Past President, Richard Mannion, and
Council Member, Andrew Hubbard
impress judges and win coveted
LexisNexis Taxation Awards
Proud to call
myself a
Chartered Tax
Adviser
In December 2005, the
Institute surveyed the
CIOT Members to find
out what they think
about their institute. 600
Members responded to
the survey. One Member
wrote: “I’m proud to call
myself a Chartered Tax
Adviser.”
The survey was conducted
in order to pinpoint what
the institute was getting
right, if it was getting
anything wrong and
where it could improve.
presenter, (far left) was the host for the evening.
The Chartered Institute of
Taxation (CIOT)
congratulates Richard
Mannion and Andrew
Hubbard, winners at the
LexisNexis Butterworth
Taxation Awards held at The
London Hilton on Park Lane
on Wednesday 24 May.
Richard Mannion, Past
President of the CIOT, was
given a lifetime achievement
award for his outstanding
contribution to the tax
profession and his unique
abilities which have earned
him the respect of colleagues
and peers.
Commenting on the award
Richard Mannion said: “I
am thrilled to have received
this award. For me, tax is far
more than just a job. It has a
huge impact on people’s lives
and finances, and I throughly
enjoy helping clients through
what can often be a maze of
complex legislation.”
Andrew Hubbard, Chairman
of the CIOT’s Small Businesses
Working Group and a Member
of the CIOT Council, won the
Tax Writer of the Year Award
for his proven ability to write
knowledgeably about key tax
issues and communicate
complex issues.
John Cullinane, CIOT
President, said: “We are very
proud that two of our
prominent Members have
been recognised for their
excellent contribution to
taxation by these awards.”
The event was well attended
by leading figures in the tax
profession from many firms
as well as HM Revenue and
Customs and Government. A
throughly enjoyable evening
was had by all.
The LexisNexis Taxtion Awards
are now in their sixth year and
service and achievement.
Tax Writer of the Year award.
The results are incredibly
useful: they allow the
Institute to plan ahead
and take appropriate
action when required and
the intention is to repeat
the exercise in the future.
One example of feedback
was about how the CIOT
Members. The response
was that 83% preferred
The Chartered Institute of Taxation is the professional body for Chartered Tax Advisers

The speech delivered by the outgoing President,
Peter Kempster, at the Institute’s Annual General
Meeting on Tuesday 9 May 2005
kindly provided the warm-up act by presenting the Pre-Budget
Review in the afternoon, and then we carried on the celebrations in
a much lighter vein.
In January Council awarded an Honorary Fellowship to Lord
Hoffmann, and it was a great personal pleasure for me to be able to
present that award to such an eminent lawyer who keenly
appreciates the need to balance the rights and obligations of both
citizen and state – aims declared in the motto of our Institute.
In relation to setting our future strategy, one of my first duties as
President was to chair an all-day meeting of Council to discuss
Strategy 2010. In at the deep end! How to facilitate the discussion
of a wide range of important topics by three dozen distinguished
professional people – especially when Council had rejected the
notion of a rigid agenda in favour of a “blue-skies debate” Well,
my task was made feasible by the constructive and creative approach
of every Council member. There was some controversy and some
surprises – I recall the view (held by only one Council member, I
believe) that the CTA exams are far too easy!
But from that meeting and many subsequent ones at both Council
and committee level, we have emerged with a worthy plan for our
future development. It covers areas as diverse as the future structure
of the CTA exams; our relationship with HMRC and HM Treasury;
and the evolving role of an educational charity in the community.
A crucial element of that development is our future membership,
and I had great pleasure in hosting two Admissions Ceremonies for
our new members – one of these being the largest such event we
have held. It was wonderful to meet not just our latest recruits but
also their very proud families and friends.
Before I was appointed President this time last year I asked several
of my predecessors for any advice they had about the Presidential
role. I hope I have followed most of the good advice that was so
generously given. One thing everyone told me was, “You won’t
believe how quickly the year of office passes.” Well, they were right.
It seems no time at all between listening to the CTA Address being
delivered by Sir Nicholas Montagu and Prof. Philip Baker, to being
here in the same surroundings 12 months later.
But what a busy 12 months they have been. There have been two
main preoccupations: the second part of our 75 th Anniversary Year,
and the formulation by Council and Committees of the Institute’s
Strategy for the next five years. Our 2005 Annual Report gives lots
of detail of what we all got up to in both respects, and I have not
the time to catalogue all the activities and initiatives. Instead, I will
mention just a few personal highlights – some of which I hope you
had the opportunity to share.
In our Anniversary Year I recall opening CTA Day in September by
releasing 1000 balloons outside our headquarters. The photograph
of me holding the balloons resembles a sketch in a certain Winnie
the Pooh story, but I avoided the airborne fate of that bear – assisted
no doubt by the ballast provided by attendance at numerous formal
dinners on behalf of the Institute.
In December- on the exact anniversary of the date of our foundation
– we welcomed our friends and colleagues to a splendid reception
at Shakespeare’s Globe Theatre. The Chancellor of the Exchequer
Another key element of our future is our Branch network. At the
beginning of my year of office I expressed the wish to visit as many
as possible of our 30 branches (since expanded to 31 branches). I
believe I have missed just three of them, for various reasons, but as
I was also invited by others to more than one event, I feel honour is
satisfied. My visits were a mix of evening technical lectures,
presentations at conferences, dinners and other events. Some of
these were special occasions to mark our 75 th Anniversary – such as
helping Essex Branch to adopt an owl at Colchester Zoo, or helping
London Branch distribute leaflets at Victoria Station to morning
commuters (including the Chancellor of the Exchequer!).
