as well as HM Revenue and<br />

Customs and Government. A<br />

throughly enjoyable evening<br />

was had by all.<br />

<strong>The</strong> LexisNexis Taxtion Awards<br />

are now in their sixth year and<br />

acknowledge excellence in tax<br />

service and achievement.<br />

useful: they allow the<br />

<strong>Institute</strong> to plan ahead<br />

and take appropriate<br />

action when required and<br />

the intention is to repeat<br />

the exercise in the future.<br />

One example <strong>of</strong> feedback<br />

was about how the <strong>CIOT</strong><br />

communicates with its<br />

Members. <strong>The</strong> response<br />

was that 83% preferred<br />

being contacted by<br />

email.<br />

<strong>The</strong> speech delivered by the outgoing President,<br />

Peter Kempster, at the <strong>Institute</strong>’s Annual General<br />

Meeting on Tuesday 9 May 2005<br />

kindly provided the warm-up act by presenting the Pre-Budget<br />

Review in the afternoon, and then we carried on the celebrations in<br />

a much lighter vein.<br />

In January Council awarded an Honorary Fellowship to Lord<br />

H<strong>of</strong>fmann, and it was a great personal pleasure for me to be able to<br />

present that award to such an eminent lawyer who keenly<br />

appreciates the need to balance the rights and obligations <strong>of</strong> both<br />

citizen and state – aims declared in the motto <strong>of</strong> our <strong>Institute</strong>.<br />

In relation to setting our future strategy, one <strong>of</strong> my first duties as<br />

President was to chair an all-day meeting <strong>of</strong> Council to discuss<br />

Strategy 2010. In at the deep end! How to facilitate the discussion<br />

<strong>of</strong> a wide range <strong>of</strong> important topics by three dozen distinguished<br />

pr<strong>of</strong>essional people – especially when Council had rejected the<br />

notion <strong>of</strong> a rigid agenda in favour <strong>of</strong> a “blue-skies debate” Well,<br />

my task was made feasible by the constructive and creative approach<br />

<strong>of</strong> every Council member. <strong>The</strong>re was some controversy and some<br />

surprises – I recall the view (held by only one Council member, I<br />

believe) that the <strong>CTA</strong> exams are far too easy!<br />

But from that meeting and many subsequent ones at both Council<br />

and committee level, we have emerged with a worthy plan for our<br />

future development. It covers areas as diverse as the future structure<br />

<strong>of</strong> the <strong>CTA</strong> exams; our relationship with HMRC and HM Treasury;<br />

and the evolving role <strong>of</strong> an educational charity in the community.<br />

A crucial element <strong>of</strong> that development is our future membership,<br />

and I had great pleasure in hosting two Admissions Ceremonies for<br />

our new members – one <strong>of</strong> these being the largest such event we<br />

have held. It was wonderful to meet not just our latest recruits but<br />

also their very proud families and friends.<br />

Before I was appointed President this time last year I asked several<br />

<strong>of</strong> my predecessors for any advice they had about the Presidential<br />

role. I hope I have followed most <strong>of</strong> the good advice that was so<br />

generously given. One thing everyone told me was, “You won’t<br />

believe how quickly the year <strong>of</strong> <strong>of</strong>fice passes.” Well, they were right.<br />

It seems no time at all between listening to the <strong>CTA</strong> Address being<br />

delivered by Sir Nicholas Montagu and Pr<strong>of</strong>. Philip Baker, to being<br />

here in the same surroundings 12 months later.<br />

But what a busy 12 months they have been. <strong>The</strong>re have been two<br />

main preoccupations: the second part <strong>of</strong> our 75 th Anniversary Year,<br />

and the formulation by Council and Committees <strong>of</strong> the <strong>Institute</strong>’s<br />

Strategy for the next five years. Our 2005 Annual Report gives lots<br />

<strong>of</strong> detail <strong>of</strong> what we all got up to in both respects, and I have not<br />

the time to catalogue all the activities and initiatives. Instead, I will<br />

mention just a few personal highlights – some <strong>of</strong> which I hope you<br />

had the opportunity to share.<br />

In our Anniversary Year I recall opening <strong>CTA</strong> Day in September by<br />

releasing 1000 balloons outside our headquarters. <strong>The</strong> photograph<br />

<strong>of</strong> me holding the balloons resembles a sketch in a certain Winnie<br />

the Pooh story, but I avoided the airborne fate <strong>of</strong> that bear – assisted<br />

no doubt by the ballast provided by attendance at numerous formal<br />

dinners on behalf <strong>of</strong> the <strong>Institute</strong>.<br />

In December- on the exact anniversary <strong>of</strong> the date <strong>of</strong> our foundation<br />

