GS1 Singapore has moved to a
new location!
Effective 25 June 2012, GS1 Singapore is now located at
2985 Jalan Bukit Merah, Singapore 159457. Our number
and contact details (phone, email, website, etc) will remain
the same.
We spent the previous four years in the SPRING Building
about 3 km away from our new location and we look at this
place as a start of a new chapter.
SMa Medical Technology Industry Group (MTIG) worked with
Health Science Authority (HSA) for the first time to organise a
Townhall with Minister of State (Health) Dr Amy Khor.
This event was held in response to feedback from importers who
have complained that a backlog of approvals and high registration
costs have reduced the range of medical devices imported and
delayed their arrival. It provided HSA the platform to explain the
kinks in the process which the HSA has since fine-tuned.
Mr Nick Lee, GS1 Singapore Business Director was invited to
speak on GS1 Global Healthcare Standards. In his presentation,
Mr Lee covered the following topics:
1. What is GS1 and Standards Overview
2. GS1 Healthcare – Adopters and supporting international
organisations
3. GS1 Identification Key
4. GS1 Data Carrier
5. GS1 GDSN – Global eCatalogue
Among the changes to the Singapore's medical device
registration framework, was that all low-risk Class A devices,
except for sterile devices, will now be exempt from registration.
At the HSA Press Conference held prior to the Townhall in HSA
Building, Mr George Huang, SMa President and GS1 Chairman
said: “I’m heartened by the changes made. We will continue to
provide feedback to HSA and be the bridge between the industry
and the authorities.”
The Townhall, held on 20 April 2012 at SPRING Auditorium was
attended by 370 device importers.
Workshop on GS1 Barcode
System
Today, barcodes have been widely adopted by retailers and
are responsible for capturing an estimated $4 billion of sale
value annually at point-of-sale (POS) terminals across
Singapore. Effective use of GS1 barcode standard and
GS1 standards-based enabling technologies enhances
supply chain management, increases operational efficiency
and reduces human errors, leading to faster turnaround of
goods, improvement of inventory record accuracy and
higher profits.
In order to inform new GS1 Singapore Registered Users,
new staff of existing Singapore Registered Users and those
who want to improve their knowledge on barcode
management and standards, GS1 Singapore organized a
Workshop on GS1 Barcode System on 21 June 2012 to
equip them with the necessary knowledge on the
requirements for barcodes. This half-day workshop attracted
more than 50 participants comprising of retailers,
manufacturers, distributors and equipment suppliers. The
session was conducted by Mr Nick Lee, Business Director
of GS1 Singapore and Ms Joy Lee, Senior Executive of GS1
Singapore.
A wide range of consumer products and outer carton printed with
GS1 barcode symbols were on display in the workshop to show
participants examples of good quality barcodes on products, the
correct layout of the carton barcode as well as examples of poorly
barcoded products, such as those using shrink-wrap labels with
distorted barcodes that do not scan well.
Participants were presented with details on the GS1 Global
Standards, GS1 Identification Keys and Numbering System.
The presentation also covered areas on allocation of the
Global Trade Item Number (GTIN) and technical
specifications for retail and non-retail packaging, such as
colour, size and location. Both retailers and manufacturers
gain benefits if all barcodes are printed with the correct
specifications and can be scanned accurately at the first
time.
We explained the importance of using GS1 registered
barcodes as only GS1 offers GEPIR (Global GS1 Electronic
Party Information Registry via internet at http://gepir.gs1.org
or iGEPIR through Apple iPhone Apps Store) - a distributed
database allowing for search and lookup of trading party
information based on GS1 barcodes to show who the
registered user of the barcode number is. Being able to see
who the barcode is registered under, and that is aligned to
the overall product label information, gives assurance of the
product quality and the integrity of the supplier.
At the networking session, participants continued their
dialogue with the GS1 Singapore staff about more details on
barcode production, especially in the Fast Moving
Consumer Goods (FMCG) sector.
Hands-on exercise for participants to work on.
At the end of the workshop, participants have more
understanding on what they need to know when implementing
item numbering and barcodes onto their packaging and the
important steps in ensuring only quality barcodes reach the
market.
