NATIONAL STRUCTURES<br />
2.1 INTRODUCTION<br />
• The NALA ESOL Working Group;<br />
• The IILT Materials Development Working Group<br />
(at the request of the DES).<br />
This publication is located within the overall <strong>IVEA</strong> policy framework which<br />
is described in and the following section.<br />
There is a wide range of agencies, statutory and voluntary, involved<br />
in the provision of services to refugees, asylum seekers and minority<br />
linguistic groups. Because the situation in this area developed<br />
so rapidly and to such an extent over the last number of years,<br />
it appears that services were introduced on an ad hoc basis in<br />
order to deal with the issue.<br />
In order to bring greater efficiency to existing services, <strong>IVEA</strong><br />
recommends that a national co-ordinating body be established<br />
comprising all agencies, both statutory and voluntary, with a brief to<br />
ensure that services are delivered in the most efficient way possible<br />
and to eliminate overlapping of services.<br />
The <strong>IVEA</strong> recommends that the co-ordinating body be operated at<br />
three levels: national, local and community. This pillar of <strong>IVEA</strong><br />
policy is elaborated upon in Appendix I.<br />
2.2 PURSUING <strong>IVEA</strong> POLICY AT<br />
NATIONAL LEVEL<br />
Following publication of the <strong>IVEA</strong> Policy on Educational Provision for<br />
Asylum Seekers, Refugees and other Non-nationals (2001), <strong>IVEA</strong><br />
promoted its recommendations with the Department of Education<br />
and Science and other education bodies. The <strong>IVEA</strong> met with officials<br />
in the Further Education Section of the DES and the Reception and<br />
Integration Agency. <strong>IVEA</strong> also met with representatives from several<br />
political parties.<br />
The <strong>IVEA</strong> Working Group has met with other agencies and providers<br />
at national level with a view to discussing policy positions and sharing<br />
information, including the Irish Refugee Council (IRC) and the National<br />
Consultative Committee on Racism and Interculturalism (NCCRI).<br />
The <strong>IVEA</strong> co-operates with and is represented on the following<br />
Working Groups:<br />
• The National Council for Curriculum and Assessment (NCCA) -<br />
Interculturalism and the Curriculum Steering Committee;<br />
• Education Working Group on Awareness Programme for<br />
Anti-racism and Interculturalism (led by the DES);<br />