– we welcomed our friends and colleagues to a splendid reception<br />

at Shakespeare’s Globe <strong>The</strong>atre. <strong>The</strong> Chancellor <strong>of</strong> the Exchequer<br />

Another key element <strong>of</strong> our future is our Branch network. At the<br />

beginning <strong>of</strong> my year <strong>of</strong> <strong>of</strong>fice I expressed the wish to visit as many<br />

as possible <strong>of</strong> our 30 branches (since expanded to 31 branches). I<br />

believe I have missed just three <strong>of</strong> them, for various reasons, but as<br />

I was also invited by others to more than one event, I feel honour is<br />

satisfied. My visits were a mix <strong>of</strong> evening technical lectures,<br />

presentations at conferences, dinners and other events. Some <strong>of</strong><br />

these were special occasions to mark our 75 th Anniversary – such as<br />

helping Essex Branch to adopt an owl at Colchester Zoo, or helping<br />

London Branch distribute leaflets at Victoria Station to morning<br />

commuters (including the Chancellor <strong>of</strong> the Exchequer!).<br />

Everywhere I visited, from Scotland to Devon, Northern Ireland to<br />

Kent, from Guernsey across continental Europe to Hong Kong and<br />

Singapore, everywhere I was impressed by the camaraderie and<br />

collegiality <strong>of</strong> our members, the pride they have in belonging to our<br />

<strong>Institute</strong>, and the pr<strong>of</strong>essionalism <strong>of</strong> their approach to their<br />

colleagues and clients.<br />

Thank you to everyone in the Branch network who made my year <strong>of</strong><br />

<strong>of</strong>fice so enjoyable.<br />

Two members <strong>of</strong> Council retired during the year. First Ian Richardson,<br />

who has served on many committees and working parties, culminating<br />

in being Treasurer <strong>of</strong> the <strong>Institute</strong> for a number <strong>of</strong> years. Ian<br />

cannot be here today so we are arranging a presentation for him<br />

“up North” in the near future. I know we would all like to express<br />

our gratitude to Ian for his contribution to the <strong>Institute</strong> over the years.<br />

Second, Tim Ambrose. Tim needs no introduction as a Past President<br />

<strong>of</strong> the <strong>Institute</strong>. I had the honour <strong>of</strong> serving as his Vice-President<br />

and Tim’s dedication to the role was not only an inspiration to his<br />

fellow <strong>of</strong>ficers, but also a substantial contribution to the pr<strong>of</strong>itability<br />

It is with regret that we have to inform you <strong>of</strong> the<br />

death <strong>of</strong> Reg Comrie, one <strong>of</strong> the founder members<br />

<strong>of</strong> the Newcastle and District Branch.<br />

Reg served on the local committee for many years<br />

acting as dinner secretary, a task he undertook single<br />

handedly including acting as Master <strong>of</strong> Ceremonies.<br />

He always seemed to get the balance right between<br />

formality and fun even though he did sometimes<br />

struggle with pronunciations! That however was part<br />

<strong>of</strong> Reg’s charm.<br />

Reg Comrie 1913 – 2005<br />

Although no longer involved with the committee, at<br />

the age <strong>of</strong> 92 he was still a regular attendee at branch<br />

events and could always be relied upon to <strong>of</strong>fer a vote<br />

<strong>of</strong> thanks to the committee at the AGM. Incredibly at<br />

the time he died he was still in practice.<br />

When as a committee we were asked to recommend a member to attend the 75 th Anniversary luncheon there was<br />

never any doubt who we would nominate. Reg was truly one <strong>of</strong> the unsung heroes.<br />

<strong>The</strong> current committee owe a great debt <strong>of</strong> gratitude to Reg who will always be remembered for his immaculate<br />

dress sense his s<strong>of</strong>t West Indian drawl and the sparkle in his eye. He was a true gentleman and will be missed by all<br />

who had the pleasure <strong>of</strong> knowing him.<br />

<strong>of</strong> the Aberdeen to London Sleeper Service. Tim’s knowledge <strong>of</strong><br />

the accounting intricacies <strong>of</strong> the Scottish Whiskey Distilleries is<br />

unmatched by anyone – especially the members <strong>of</strong> the Court <strong>of</strong><br />

Session. Tim has also been a stalwart <strong>of</strong> the development <strong>of</strong> the<br />

<strong>Institute</strong>’s Advanced Diploma in International <strong>Taxation</strong>. Tim – we all<br />

wish you well in your return to academic study, and ask you to<br />

accept this badge as a memento <strong>of</strong> our thanks for all your work.<br />

