Productivity gains through Standards<br />

The 13 th <strong>ECR</strong> (Efficient Consumer Response) Asia Pacific Conference & Exhibition<br />

2007 took place from 15 – 17 May 2012 at the Ritz Carlton, Millenia <strong>Singapore</strong>.<br />

Addressing the theme “Touching Lives, Improving Value”, the Conference aimed to<br />

highlight the best practice experiences from around the region and as a platform to<br />

learn the latest strategies and insights from <strong>ECR</strong> practitioners.<br />

More than 400 delegates from 18 countries, including the CEOs from leading<br />

companies and senior management of FMCG industry shared their experiences of<br />

<strong>ECR</strong> in practice and the benefits for their bottom line.<br />

Minister-of-State for Ministry of National Development & Manpower, Mr Tan Chuan-<br />

Jin, was the Guest-of-Honour. In his keynote address, Minister emphasised the<br />

importance of <strong>ECR</strong> as a means to improving productivity through the reduction of<br />

wastes and the increased efficiencies in the supply chain.<br />

One of the key features of the conference was the CEOs’<br />

Panel Session. Head of FMCG industry such as Walmart<br />

Asia, Unilever and The Coca-Cola Company discussed how<br />

sustainability remains the heart of all their innovation of their<br />

product and how productivity from farm to fork can translate<br />

to cost savings to the consumers.<br />

Mr Seah Kian Peng, Chief Executive of supermarket chain<br />

NTUC FairPrice, which is also a member of <strong>ECR</strong> Asia<br />

Pacific, said: 'If we're able to increase productivity and<br />

become more efficient, we can keep costs down. These cost<br />

Nick has more than 15 years of<br />

experience in the Smart Card<br />

and RFID Industries. He was<br />

one of the key founders and<br />

CEO of Wavex Technologies<br />

Pte Ltd, where he led the<br />

company to achieve the Enterprise 50 and SME 500<br />

Awards. Nick was also awarded The Entrepreneur of the<br />

Effective 25 June 2012, <strong>GS1</strong> <strong>Singapore</strong> is now located at<br />

2985 Jalan Bukit Merah, <strong>Singapore</strong> 159457. Our number<br />

and contact details (phone, email, website, etc) will remain<br />

the same.<br />

We spent the previous four years in the SPRING Building<br />

about 3 km away from our new location and we look at this<br />

place as a start of a new chapter.<br />

SMa Medical Technology Industry Group (MTIG) worked with<br />

Health Science Authority (HSA) for the first time to organise a<br />

Townhall with Minister of State (Health) Dr Amy Khor.<br />

This event was held in response to feedback from importers who<br />

have complained that a backlog of approvals and high registration<br />

costs have reduced the range of medical devices imported and<br />

delayed their arrival. It provided HSA the platform to explain the<br />

kinks in the process which the HSA has since fine-tuned.<br />

Mr Nick Lee, <strong>GS1</strong> <strong>Singapore</strong> Business Director was invited to<br />

speak on <strong>GS1</strong> Global Healthcare Standards. In his presentation,<br />

Mr Lee covered the following topics:<br />

1. What is <strong>GS1</strong> and Standards Overview<br />

2. <strong>GS1</strong> Healthcare – Adopters and supporting international<br />

organisations<br />

3. <strong>GS1</strong> Identification Key<br />

4. <strong>GS1</strong> Data Carrier<br />

5. <strong>GS1</strong> GDSN – Global eCatalogue<br />

Among the changes to the <strong>Singapore</strong>'s medical device<br />

registration framework, was that all low-risk Class A devices,<br />

except for sterile devices, will now be exempt from registration.<br />

At the HSA Press Conference held prior to the Townhall in HSA<br />

Building, Mr George Huang, SMa President and <strong>GS1</strong> Chairman<br />

said: “I’m heartened by the changes made. We will continue to<br />

provide feedback to HSA and be the bridge between the industry<br />

and the authorities.”<br />

The Townhall, held on 20 April 2012 at SPRING Auditorium was<br />

attended by 370 device importers.<br />

Workshop on <strong>GS1</strong> Barcode<br />

System<br />

Today, barcodes have been widely adopted by retailers and<br />

are responsible for capturing an estimated $4 billion of sale<br />

value annually at point-of-sale (POS) terminals across<br />

<strong>Singapore</strong>. Effective use of <strong>GS1</strong> barcode standard and<br />

