The chair opened the meeting with a welcome note and brief introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> participants<br />
<str<strong>on</strong>g>Cluster</str<strong>on</strong>g> was informed regarding the status <str<strong>on</strong>g>of</str<strong>on</strong>g> joint educati<strong>on</strong> cluster letter to HC. The letter<br />
signed by 26 cluster partners was sent out to HC expressing c<strong>on</strong>cerns over c<strong>on</strong>tinued deprioritizati<strong>on</strong><br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> educati<strong>on</strong> from the pooled funding (CHF &CERF) for the last three years. In<br />
resp<strong>on</strong>se, HC encouraged educati<strong>on</strong> partners to submit integrated proposals with multi-sector<br />
approach. <str<strong>on</strong>g>Cluster</str<strong>on</strong>g> needs more guidance from HC <strong>on</strong> the subject. The letter and the resp<strong>on</strong>se<br />
had already been shared with partners.<br />
A brief introducti<strong>on</strong> to the CAP mid-year review process (CAP MYR) was shared. The purpose<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> the CAP MYR to adapt the strategy, objectives, operati<strong>on</strong>al work plan and projects to the<br />
recent changes in needs or c<strong>on</strong>text and to report <strong>on</strong> implementati<strong>on</strong> challenges and<br />
accomplishments towards the cluster objectives stated in the CAP 2012.<br />
The OCHA time line for the CAP mid-year review process has been shared with all c<strong>on</strong>cerned<br />
partners.<br />
Acti<strong>on</strong> point<br />
The achievement matrix to be sent to partners and filled matrix shared with educati<strong>on</strong> cluster<br />
<str<strong>on</strong>g>Educati<strong>on</strong></str<strong>on</strong>g> cluster will c<strong>on</strong>tinue to adopt integrated approach for fundraising in future<br />
Gaps and challenges<br />
It was noted that some <str<strong>on</strong>g>of</str<strong>on</strong>g> the challenges faced by educati<strong>on</strong> sub cluster in the field were<br />
coordinati<strong>on</strong> and reporting. To address these challenges, <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the educati<strong>on</strong> cluster priorities<br />
was focused <strong>on</strong> capacity development <str<strong>on</strong>g>of</str<strong>on</strong>g> the sub cluster in the field. The training had already<br />
been c<strong>on</strong>ducted in Somaliland and Puntland. Plans for training for Central South z<strong>on</strong>e were<br />
underway. The trainings will create an enabling envir<strong>on</strong>ment for the sub clusters to effectively<br />

coordinate operati<strong>on</strong>s and improve informati<strong>on</strong> sharing. It was menti<strong>on</strong>ed that improved<br />
informati<strong>on</strong> sharing was <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the tool that could be used in funding advocacy.<br />
The nati<strong>on</strong>al cluster partners were informed that the sub cluster had been given priority with<br />
trainings to strengthen coordinati<strong>on</strong> at the field level.<br />
The partners were informed that Humanitarian Bi-weekly bulletin had been introduced as tool<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> reporting. The partners were asked to share success stories, photos and challenges from the<br />
field <strong>on</strong> bi-weekly basis.<br />

WFP School Feeding Programme<br />
(SFP)<br />
• Central South z<strong>on</strong>e Focal points to c<strong>on</strong>sult with partners to nominate people who will<br />
attend the training in Mogadishu.<br />
A brief school feeding programme presentati<strong>on</strong> was shared to inform the educati<strong>on</strong> cluster<br />
partners the objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> school feeding programme, number <str<strong>on</strong>g>of</str<strong>on</strong>g> school benefiting with SFP<br />
and regi<strong>on</strong>al coverage, expansi<strong>on</strong> plans, collaborati<strong>on</strong> with Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> educati<strong>on</strong>, future plans<br />
and challenges.<br />
The cluster was informed that WFP was planning to expand school feeding programme to<br />
additi<strong>on</strong>al 20 schools (3,700 children) in Somaliland, 20 schools (6,700 children) in Puntland<br />
and 16 schools (4,500 children) in Central regi<strong>on</strong>. The level <str<strong>on</strong>g>of</str<strong>on</strong>g> security would however<br />
determine the expansi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the SFP in Central South Z<strong>on</strong>e as WFP focused <strong>on</strong> areas that were<br />
accessible.<br />
It was menti<strong>on</strong>ed that WFP was carrying out a data collecti<strong>on</strong> exercise in: 67 schools in<br />
Somaliland: 50 in Puntland and 12 in Central z<strong>on</strong>e. The objective was to prepare for an<br />
evaluati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the school feeding programme.<br />
WFP outlined the criteria used for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> schools to benefit with school feeding. The<br />
school must be a public formal school, a rural school and located in food insecure areas.<br />

It was noted that educati<strong>on</strong>-supported CFSs were being phased-out as they were originally<br />
intended to serve children affected by the famine emergency. The children will linked up with<br />
formal schools.<br />
CISP has agreed to reactivate and lead the N<strong>on</strong>-Formal <str<strong>on</strong>g>Educati<strong>on</strong></str<strong>on</strong>g> Thematic Working Group.<br />
Interested agencies in joining the NFE working can forward their names to CISP focal point<br />
and copy to cluster. The first meeting would be held so<strong>on</strong> <strong>on</strong> a date to be communicated.<br />