On the subject <strong>of</strong> thanks – I gratefully acknowledge the tremendous<br />

support I have enjoyed from my fellow <strong>of</strong>ficers, my colleagues on<br />

Council, the Secretary-General and the entire Secretariat at 12<br />

Upper Belgrave Street. Also to my colleagues at Nabarro Nathanson<br />

– I shall be back in the <strong>of</strong>fice tomorrow, if I can remember where it<br />

is. And most <strong>of</strong> all, my thanks to my wife Janet and our children for<br />

their help, support and understanding over the last 12 months.<br />

My final duty as President – and one <strong>of</strong> the most important – is to<br />

ensure continuity <strong>of</strong> the <strong>of</strong>fice by investing the <strong>of</strong>ficers for the<br />

coming year.<br />

<strong>The</strong> new Vice-President is Nicholas Goulding. Nick is currently<br />

Chairman <strong>of</strong> Membership Committee and has contributed in many<br />

ways to the success and development <strong>of</strong> the <strong>Institute</strong> – a contribution<br />

that I know will continue to grow. Welcome on board, Nick.<br />

<strong>The</strong> new Deputy President is Rob Ellerby. Last year I said that I<br />

would be keeping count <strong>of</strong> how many times I heard members say to<br />

Rob, “You taught me for my <strong>CTA</strong> exams!” Well, I lost count. Rob’s<br />

work on education, exams and conferences has been immense.<br />

Thank you Rob for your support as Vice-President and I have great<br />

pleasure in investing you as Deputy President.<br />

Finally, I pass over this badge which has provoked much panic<br />

among airport security X-ray operators, and much mirth in my<br />

teenage children. John Cullinane will be well known to you as a<br />

contributor to many <strong>of</strong> our trickiest technical debates. As a former<br />

civil servant himself, he has a great insight into the workings <strong>of</strong> the<br />

many government departments whom we deal with, and the<br />

interactions <strong>of</strong> those departments with their ministers. May I thank<br />

you John for your support as Deputy President, wish you every<br />

success for the coming year, and invest you as the new President <strong>of</strong><br />

<strong>The</strong> <strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Taxation</strong>.<br />

SG: <strong>The</strong> next time a <strong>CIOT</strong> Member attends a Branch meeting they should see leaflets and tax rate cards produced by the institute.<br />

Members who work in smaller practices will have received the cards and leaflets as well. We hope they will be useful and can be<br />

given to their clients or potential clients.<br />

<strong>CTA</strong> <strong>News</strong>: Why are we doing this<br />

SG: As part <strong>of</strong> Strategy 2010, the <strong>CIOT</strong> is undertaking a range <strong>of</strong> activities to raise the pr<strong>of</strong>ile <strong>of</strong> the <strong>Institute</strong> and <strong>Chartered</strong> Tax<br />

Advisers.<br />

Brand image and awareness isn’t a science: it takes time to establish messages. <strong>The</strong> key to success is to reinforce the same<br />

messages. This is why we have asked our Members to use the rate cards and leaflets. We will also be placing adverts in relevant<br />

publications and working with our stakeholders wherever possible.<br />

<strong>CTA</strong> <strong>News</strong>: What has the response been from the Members<br />

SG: On the whole it has been incredibly positive. Some Members couldn’t use the cards because their firms already produce<br />

them. Most <strong>of</strong> those have returned them to us. Three Members have asked for more cards to distribute, two non-Members<br />

asked if they could distribute the cards and one Member informed us that their client had never heard <strong>of</strong> the <strong>CIOT</strong> until they<br />

were given the cards.<br />

<strong>CTA</strong> <strong>News</strong>: What is the message<br />

Promoting Excellence in <strong>Taxation</strong><br />

SG: On the cards and leaflets we have used the phrase “excellence in taxation”. This is because we believe that everything we<br />

do is about excellence: the <strong>CIOT</strong> pr<strong>of</strong>essional qualification is the gold standard; the service our Members provide is the best; and<br />

our contribution to society through our work with government departments, universities, schools and others is one <strong>of</strong> excellence.<br />

If a Member gives a client or potential client the tax rate card, they are giving them something that they can use to help them<br />

understand taxation. In that way we are reinforcing that message. It is never enough simply to say what you are about, one<br />

should demonstrate it.<br />

As an <strong>Institute</strong> we promote excellence in taxation. Our brand awareness campaign is about telling all our stakeholders that. It is<br />

about communicating what our values are. Over the next few years, we will be doing a lot more to communicate those values<br />

and we hope all the Members will support the <strong>Institute</strong> in that.<br />