In all, the workshop proved to be an informative session for all
participants as reflected by the positive feedback received.
Participants listen attentively to Mr Nick Lee’s presentation.
Effective Recall Management
Briefing to help businesses to understand better
to prepare for product recall
Consumer safety, product tracing and product recalls are
currently at the forefront of both government regulations and
industry concerns around the world. Consumers expect the
products they purchase to be safe, perform well and deliver
consistent quality. If a problem arises, the application of the
GS1 Traceability Standard will make it easier to locate
unsafe or defective products, and remove them from or
keep them out of the supply chain. GS1 has developed
Global Traceability Standards that are accepted by
businesses and governments worldwide. These standards
enhance supply chain visibility and help organisations in
many countries be more efficient and cost effective.
GS1 announces Global Product
Recall Standard
New global standard will reduce risk of harm
and make product recall more effective.
GS1®, a not-for-profit organization that designs and manages a
global system of supply chain standards, announced today the
ratification of a new global product recall standard, along with an
implementation guide for multi-jurisdictional recall notifications.
This new standard serves as a common sense blueprint enabling
all supply chain stakeholders to implement more effective
product recall processes and notifications. The standard defines,
standardizes and harmonizes the critical attributes to be
captured and shared among trading parties and regulators during
a product recall alerting and messaging process.
The standard is part of GS1’s solution for product and consumer
safety. It complements and extends the existing GS1 Traceability
Standard that provides companies with a well-defined traceability
process to meet regulatory requirements, building upon existing
GS1 standards that are widely used in most supply chains
around the world. It is incorporated into country-specific, GS1-
standards based recall platforms, such as Rapid Recall
Exchange in the U.S., Recallnet in Australia and the Product
Recall programme in Canada.
Mr John Keogh, Director, GS1 Global Office, briefing the
participants on Recall.
In order to inform GS1 Singapore Registered Users of GS1
roles in ensuring Product and Consumer Safety; and to
share the major developments globally on counterfeiting and
the solutions that GS1 Member Organisations have in place
today, a Briefing on Effective Product Recall was
successfully organized on 10 May 2012. A good turnout of
more than 150 participants comprising of retailers,
manufacturers and suppliers, as well as government
agencies, such as AVA and IDA attended the briefing.
Speaker, Mr John Keogh from GS1 Global Office Brussels
shared with the participants the GS1 Global Traceability
Standards and how these standards enhance supply chain
visibility and help organisations in many countries to be
more efficient and cost effective. At the briefing, participants
also learned of the practical need and benefits of an
effective recall system.
A workflow chart illustrating the Recall Notification Process
Improving product and consumer safety in the global supply
chain is becoming more critical. As global food trade increases,
food safety is becoming a significant public health issue.
According to a 2010 report from the United States Centre for
Disease Control (USCDC ), there are 48 million cases of food
borne illnesses each year in the US with 150,000 hospitalizations
and 3,000 deaths.
"Effective product recall is complex, multi-jurisdictional and
typically involves multiple stakeholders in extended supply
chains. Having a standardised process globally will enable us to
run more timely and targeted recalls. Ultimately, consumer safety
will benefit,” explained a spokesperson for Woolworths, an
Australian retailer.
At Procter & Gamble, Market Logistics Leader Daniel Triot
agrees: “The GS1 Product Recall Standard will enable
manufacturers, retailers and suppliers to work more closely
together. By leveraging a system of global supply chain
standards that we all know and use today, product recall will
become a function that is embedded into all our global supply
chains. Critical mass adoption and interoperability of the
notification tools will accelerate the implementation of the
standard.”
Close to three years of industry-driven work has led to a
standard, which identifies the key principles of traceability and
demonstrates how to apply them for effective product recall. An
implementation guide accompanies the recall standard and is
dedicated to multi-jurisdictional requirements as a product recall
alert is issued and executed.
Verifying a bar code symbol on a product submitted to GS1 Singapore.
Get your Barcode Verified
Verification helps ensure that all symbols scan first time every time
It is important to ensure that you are printing good bar codes
on your product packaging or labels.