<strong>GS1</strong> standards-based enabling technologies enhances<br />

supply chain management, increases operational efficiency<br />

and reduces human errors, leading to faster turnaround of<br />

goods, improvement of inventory record accuracy and<br />

higher profits.<br />

In order to inform new <strong>GS1</strong> <strong>Singapore</strong> Registered Users,<br />

new staff of existing <strong>Singapore</strong> Registered Users and those<br />

who want to improve their knowledge on barcode<br />

management and standards, <strong>GS1</strong> <strong>Singapore</strong> organized a<br />

Workshop on <strong>GS1</strong> Barcode System on 21 June 2012 to<br />

equip them with the necessary knowledge on the<br />

requirements for barcodes. This half-day workshop attracted<br />

more than 50 participants comprising of retailers,<br />

manufacturers, distributors and equipment suppliers. The<br />

session was conducted by Mr Nick Lee, Business Director<br />

of <strong>GS1</strong> <strong>Singapore</strong> and Ms Joy Lee, Senior Executive of <strong>GS1</strong><br />

<strong>Singapore</strong>.<br />

A wide range of consumer products and outer carton printed with<br />

<strong>GS1</strong> barcode symbols were on display in the workshop to show<br />

participants examples of good quality barcodes on products, the<br />

correct layout of the carton barcode as well as examples of poorly<br />

barcoded products, such as those using shrink-wrap labels with<br />

distorted barcodes that do not scan well.<br />

Participants were presented with details on the <strong>GS1</strong> Global<br />

Standards, <strong>GS1</strong> Identification Keys and Numbering System.<br />

The presentation also covered areas on allocation of the<br />

Global Trade Item Number (GTIN) and technical<br />

specifications for retail and non-retail packaging, such as<br />

colour, size and location. Both retailers and manufacturers<br />

gain benefits if all barcodes are printed with the correct<br />

specifications and can be scanned accurately at the first<br />

time.<br />

We explained the importance of using <strong>GS1</strong> registered<br />

barcodes as only <strong>GS1</strong> offers GEPIR (Global <strong>GS1</strong> Electronic<br />

Party Information Registry via internet at http://gepir.gs1.org<br />

or iGEPIR through Apple iPhone Apps Store) - a distributed<br />

database allowing for search and lookup of trading party<br />

information based on <strong>GS1</strong> barcodes to show who the<br />

registered user of the barcode number is. Being able to see<br />

who the barcode is registered under, and that is aligned to<br />

the overall product label information, gives assurance of the<br />

product quality and the integrity of the supplier.<br />

At the networking session, participants continued their<br />

dialogue with the <strong>GS1</strong> <strong>Singapore</strong> staff about more details on<br />

barcode production, especially in the Fast Moving<br />

Consumer Goods (FMCG) sector.<br />

Hands-on exercise for participants to work on.<br />

At the end of the workshop, participants have more<br />

understanding on what they need to know when implementing<br />

item numbering and barcodes onto their packaging and the<br />

important steps in ensuring only quality barcodes reach the<br />

market.<br />

In all, the workshop proved to be an informative session for all<br />

participants as reflected by the positive feedback received.<br />

Effective Recall Management<br />

Briefing to help businesses to understand better<br />

to prepare for product recall<br />

Consumer safety, product tracing and product recalls are<br />

currently at the forefront of both government regulations and<br />

industry concerns around the world. Consumers expect the<br />

products they purchase to be safe, perform well and deliver<br />

consistent quality. If a problem arises, the application of the<br />

<strong>GS1</strong> Traceability Standard will make it easier to locate<br />

unsafe or defective products, and remove them from or<br />

keep them out of the supply chain. <strong>GS1</strong> has developed<br />

Global Traceability Standards that are accepted by<br />

businesses and governments worldwide. These standards<br />

enhance supply chain visibility and help organisations in<br />

many countries be more efficient and cost effective.<br />

<strong>GS1</strong> announces Global Product<br />

Recall Standard<br />

New global standard will reduce risk of harm<br />

and make product recall more effective.<br />

<strong>GS1</strong>®, a not-for-profit organization that designs and manages a<br />

global system of supply chain standards, announced today the<br />

ratification of a new global product recall standard, along with an<br />

implementation guide for multi-jurisdictional recall notifications.<br />

This new standard serves as a common sense blueprint enabling<br />

all supply chain stakeholders to implement more effective<br />

product recall processes and notifications. The standard defines,<br />

standardizes and harmonizes the critical attributes to be<br />

captured and shared among trading parties and regulators during<br />

a product recall alerting and messaging process.<br />

The standard is part of <strong>GS1</strong>’s solution for product and consumer<br />

safety. It complements and extends the existing <strong>GS1</strong> Traceability<br />

