Greetings, fellow citizens,
At the start of this new year, on behalf of City
Council and all municipal employees, I would like
to wish everyone a wonderful 2012. May good
health, prosperity and happiness be with you
throughout the coming months!
Balanced budget and sensible investments
The 2012 budget was unanimously approved in
December. Once again, all department heads and
elected officials worked very hard to achieve this
balanced budget, with spending growth remaining
low and quite reasonable.
Due to the very tight management of public
finances and a review of the city’s management
methods, the residential tax increase is below the
consumer price index.
However, it is more important than ever to
continue investing in the restoration, maintenance
and repair of our aging infrastructures. We will be
investing $5 million to keep our infrastructures in
good condition, while maintaining the quality of life
of all Deux-Montagnes residents.
The importance of generating new revenues
Although the 2012 budget is balanced and
respects citizens' ability to pay, generating new
revenues is key to maintaining the quality of
existing services and keeping the tax burden at a
level taxpayers can accept.
The Montreal Metropolitan Community, of which
we are a member, recently adopted a
comprehensive development plan stipulating that
municipalities must promote densification in
territory development projects. Ville de Deux-
Montagnes has significant assets, including two
commuter train stations, a river, lake and a most
enviable geographic location. The new wealthcreating
projects will take advantage of these
resources to make best use of the limited space
available for redevelopment. All this must
obviously be in the citizens’ best interest and
comply with bylaws and environmental
regulations. This change in mentality must be
done with vision, openness and objectivity.
As you can see, major challenges await us in 2012,
but I'm convinced we can meet them head on.
On that note, I wish you an excellent start to this
new year.

2012BUDGET
HIGHLIGHTS
The 2012 budget ensures that our facilities and
infrastructures will remain sound. An amount of $5 million
will go towards their restoration, maintenance and repair.
In addition to meeting its financial obligations, Ville de
Deux-Montagnes remains committed to improving services
and maintaining the quality of life of its citizens. The
following are some examples:
TECHNICAL SERVICES AND URBAN DEVELOPMENT
• Building a sewage equalization basin at the Larry-Cool
pumping station to prevent wastewater discharge into
Lac-des-Deux-Montagnes
• Upgrading approximately 4000 m of water mains and 700 m
of sewer mains in the Grand Moulin sector
• Reconstructing Des Promenades Boulevard
• Updating signage regulations
• Loosening permit and certificate regulations
PUBLIC WORKS
• Optimizing the graffiti removal program started in 2011
• Optimizing public lighting maintenance
• Completing work at the filtration plant
POLICE
• Stepping up crime prevention efforts: conducting operations
in parks, schools, etc.
• Conducting police crackdowns on drinking and driving to
ensure compliance with road safety laws
• Implementing prevention strategies on bullying, drug use,
graffiti and more
RECREATION
• Signing a memorandum of understanding with six other
partner cities allowing kids from the region to play football
• Implementing a recreational management software program
to simplify operations

THE LIONS CLUB
ADDS TO
THE LIBRARY’S
COLLECTION
Since 1980, the Lions Club has raised $32,600 to
acquire French and English-language collections
primarily intended for visually impaired persons.
It contributed an amount of $1,500 this year for
the purchase of large print books and audio
books. Library subscribers enjoy a wide selection
of books thanks to this annual financial
assistance.

In late 2011, the City of
Deux-Montagnes distributed grants
to 44 accredited community
organizations involved in a number of activities, sectors
and causes such as charity work, self-help groups, as well as cultural, athletic and
social organizations. This financial support reflects City Council’s resolve to support
organizations actively involved in community life and the well-being of citizens.

Firefighters raise
$11 700
for needy people in the
region
For a 13 th consecutive year, firefighters from the
Deux-Montagnes/Sainte-Marthe-sur-le-Lac
Intermunicipal Fire Department set up their
traditional roadblock to raise funds for the 2011
Guignolée, which help the neediest people of
their community. I thank everyone for their
generosity.

The household hazardous waste (HHW) depot, located at the municipal garage, is closed
until April. Below are some drop-off points available in the meantime:

• If you have to leave it outside, secure it with
a metal chain and padlock, or cover it with a
tarp to avoid attracting attention
• Turn on your outdoor lights at dusk
• Paint a small part of your
snowblower with a colour that will
make it easily identifiable to you, or
have it engraved with your driver's
license number to deter theft. You can
borrow an engraving tool from your
Police Department.
Be vigilant and report any suspicious vehicle by calling 9-1-1.
If, despite your best efforts, your snowblower still gets stolen, you can help police track it down by immediately filling out

WHEN AND HOW TO PRUNE A TREE
Pruning is a technique used to control or direct the tree’s growth while preserving its natural shape. Pruning must be
performed without impairing the tree’s health. It should be noted that trees should not be pruned during periods of extreme
cold like the months of January and February, during spring growth, during
the sap rising period or during the cold hardening period (from the end of
summer until the leaves fall).

STEPS FOR PROPER PRUNING
1 Cut under the branch to prevent tears in the bark;
2 Cut off the branch;
3 Cut off the snag at a 30-degree angle opposite to the angle formed by the
branch bark ridge (BBR) and the tree trunk. Do not cut too close to the trunk
to avoid damaging the callus ring;
4 Do not cover or paint the cut. The wound will heal faster under natural
conditions;
5 Avoid removing more than 20% of the tree’s branches, including twigs and
foliage, over the course of one year.

Pruning shears: for branches with a diameter of less than 25 mm
Saw: for branches with a diameter exceeding 25 mm
Forbidden pruning technique: The City prohibits certain pruning techniques,
such as topping or cutting back (cutting off the crown). This technique is
harmful to the tree as it entails risks of breakage, increases the risk of
developing illnesses and suffering from insect infestations, and reduces the
tree’s life expectancy as well as its aesthetic value.
GOOD NEIGHBOUR RELATIONS!
Make sure you get your neighbours’ consent before cutting any branches off
a tree located on their property. In so doing, you will avoid many
conflicts and respect the municipal by-law in that regard.
A FEW GREEN RESOLUTIONS
FOR 2012
• You’ve made room for all the new toys your children received; why not take
advantage of the situation – give the toys they no longer use to charity.
• The Lions’ Club collects used glasses. They clean, sort and package them.
The glasses are then distributed to people in need in developing countries.
Bring all the glasses you no longer need: eyeglasses, sun glasses and reading
glasses are welcome.
• Medicines too are hazardous domestic waste. They should not be disposed of
in the trash or in the toilet. Any outdated or unused medication should be
returned to your pharmacist, even if it is no longer in its original package.

Habitat for humanity
Deux-Montagnes Region
Habitat for Humanity, Deux-Montagnes Region is a charitable organization
whose mission is to mobilize volunteers and community partners in order to
build affordable housing and promote home ownership programs as a means
to break the cycle of poverty. In 2012, a new house will probably be built in
Sainte-Marthe-sur-le-Lac.
To collaborate in its construction, take part in the fundraiser, a Wine and Cheese
party, on Friday, April 13, at the Sainte-Marthe-sur-le-Lac Community Centre. Price: $100