Bar code is an example of Automatic Identification and Data
Capture (AIDC) technology which permits organisations of
any size to order, track, trace, deliver and pay for goods
across the supply chain, anywhere in the world. It facilitates
fast and accurate data capturing, thus driving the efficiency
and effectiveness of business operations.
A bar code that does not scan therefore brings more
problems to trading partners and will result in time and
money wasted.
There are many reasons why a barcode fails - the most
common being: insufficient height of barcode; insufficient
Quiet Zone (the solid, light area to the left and right of the
barcode); symbol too small; or poor quality printing.
For a more accurate test result in terms of colour, contrast,
location, etc, samples for verification should be submitted in their
final retail packaging.
A GS1 Singapore Verification Report will then be issued indicating
the results of verification testing, highlighting any inadequacies in
the bar code and, if necessary, recommendations to rectify the
problem. Registered users of GS1 Singapore are entitled to five
free verification reports per year. Members will be charged a fee
of $30 + 7% GST for each report beyond the entitled quota.
Companies that are not Registered Users of GS1 Singapore will
be charged a fee of $150 + 7% GST per verification report.
For more information on the bar code verification service and to
download the GS1 Singapore Bar Code Verification Report
application form, please visit www.gs1.org.sg or call Ms Joy Lee
at 6826 3080.
With the bar code verification service provided by GS1
Singapore, you can verify the bar code symbols printed on
products and ensure that the bar code scans accurately.
NFC Forum and GS1 Team Up on Mobile Retail
Organisations Will Collaborate to Share Standards and Build Awareness
The NFC Forum, a non-profit industry association that
advances the use of Near Field Communication (NFC)
technology, and GS1, a not-for-profit organisation that
develops global standards and solutions for supply chain
efficiency and visibility, including the EPCglobal standards for
RFID, announced that they have signed a Memorandum of
Understanding (MOU) on 20 th June 2012 to explore
synergies between NFC technology and the use of GS1
standards to better serve the developing needs of mobile
commerce.
"This opens up a realm of opportunities for mobile B2C
applications based on NFC Technology and GS1’s unique product
identification system,” said Miguel Angel Lopera, President, and
CEO of GS1.
He cited, “The collaboration between GS1 and the NFC Forum will
be critical to the interoperability of future services developed
around these technologies, and is of vital importance to our
members in their mobile retail developments.”
The MOU is a reflection of the growth of mobile devices in
retail. NFC is driving the proliferation of new B2C
applications, such as NFC-enabled mobile payments,
promotions, loyalty programs, and promotional tags that
provide detailed product information. For the millions of
global manufacturers and retailers that employ GS1
standards in their supply chains, these applications and
devices provide opportunities to interact more directly and
personally with consumers to share information and deliver
greater value.
Under the MOU, the NFC Forum and GS1 will collaborate to:
• analyze the various data formats currently supported by the
two organizations and develop mutually-beneficial use cases
based on related standards;
• investigate the feasibility of mutually adopting common
technical standards in areas such as RFID air interfaces and
data communication protocols;
• increase awareness of NFC and GS1 within each of the
respective organisations through information sharing, boot
camps, white papers, case studies, webcasts, and other nontechnical
activities;
• develop commonly agreed-upon communication plans to
inform the market about GS1 and NFC standards; and
• explore opportunities to combine use of Global Trade Item
Numbers (GTINs) and Global Location Numbers (GLNs)
together with NFC promotional functionalities.
"NFC technology can provide a wealth of information to
support the supply chain," said Koichi Tagawa, chairman of
the NFC Forum. "Because GS1 provides the most widely
used supply chain standards system in the world, they will
play a major role in advancing the global adoption and
interoperability of NFC. We look forward to a long and fruitful
partnership,.” Mr Tagawa added.
thanks to a unique barcode feature provided by GS1
Singapore.
GS1 Singapore is pleased to work with the CASE to offer the
iGepir ( Global Electronics Party Information Registry) phone
application, which empowers consumers with the ability to
authenticate CaseTrust Certificates using their smart phones
(iPhones & Android-based smart phones), thus reinforcing
consumers’ confidence in shopping at CaseTrust accredited
shops.
