Greetings, fellow citizens,<br />
At the start of this new year, on behalf of City<br />
Council and all municipal employees, I would like<br />
to wish everyone a won<strong>de</strong>rful 2012. May good<br />
health, prosperity and happiness be with you<br />
throughout the coming months!<br />
Balanced budget and sensible investments<br />
The 2012 budget was unanimously approved in<br />
December. Once again, all <strong>de</strong>partment heads and<br />
elected officials worked very hard to achieve this<br />
balanced budget, with spending growth remaining<br />
low and quite reasonable.<br />
Due to the very tight management of public<br />
finances and a review of the city’s management<br />
methods, the resi<strong>de</strong>ntial tax increase is below the<br />
consumer price in<strong>de</strong>x.<br />
However, it is more important than ever to<br />
continue investing in the restoration, maintenance<br />
and repair of our aging infrastructures. We will be<br />
investing $5 million to keep our infrastructures in<br />
good condition, while maintaining the quality of life<br />
of all <strong>Deux</strong>-<strong>Montagnes</strong> resi<strong>de</strong>nts.<br />
The importance of generating new revenues<br />
Although the 2012 budget is balanced and<br />
respects citizens' ability to pay, generating new<br />
revenues is key to maintaining the quality of<br />
existing services and keeping the tax bur<strong>de</strong>n at a<br />
level taxpayers can accept.<br />
The Montreal Metropolitan Community, of which<br />
we are a member, recently adopted a<br />
comprehensive <strong>de</strong>velopment plan stipulating that<br />
municipalities must promote <strong>de</strong>nsification in<br />
territory <strong>de</strong>velopment projects. <strong>Ville</strong> <strong>de</strong> <strong>Deux</strong>-<br />
<strong>Montagnes</strong> has significant assets, including two<br />
commuter train stations, a river, lake and a most<br />
enviable geographic location. The new wealthcreating<br />
projects will take advantage of these<br />
resources to make best use of the limited space<br />
available for re<strong>de</strong>velopment. All this must<br />
obviously be in the citizens’ best interest and<br />
comply with bylaws and environmental<br />
regulations. This change in mentality must be<br />
done with vision, openness and objectivity.<br />
As you can see, major challenges await us in 2012,<br />
but I'm convinced we can meet them head on.<br />
On that note, I wish you an excellent start to this<br />
new year.<br />

HIGHLIGHTS<br />
The 2012 budget ensures that our facilities and<br />
infrastructures will remain sound. An amount of $5 million<br />
will go towards their restoration, maintenance and repair.<br />
In addition to meeting its financial obligations, <strong>Ville</strong> <strong>de</strong><br />
<strong>Deux</strong>-<strong>Montagnes</strong> remains committed to improving services<br />
and maintaining the quality of life of its citizens. The<br />

• Building a sewage equalization basin at the Larry-Cool<br />
pumping station to prevent wastewater discharge into<br />

THE LIONS CLUB<br />

THE LIBRARY’S<br />
COLLECTION<br />
Since 1980, the Lions Club has raised $32,600 to<br />
acquire French and English-language collections<br />
primarily inten<strong>de</strong>d for visually impaired persons.<br />
It contributed an amount of $1,500 this year for<br />
the purchase of large print books and audio<br />
books. Library subscribers enjoy a wi<strong>de</strong> selection<br />
of books thanks to this annual financial<br />
assistance.<br />

In late 2011, the City of<br />
<strong>Deux</strong>-<strong>Montagnes</strong> distributed grants<br />

and causes such as charity work, self-help groups, as well as cultural, athletic and<br />
social organizations. This financial support reflects City Council’s resolve to support<br />
organizations actively involved in community life and the well-being of citizens.<br />

