to process the applications and may approve<br />

these applications separately.<br />

Participating in the hearing:<br />

If you intend to present written evidence at the hearing, you must submit that written evidence by<br />

May 31, 2013. Written evidence can be reports prepared by experts or written information<br />

(including maps, charts, photographs and narrative statements) prepared by an intervener<br />

personally, and clearly identified as such. Any report that was prepared by an expert, and which<br />

is being filed in support of an intervener’s position, must clearly state the qualifications of the<br />

expert and the name of the intervener who directed that the report was to be prepared. Please be<br />

aware that the author of any report or other written evidence than an intervener expects the<br />

<strong>Commission</strong> to rely upon must be available to be cross-examined at the hearing.

The AUC prefers that all submissions are filed using the Digital Data Submission service found<br />

on the AUC website under e-filing services. Please choose intervener evidence as the submission<br />

‣ whether you (or your representative) intend to cross-examine any of the applicants’<br />

Complete the attached Form B Submission for combined needs identification document<br />

application(s) and associated facility application(s) and either email filings@auc.ab.ca or mail<br />

your submission to the AUC with the required information outlined above.<br />

The AUC must consider the AESO’s assessment of the need to be correct unless someone<br />

satisfies the <strong>Commission</strong> that the needs application is technically deficient, or that to approve it<br />

would be contrary to the public interest.<br />

The AUC must give consideration to whether construction of the proposed development is in the<br />

public interest, having regard to the social, economic and environmental effects.<br />

Please be aware that any information and materials you provide as part of an AUC proceeding,<br />

except information granted confidentiality, will become part of the public record and will be<br />

posted to the AUC’s electronic filing system. This includes personal information, such as your<br />