Standard that provides companies with a well-defined traceability<br />

process to meet regulatory requirements, building upon existing<br />

<strong>GS1</strong> standards that are widely used in most supply chains<br />

around the world. It is incorporated into country-specific, <strong>GS1</strong>-<br />

standards based recall platforms, such as Rapid Recall<br />

Exchange in the U.S., Recallnet in Australia and the Product<br />

Recall programme in Canada.<br />

In order to inform <strong>GS1</strong> <strong>Singapore</strong> Registered Users of <strong>GS1</strong><br />

roles in ensuring Product and Consumer Safety; and to<br />

share the major developments globally on counterfeiting and<br />

the solutions that <strong>GS1</strong> Member Organisations have in place<br />

today, a Briefing on Effective Product Recall was<br />

successfully organized on 10 May 2012. A good turnout of<br />

more than 150 participants comprising of retailers,<br />

manufacturers and suppliers, as well as government<br />

agencies, such as AVA and IDA attended the briefing.<br />

Speaker, Mr John Keogh from <strong>GS1</strong> Global Office Brussels<br />

shared with the participants the <strong>GS1</strong> Global Traceability<br />

Standards and how these standards enhance supply chain<br />

visibility and help organisations in many countries to be<br />

more efficient and cost effective. At the briefing, participants<br />

also learned of the practical need and benefits of an<br />

effective recall system.<br />

A workflow chart illustrating the Recall Notification Process<br />

Improving product and consumer safety in the global supply<br />

chain is becoming more critical. As global food trade increases,<br />

food safety is becoming a significant public health issue.<br />

According to a 2010 report from the United States Centre for<br />

Disease Control (USCDC ), there are 48 million cases of food<br />

borne illnesses each year in the US with 150,000 hospitalizations<br />

and 3,000 deaths.<br />

"Effective product recall is complex, multi-jurisdictional and<br />

typically involves multiple stakeholders in extended supply<br />

chains. Having a standardised process globally will enable us to<br />

run more timely and targeted recalls. Ultimately, consumer safety<br />

will benefit,” explained a spokesperson for Woolworths, an<br />

Australian retailer.<br />

At Procter & Gamble, Market Logistics Leader Daniel Triot<br />

agrees: “The <strong>GS1</strong> Product Recall Standard will enable<br />

manufacturers, retailers and suppliers to work more closely<br />

together. By leveraging a system of global supply chain<br />

standards that we all know and use today, product recall will<br />

become a function that is embedded into all our global supply<br />

chains. Critical mass adoption and interoperability of the<br />

notification tools will accelerate the implementation of the<br />

standard.”<br />

Close to three years of industry-driven work has led to a<br />

standard, which identifies the key principles of traceability and<br />

demonstrates how to apply them for effective product recall. An<br />

implementation guide accompanies the recall standard and is<br />

dedicated to multi-jurisdictional requirements as a product recall<br />

alert is issued and executed.<br />

Verification helps ensure that all symbols scan first time every time<br />

It is important to ensure that you are printing good bar codes<br />

on your product packaging or labels.<br />

Bar code is an example of Automatic Identification and Data<br />

Capture (AIDC) technology which permits organisations of<br />

any size to order, track, trace, deliver and pay for goods<br />

across the supply chain, anywhere in the world. It facilitates<br />

fast and accurate data capturing, thus driving the efficiency<br />

and effectiveness of business operations.<br />

A bar code that does not scan therefore brings more<br />

problems to trading partners and will result in time and<br />

money wasted.<br />

There are many reasons why a barcode fails - the most<br />

common being: insufficient height of barcode; insufficient<br />

Quiet Zone (the solid, light area to the left and right of the<br />

barcode); symbol too small; or poor quality printing.<br />

For a more accurate test result in terms of colour, contrast,<br />

location, etc, samples for verification should be submitted in their<br />

final retail packaging.<br />

A <strong>GS1</strong> <strong>Singapore</strong> Verification Report will then be issued indicating<br />