Before the measure was introduced, consumers had to visit
the CaseTrust website to verify that the certificate on display
was legitimate. The new feature is part of a push to promote
consumer-friendly practices among retailers and firms.
Award Presentation to CaseTrust Members
The revamped CaseTrust certificates with a GS1 barcode will be
given to businesses that are accredited from September 20, 2011
onwards.
With the successful launch of the CaseTrust Certificates using
GS1 barcode identification number and iGepir, Singapore
Environment Council (SEC) and Singapore Business Advisors
and Consultants Council (SBACC) have also registered with GS1
Singapore. Both organisations saw the benefits of using the same
system for visual authentication of their certificates.
In the pipeline, we are also working with SMa Institute of Higher
Learning to implement the GS1 Systems for the authentication of
Diploma and Degree Certificate. SMa Centre of Corporate
Learning is also looking at using the GS1 system for their students
training certificates.
At the launch of the revamped CaseTrust Certificate, the then
Vice-President, of CASE, Mr Lim Biow Chuan said the
security feature will give businesses the confidence to join
the scheme, knowing their certificate cannot be easily
duplicated.
With this phone application - downloadable from the iPhone
App Store at US$0.99 - consumers can check a company’s
accreditation status just by scanning the barcode on the
certificate. With the enhanced feature of the certificate, it
would dispel occurrence of merchants misrepresenting
themselves as CaseTrust-accredited.
FDA proposes Unique Device
Identification (UDI) System for
Medical Devices
On 3 rd July 2012, in response to requirements in legislation
that passed Congress with broad bipartisan support, the U.S.
Food and Drug Administration proposed that most medical
devices distributed in the United States carry a unique device
identifier, or UDI.
A UDI system has the potential to improve the quality of
information in medical device adverse events reports, which
will help the FDA identify product problems more quickly,
better target recalls, and improve patient safety. The FDA
has worked closely with industry, the clinical community and
patient and consumer groups and conducted four pilot
studies in the development of this proposed rule. The FDA is
seeking comment on the proposal for 120 days.
"The safety of medical devices is a top priority for the FDA,
Congress, industry, and patients," said FDA Commissioner
Margaret A. Hamburg, M.D. "The unique identification system
will enhance the flow of information about medical devices,
especially adverse events and, as a result, will advance our
ability to improve patient safety."
With certain exceptions, under the proposed rule, a UDI
would include:

a device identifier, which is a unique numeric or
alphanumeric code specific to a device model; and
a production identifier, which includes the current
production information for a device.
The FDA is proposing a risk-based, phased-in approach to
implementation, focusing on the highest-risk medical devices
first and exempting low-risk devices from some or all of the
requirements. The FDA is proposing to exempt over-thecounter
devices sold at retail; these devices generally have
UPC codes in place.
A UDI is a unique numeric or alphanumeric code that acts as
a key to certain basic identifying information about a device,
such as the name of the manufacturer and the type of device,
and may represent certain other information about the
device, such as its expiration date and batch or lot number.
This information will be contained in a publicly available UDI
database, and no identifying patient information will be stored
in this device information center.
The proposed rule reflects the considerable input the FDA
received from the medical device industry, the clinical
community, patients and consumers, and industry experts.
To minimize industry costs and expedite implementation, the
proposed rule builds upon current standards and systems
already in use by some companies.
Example of what a universal device identifier (UDI) would look
like on a medical device label. The label contains information
about the product name, its expiration date, reference and lot
numbers, manufacturer information, bar code, details about the
item, and an illustration of the item.
A UDI system can provide multiple benefits, including:

Allow more accurate reporting, reviewing and analyzing
of adverse event reports so that problem devices can be
identified and corrected more quickly.
Reduce medical errors by enabling health care
professionals and others to more rapidly and precisely
identify a device and obtain important information
concerning the characteristics of the device.

Provide a consistent way to enter information about
devices in electronic health records and clinical
information systems.
Provide a standardized identifier that will allow
manufacturers, distributors and healthcare facilities to
more effectively manage medical device recalls.

Provide a foundation for a global, secure distribution
chain, helping to address counterfeiting and diversion
and prepare for medical emergencies.
