Letter to Humanitarian Coordinator
CAP MYR 2012

The chair opened the meeting with a welcome note and brief introduction <strong>of</strong> participants
<strong>Cluster</strong> was informed regarding the status <strong>of</strong> joint education cluster letter to HC. The letter
signed by 26 cluster partners was sent out to HC expressing concerns over continued deprioritization
<strong>of</strong> education from the pooled funding (CHF &CERF) for the last three years. In
response, HC encouraged education partners to submit integrated proposals with multi-sector
approach. <strong>Cluster</strong> needs more guidance from HC on the subject. The letter and the response
had already been shared with partners.
A brief introduction to the CAP mid-year review process (CAP MYR) was shared. The purpose
<strong>of</strong> the CAP MYR to adapt the strategy, objectives, operational work plan and projects to the
recent changes in needs or context and to report on implementation challenges and
accomplishments towards the cluster objectives stated in the CAP 2012.
The OCHA time line for the CAP mid-year review process has been shared with all concerned
partners.
Action point
The achievement matrix to be sent to partners and filled matrix shared with education cluster
<strong>Education</strong> cluster will continue to adopt integrated approach for fundraising in future
Gaps and challenges
It was noted that some <strong>of</strong> the challenges faced by education sub cluster in the field were
coordination and reporting. To address these challenges, one <strong>of</strong> the education cluster priorities
was focused on capacity development <strong>of</strong> the sub cluster in the field. The training had already
been conducted in Somaliland and Puntland. Plans for training for Central South zone were
underway. The trainings will create an enabling environment for the sub clusters to effectively

coordinate operations and improve information sharing. It was mentioned that improved
information sharing was one <strong>of</strong> the tool that could be used in funding advocacy.
The national cluster partners were informed that the sub cluster had been given priority with
trainings to strengthen coordination at the field level.
The partners were informed that Humanitarian Bi-weekly bulletin had been introduced as tool
<strong>of</strong> reporting. The partners were asked to share success stories, photos and challenges from the
field on bi-weekly basis.

WFP School Feeding Programme
(SFP)
• Central South zone Focal points to consult with partners to nominate people who will
attend the training in Mogadishu.
A brief school feeding programme presentation was shared to inform the education cluster
partners the objectives <strong>of</strong> school feeding programme, number <strong>of</strong> school benefiting with SFP
and regional coverage, expansion plans, collaboration with Ministry <strong>of</strong> education, future plans
and challenges.
The cluster was informed that WFP was planning to expand school feeding programme to
additional 20 schools (3,700 children) in Somaliland, 20 schools (6,700 children) in Puntland
and 16 schools (4,500 children) in Central region. The level <strong>of</strong> security would however
determine the expansion <strong>of</strong> the SFP in Central South Zone as WFP focused on areas that were
accessible.
It was mentioned that WFP was carrying out a data collection exercise in: 67 schools in
Somaliland: 50 in Puntland and 12 in Central zone. The objective was to prepare for an
evaluation <strong>of</strong> the school feeding programme.
WFP outlined the criteria used for selection <strong>of</strong> schools to benefit with school feeding. The
school must be a public formal school, a rural school and located in food insecure areas.

It was noted that education-supported CFSs were being phased-out as they were originally
intended to serve children affected by the famine emergency. The children will linked up with
formal schools.
CISP has agreed to reactivate and lead the Non-Formal <strong>Education</strong> Thematic Working Group.
Interested agencies in joining the NFE working can forward their names to CISP focal point
and copy to cluster. The first meeting would be held soon on a date to be communicated.

The meeting was adjourned at 11:00am. The next <strong>Education</strong> <strong>Cluster</strong> meeting will be held on
Tuesday, 5 th June 2012 at 9:00am at OCHA (SSS) Office Ngecha road, <strong>of</strong>f Lower Kabete