the results of verification testing, highlighting any inadequacies in<br />

the bar code and, if necessary, recommendations to rectify the<br />

problem. Registered users of <strong>GS1</strong> <strong>Singapore</strong> are entitled to five<br />

free verification reports per year. Members will be charged a fee<br />

of $30 + 7% GST for each report beyond the entitled quota.<br />

Companies that are not Registered Users of <strong>GS1</strong> <strong>Singapore</strong> will<br />

be charged a fee of $150 + 7% GST per verification report.<br />

NFC Forum and <strong>GS1</strong> Team Up on Mobile Retail<br />

Organisations Will Collaborate to Share Standards and Build Awareness<br />

The NFC Forum, a non-profit industry association that<br />

advances the use of Near Field Communication (NFC)<br />

technology, and <strong>GS1</strong>, a not-for-profit organisation that<br />

develops global standards and solutions for supply chain<br />

efficiency and visibility, including the EPCglobal standards for<br />

RFID, announced that they have signed a Memorandum of<br />

Understanding (MOU) on 20 th June 2012 to explore<br />

synergies between NFC technology and the use of <strong>GS1</strong><br />

standards to better serve the developing needs of mobile<br />

commerce.<br />

"This opens up a realm of opportunities for mobile B2C<br />

applications based on NFC Technology and <strong>GS1</strong>’s unique product<br />

identification system,” said Miguel Angel Lopera, President, and<br />

CEO of <strong>GS1</strong>.<br />

He cited, “The collaboration between <strong>GS1</strong> and the NFC Forum will<br />

be critical to the interoperability of future services developed<br />

around these technologies, and is of vital importance to our<br />

members in their mobile retail developments.”<br />

The MOU is a reflection of the growth of mobile devices in<br />

retail. NFC is driving the proliferation of new B2C<br />

applications, such as NFC-enabled mobile payments,<br />

promotions, loyalty programs, and promotional tags that<br />

provide detailed product information. For the millions of<br />

global manufacturers and retailers that employ <strong>GS1</strong><br />

standards in their supply chains, these applications and<br />

devices provide opportunities to interact more directly and<br />

personally with consumers to share information and deliver<br />

greater value.<br />

Under the MOU, the NFC Forum and <strong>GS1</strong> will collaborate to:<br />

• analyze the various data formats currently supported by the<br />

two organizations and develop mutually-beneficial use cases<br />

based on related standards;<br />

• investigate the feasibility of mutually adopting common<br />

technical standards in areas such as RFID air interfaces and<br />

data communication protocols;<br />

• increase awareness of NFC and <strong>GS1</strong> within each of the<br />

respective organisations through information sharing, boot<br />

camps, white papers, case studies, webcasts, and other nontechnical<br />

activities;<br />

• develop commonly agreed-upon communication plans to<br />

inform the market about <strong>GS1</strong> and NFC standards; and<br />

• explore opportunities to combine use of Global Trade Item<br />

Consumers can now shop with greater assurance by knowing<br />

whether retailers are genuinely accredited with CaseTrust, all<br />

thanks to a unique barcode feature provided by <strong>GS1</strong><br />

<strong>Singapore</strong>.<br />

<strong>GS1</strong> <strong>Singapore</strong> is pleased to work with the CASE to offer the<br />

iGepir ( Global Electronics Party Information Registry) phone<br />

application, which empowers consumers with the ability to<br />

authenticate CaseTrust Certificates using their smart phones<br />

(iPhones & Android-based smart phones), thus reinforcing<br />

consumers’ confidence in shopping at CaseTrust accredited<br />

shops.<br />

Before the measure was introduced, consumers had to visit<br />

the CaseTrust website to verify that the certificate on display<br />

was legitimate. The new feature is part of a push to promote<br />

consumer-friendly practices among retailers and firms.<br />

The revamped CaseTrust certificates with a <strong>GS1</strong> barcode will be<br />

given to businesses that are accredited from September 20, 2011<br />

onwards.<br />

With the successful launch of the CaseTrust Certificates using<br />

<strong>GS1</strong> barcode identification number and iGepir, <strong>Singapore</strong><br />

Environment Council (SEC) and <strong>Singapore</strong> Business Advisors<br />

and Consultants Council (SBACC) have also registered with <strong>GS1</strong><br />