Good Friday falls on April 6 and<br />
Easter Monday on April 9, and not<br />

for needy people in the<br />
region<br />
For a 13 th consecutive year, firefighters from the<br />
<strong>Deux</strong>-<strong>Montagnes</strong>/Sainte-Marthe-sur-le-Lac<br />
Intermunicipal Fire Department set up their<br />
traditional roadblock to raise funds for the 2011<br />
Guignolée, which help the neediest people of<br />
their community. I thank everyone for their<br />
generosity.<br />

Did you know that most snowblower thefts are committed in broad daylight<br />

• If you have to leave it outsi<strong>de</strong>, secure it with<br />
a metal chain and padlock, or cover it with a<br />
tarp to avoid attracting attention<br />
• Turn on your outdoor lights at dusk<br />
• Paint a small part of your<br />
snowblower with a colour that will<br />
make it easily i<strong>de</strong>ntifiable to you, or<br />
have it engraved with your driver's<br />
license number to <strong>de</strong>ter theft. You can<br />
borrow an engraving tool from your<br />
Police Department.<br />
Be vigilant and report any suspicious vehicle by calling 9-1-1.<br />

The MRC of <strong>Deux</strong>-<strong>Montagnes</strong> board issued<br />
its first regional cultural policy in December.<br />
It provi<strong>de</strong>s broad gui<strong>de</strong>lines for the years<br />
ahead so citizens can look forward to a rich<br />

WHEN AND HOW TO PRUNE A TREE<br />
Pruning is a technique used to control or direct the tree’s growth while preserving its natural shape. Pruning must be<br />
performed without impairing the tree’s health. It should be noted that trees should not be pruned during periods of extreme<br />
cold like the months of January and <strong>February</strong>, during spring growth, during<br />
the sap rising period or during the cold har<strong>de</strong>ning period (from the end of<br />
summer until the leaves fall).<br />
2.Cut branch<br />
STEPS FOR PROPER PRUNING<br />
1 Cut un<strong>de</strong>r the branch to prevent tears in the bark;<br />
2 Cut off the branch;<br />
3 Cut off the snag at a 30-<strong>de</strong>gree angle opposite to the angle formed by the<br />
branch bark ridge (BBR) and the tree trunk. Do not cut too close to the trunk<br />
to avoid damaging the callus ring;<br />
4 Do not cover or paint the cut. The wound will heal faster un<strong>de</strong>r natural<br />
conditions;<br />
5 Avoid removing more than 20% of the tree’s branches, including twigs and<br />
foliage, over the course of one year.<br />

SAW OR PRUNING SHEARS<br />
Pruning shears: for branches with a diameter of less than 25 mm<br />
Saw: for branches with a diameter exceeding 25 mm<br />
Forbid<strong>de</strong>n pruning technique: The City prohibits certain pruning techniques,<br />
such as topping or cutting back (cutting off the crown). This technique is<br />
harmful to the tree as it entails risks of breakage, increases the risk of<br />
<strong>de</strong>veloping illnesses and suffering from insect infestations, and reduces the<br />
tree’s life expectancy as well as its aesthetic value.<br />
GOOD NEIGHBOUR RELATIONS!<br />
Make sure you get your neighbours’ consent before cutting any branches off<br />
a tree located on their property. In so doing, you will avoid many<br />
conflicts and respect the municipal by-law in that regard.<br />
A FEW GREEN RESOLUTIONS<br />
FOR 2012<br />
• You’ve ma<strong>de</strong> room for all the new toys your children received; why not take<br />
advantage of the situation <strong>–</strong> give the toys they no longer use to charity.<br />
• The Lions’ Club collects used glasses. They clean, sort and package them.<br />
The glasses are then distributed to people in need in <strong>de</strong>veloping countries.<br />
Bring all the glasses you no longer need: eyeglasses, sun glasses and reading<br />
glasses are welcome.<br />
• Medicines too are hazardous domestic waste. They should not be disposed of<br />
in the trash or in the toilet. Any outdated or unused medication should be<br />
returned to your pharmacist, even if it is no longer in its original package.<br />