Everywhere I visited, from Scotland to Devon, Northern Ireland to
Kent, from Guernsey across continental Europe to Hong Kong and
Singapore, everywhere I was impressed by the camaraderie and
collegiality of our members, the pride they have in belonging to our
Institute, and the professionalism of their approach to their
colleagues and clients.
Thank you to everyone in the Branch network who made my year of
office so enjoyable.
Two members of Council retired during the year. First Ian Richardson,
who has served on many committees and working parties, culminating
in being Treasurer of the Institute for a number of years. Ian
cannot be here today so we are arranging a presentation for him
“up North” in the near future. I know we would all like to express
our gratitude to Ian for his contribution to the Institute over the years.
Second, Tim Ambrose. Tim needs no introduction as a Past President
of the Institute. I had the honour of serving as his Vice-President
and Tim’s dedication to the role was not only an inspiration to his
fellow officers, but also a substantial contribution to the profitability
The Chartered Institute of Taxation is the professional body for Chartered Tax Advisers

It is with regret that we have to inform you of the
death of Reg Comrie, one of the founder members
of the Newcastle and District Branch.
Reg served on the local committee for many years
acting as dinner secretary, a task he undertook single
handedly including acting as Master of Ceremonies.
He always seemed to get the balance right between
formality and fun even though he did sometimes
struggle with pronunciations! That however was part
of Reg’s charm.
Reg Comrie 1913 – 2005
Although no longer involved with the committee, at
the age of 92 he was still a regular attendee at branch
events and could always be relied upon to offer a vote
of thanks to the committee at the AGM. Incredibly at
the time he died he was still in practice.
Reg Comrie (left) with the then President, John Beattie, at the President’s
Luncheon at the Savoy in January 2005.
When as a committee we were asked to recommend a member to attend the 75 th Anniversary luncheon there was
never any doubt who we would nominate. Reg was truly one of the unsung heroes.
The current committee owe a great debt of gratitude to Reg who will always be remembered for his immaculate
dress sense his soft West Indian drawl and the sparkle in his eye. He was a true gentleman and will be missed by all
who had the pleasure of knowing him.
Peter Kempster - AGM Speech - continued from page ii.
of the Aberdeen to London Sleeper Service. Tim’s knowledge of
the accounting intricacies of the Scottish Whiskey Distilleries is
unmatched by anyone – especially the members of the Court of
Session. Tim has also been a stalwart of the development of the
Institute’s Advanced Diploma in International Taxation. Tim – we all
wish you well in your return to academic study, and ask you to
accept this badge as a memento of our thanks for all your work.
On the subject of thanks – I gratefully acknowledge the tremendous
support I have enjoyed from my fellow officers, my colleagues on
Council, the Secretary-General and the entire Secretariat at 12
Upper Belgrave Street. Also to my colleagues at Nabarro Nathanson
– I shall be back in the office tomorrow, if I can remember where it
is. And most of all, my thanks to my wife Janet and our children for
their help, support and understanding over the last 12 months.
My final duty as President – and one of the most important – is to
ensure continuity of the office by investing the officers for the
coming year.
The new Vice-President is Nicholas Goulding. Nick is currently
Chairman of Membership Committee and has contributed in many
ways to the success and development of the Institute – a contribution
that I know will continue to grow. Welcome on board, Nick.
The new Deputy President is Rob Ellerby. Last year I said that I
would be keeping count of how many times I heard members say to
Rob, “You taught me for my CTA exams!” Well, I lost count. Rob’s
work on education, exams and conferences has been immense.
Thank you Rob for your support as Vice-President and I have great
pleasure in investing you as Deputy President.
Finally, I pass over this badge which has provoked much panic
among airport security X-ray operators, and much mirth in my
teenage children. John Cullinane will be well known to you as a
contributor to many of our trickiest technical debates. As a former
civil servant himself, he has a great insight into the workings of the
many government departments whom we deal with, and the
interactions of those departments with their ministers. May I thank
you John for your support as Deputy President, wish you every
success for the coming year, and invest you as the new President of
Simon Goldie, Head of Communications at the CIOT, talks to CTA News
about the “Excellence in Taxation” brand awareness campaign.
CTA News: What is the brand awareness campaign
SG: The next time a CIOT Member attends a Branch meeting they should see leaflets and tax rate cards produced by the institute.
Members who work in smaller practices will have received the cards and leaflets as well. We hope they will be useful and can be
given to their clients or potential clients.
CTA News: Why are we doing this
SG: As part of Strategy 2010, the CIOT is undertaking a range of activities to raise the profile of the Institute and Chartered Tax
Advisers.
Brand image and awareness isn’t a science: it takes time to establish messages. The key to success is to reinforce the same
messages. This is why we have asked our Members to use the rate cards and leaflets. We will also be placing adverts in relevant
publications and working with our stakeholders wherever possible.
CTA News: What has the response been from the Members
SG: On the whole it has been incredibly positive. Some Members couldn’t use the cards because their firms already produce
them. Most of those have returned them to us. Three Members have asked for more cards to distribute, two non-Members
asked if they could distribute the cards and one Member informed us that their client had never heard of the CIOT until they
were given the cards.
CTA News: What is the message
Promoting Excellence in Taxation
SG: On the cards and leaflets we have used the phrase “excellence in taxation”. This is because we believe that everything we
do is about excellence: the CIOT professional qualification is the gold standard; the service our Members provide is the best; and
our contribution to society through our work with government departments, universities, schools and others is one of excellence.
If a Member gives a client or potential client the tax rate card, they are giving them something that they can use to help them
understand taxation. In that way we are reinforcing that message. It is never enough simply to say what you are about, one
should demonstrate it.
As an Institute we promote excellence in taxation. Our brand awareness campaign is about telling all our stakeholders that. It is
about communicating what our values are. Over the next few years, we will be doing a lot more to communicate those values
and we hope all the Members will support the Institute in that.