<strong>Singapore</strong>. Both organisations saw the benefits of using the same<br />

system for visual authentication of their certificates.<br />

In the pipeline, we are also working with SMa Institute of Higher<br />

Learning to implement the <strong>GS1</strong> Systems for the authentication of<br />

Diploma and Degree Certificate. SMa Centre of Corporate<br />

Learning is also looking at using the <strong>GS1</strong> system for their students<br />

training certificates.<br />

At the launch of the revamped CaseTrust Certificate, the then<br />

Vice-President, of CASE, Mr Lim Biow Chuan said the<br />

security feature will give businesses the confidence to join<br />

the scheme, knowing their certificate cannot be easily<br />

duplicated.<br />

With this phone application - downloadable from the iPhone<br />

App Store at US$0.99 - consumers can check a company’s<br />

accreditation status just by scanning the barcode on the<br />

certificate. With the enhanced feature of the certificate, it<br />

would dispel occurrence of merchants misrepresenting<br />

themselves as CaseTrust-accredited.<br />

FDA proposes Unique Device<br />

Identification (UDI) System for<br />

Medical Devices<br />

On 3 rd July 2012, in response to requirements in legislation<br />

that passed Congress with broad bipartisan support, the U.S.<br />

Food and Drug Administration proposed that most medical<br />

devices distributed in the United States carry a unique device<br />

identifier, or UDI.<br />

A UDI system has the potential to improve the quality of<br />

information in medical device adverse events reports, which<br />

will help the FDA identify product problems more quickly,<br />

better target recalls, and improve patient safety. The FDA<br />

has worked closely with industry, the clinical community and<br />

patient and consumer groups and conducted four pilot<br />

studies in the development of this proposed rule. The FDA is<br />

seeking comment on the proposal for 120 days.<br />

"The safety of medical devices is a top priority for the FDA,<br />

Congress, industry, and patients," said FDA Commissioner<br />

Margaret A. Hamburg, M.D. "The unique identification system<br />

will enhance the flow of information about medical devices,<br />

especially adverse events and, as a result, will advance our<br />

ability to improve patient safety."<br />

With certain exceptions, under the proposed rule, a UDI<br />

would include:<br />

a device identifier, which is a unique numeric or<br />

alphanumeric code specific to a device model; and<br />

a production identifier, which includes the current<br />

production information for a device.<br />

The FDA is proposing a risk-based, phased-in approach to<br />

implementation, focusing on the highest-risk medical devices<br />

first and exempting low-risk devices from some or all of the<br />

requirements. The FDA is proposing to exempt over-thecounter<br />

devices sold at retail; these devices generally have<br />

UPC codes in place.<br />

A UDI is a unique numeric or alphanumeric code that acts as<br />

a key to certain basic identifying information about a device,<br />

such as the name of the manufacturer and the type of device,<br />

and may represent certain other information about the<br />

device, such as its expiration date and batch or lot number.<br />

This information will be contained in a publicly available UDI<br />

database, and no identifying patient information will be stored<br />

in this device information center.<br />

The proposed rule reflects the considerable input the FDA<br />

received from the medical device industry, the clinical<br />

community, patients and consumers, and industry experts.<br />

To minimize industry costs and expedite implementation, the<br />

proposed rule builds upon current standards and systems<br />

already in use by some companies.<br />

Example of what a universal device identifier (UDI) would look<br />

like on a medical device label. The label contains information<br />

about the product name, its expiration date, reference and lot<br />

numbers, manufacturer information, bar code, details about the<br />

item, and an illustration of the item.<br />

A UDI system can provide multiple benefits, including:<br />

<br />

Allow more accurate reporting, reviewing and analyzing<br />

of adverse event reports so that problem devices can be<br />

identified and corrected more quickly.<br />

Reduce medical errors by enabling health care<br />

professionals and others to more rapidly and precisely<br />

identify a device and obtain important information<br />

concerning the characteristics of the device.<br />

<br />

Provide a consistent way to enter information about<br />

devices in electronic health records and clinical<br />

information systems.<br />

Provide a standardized identifier that will allow<br />

manufacturers, distributors and healthcare facilities to<br />

more effectively manage medical device recalls.<br />

<br />

Provide a foundation for a global, secure distribution<br />

chain, helping to address counterfeiting and diversion<br />

and prepare for medical emergencies.<br />
