STATUS NOTE ON ALL GUJARAT INSTITUTE OF DRIVING,<br />
TECHNICAL TRAINING & RESEARCH (<strong>AGIDTTR</strong>)<br />
1. Introduction of the project:<br />
Tribal Development Department (TDD) intended to create a Vocational Training<br />
Center (VTC) at Waghodia, Baroda with an aim to impart Transport related<br />
training to Scheduled Tribe youth in various employment oriented trades so as to<br />
upgrade their skills and make them employable youth. In order to implement this<br />
project efficiently, an autonomous society in the name of All Gujarat Institute of<br />
Driving Training and Research (<strong>AGIDTTR</strong>) has been created. This society is<br />
registered under the Societies Registration Act, 1860. This society will run and<br />
manage the project and will deal all the VTC related matters on day to day basis.<br />
The ownership of land and assets belong to Tribal Development Department<br />
while the technical and managerial support to the project will be provided by<br />
MSIL.<br />
2. Project Partners:<br />
A society in the name of Gujarat Regional Automobile Research & Training<br />
Institute has been created to run the institute and manage the project efficiently.<br />

3. Past Experience of Maruti Suzuki India Limited (MSIL) in implementing<br />
similar projects:<br />
a) Approximately a decade ago, Delhi Government had handed over the<br />
management of their existing transport training institute named IDTR (Institute<br />
of Driving, Technical Training & Research) at Wajirabad, Loni, Delhi to MSIL<br />
in year 2000. Currently, this training center is imparting training to 70000<br />
youth per year. About 5 Lakh trainees had been trained so far from this<br />
institute;<br />
b) A new vocational training center has also been created by Maruti Suzuki India<br />
Limited at Sarai Kale Khan, New Delhi. The land and capital cost for the same<br />
were provided by Transport Department, Govt. of Delhi;<br />
c) A vocational training center at Rohtak, Haryana is under construction. The<br />
entire funding for this project has been provided by Haryana Government. The<br />
cost of the support offered by Haryana Govt. is Rs. 17 crore;<br />
d) MSIL is also creating another vocational training center at Bahadurgarh,<br />
Haryana on the similar lines. The entire funding for this project was also<br />
provided by Haryana Government. The cost of the support offered by Haryana<br />
Govt. for this project is Rs.16 crore; and<br />
e) Likewise, Uttarakhand Government is also planning to hand over its existing<br />
vocational training center to MSIL, which is presently under construction.<br />
4. Cost borne by TDD & Source of Funding:<br />
The approved capital cost of the project is Rs. 16.35 Crore, which has been paid<br />
to <strong>AGIDTTR</strong> in six installments. The details of these installments are given below:

The funds released to <strong>AGIDTTR</strong> were received from Govt. of India and Govt. of<br />
Gujarat (under Gujarat Pattern State Funds).<br />
Apart from the grants for capital expenses, funds of Rs. 50 Lakh have also been<br />
provided to <strong>AGIDTTR</strong> on adhoc basis for meeting recurring expenses on day to<br />
day basis from the grants available under Kushal Gujarat Abhiyan for the year<br />
2007-08.<br />
5. Cost borne by MSIL:<br />
MSIL has also made direct and indirect contribution to this project. The direct<br />
contribution from MSIL is Rs. 90 Lakh which includes the cost of two imported<br />
simulators & six new cars. Apart from that, MSIL has also made contribution in<br />
kind for the said project in terms of their skills and time. Also, MSIL has provided<br />
highly skilled and dedicated manpower for the implementation of the project. The<br />

6. Gain to MSIL:<br />
So far, MSIL has not gained anything out of the project as the construction cost<br />
has directly been paid to the contractor who was selected through competitive<br />
tendering process.<br />

8. Proposed Staffing Profile:<br />
<strong>AGIDTTR</strong> has shortlisted few personnel for the said project. <strong>AGIDTTR</strong> has<br />
followed a rigorous selection process consisting of two rounds. An advertisement<br />
was published with regard to the same and copy of the same is attached at<br />
Annexure-1. A brief profile of the short-listed candidates is attached at Annexure-<br />
2. The appointment of remaining staff will be carried out shortly.<br />
9. Beneficiary of funds released to the project:<br />
The funds to the Society have been released in the name of ‘<strong>AGIDTTR</strong>’. No funds<br />
have been released by TDD to MSIL.<br />
10. Current Status of the project:<br />
<strong>AGIDTTR</strong> has now started imparting training to ST youth on pilot basis. The<br />
training of first pilot batch of LMV Driving Training consisting of 25 ST candidates<br />
is on-going. These trainees are from Siddhi Community which is one of the<br />
Primitive Tribal Groups (PTGs) living in Junagarh district. The qualification for this<br />
course is matriculation. The training is of one month duration. TDD / GoG shall<br />
explore the possibilities of self employment of these trained candidates as they
can work as tourist drivers in Gir National Park. The list of these candidates is<br />
attached at Annexure-3.<br />
11. Details of other training programmes through interventions of MSIL:<br />
Besides <strong>AGIDTTR</strong>, MSIL is also imparting driving training programmes at their<br />
Baroda and Bharuch Centers through MSIL supported vendors. These<br />
programmes are not part of this project. These training programmes are funded<br />
by the Project Administrators of concerned districts. A total of 144 candidates<br />
were trained / undergoing the training and 35 candidates have already been<br />
placed at an average remuneration of Rs. 3,000. These are separate but good<br />
quality programmes implemented by MSIL supported vendors. Details of such<br />

15. Examination System:<br />
The examination system will consist of both Theoretical and Practical parts. The<br />
theoretical exam will be computerized. The examination papers will be prepared<br />
by the computer system and will be evaluated by the same.<br />

As the <strong>AGIDTTR</strong> has become functional just now, it is considering taking<br />
accreditation from Gujarat Council of Vocational Training (GCVT).<br />
